   1. This Proclamation may be cited as the Establishment of Regions Proclamation.

   2. With effect from the fifteenth day of October, 1963, Tanzania shall be divided into the Regions specified in the first column of the Schedule hereto, and the said Regions shall be known by the names therein assigned to them and each Region shall include and consist of the Districts set out opposite to the name of that Region in the second column of the said Schedule.

   1. This Proclamation may be cited as the Establishment of Districts Proclamation.

   2. Tanzania shall be divided into the Districts mentioned in the first column of the Schedule hereto, the said Districts shall be known by the names therein assigned to them and each District shall include and consist of the area or areas now known and officially recognized for purposes of administration by the name or names set opposite to the name of that District in the second column of the said Schedule.

The area contained within the following boundaries-


   Commencing at a point in the Songeti Valley 460 yards north of the Arusha/Nairobi Road, the boundary runs in a south westerly direction in a bearing of 224 degrees (magnetic) to where it meets the Selian River; thence in southerly direction down the Selian to its confluence with the Burka River; thence along the Burka downstream to where it meets the Arusha/Oljoro Road; thence in a south easterly direction and in a straight line to the summit of the Mueriet Hill; thence in an easterly direction in a bearing of 97 degrees (magnetic) to the confluence of the Burka and Shem River; thence along the Shem in a south easterly direction to its confluence with the Kijenge River; thence in a southerly direction along the Kijenge River to its confluence with an unnamed stream which flows from the Loibon Hill; thence in a straight line to the summit of the Loibon Hill; thence in north easterly direction to the summit of the Losilwa Hill; thence in north north easterly direction to the railway crossing on the old Arusha/Moshi Road; thence in a north and easterly direction along the railway to where it meets the Nduruma River; thence in a north westerly direction up the Nduruma to the bridge on the Arusha/Moshi Road; thence in the same direction along the Nduruma for 200 yards, thence in a westerly direction along the Arusha/Moshi Road to where it meets the Emolosiopi Stream; thence in a north westerly direction in a bearing of 294 degrees (magnetic) to a point in the Songeti Valley, the point of commencement.

   Commencing at the confluence of the Dongobesh River with Gadag Mbuga northwest of Durgrob Hill; thence in a north easterly direction to Gharaghara Hill; thence in a northerly direction to Gejel Hill; thence in an easterly direction to Qawirang Tlaa Hill; thence in a north easterly direction to Leya Trig. Point 7927 feet in the Nou Forest Reserve; thence north easterly along the Magara escarpment to the foot of the Magara escarpment at the northern boundary of L.O. No. 18329; thence north eastwards along this boundary to a point where it meets the southern boundary of Hassama Forest Reserve; thence the boundary follows a southerly and north easterly direction along the common boundary made by the Forest Reserve and L.O. Nos. 18329, 17792, 15826, 16096 and 15894 to the end of the common boundary at survey beacon LB 462; thence along the northern boundary to the source of the stream to its confluence with the Mutungurir River; thence down the Mutungurir River to the south western corner of L.O. No. 15517; thence along the western boundaries of L.O. NO. 15358 and 15584 meets the Marang Forest Reserve boundary at survey beacon LB 670; thence northwards along the Forest Reserve boundary to the shore of Lake Manyara; thence northwards and eastwards along the western and northern Lake shores to the estuary of the Kiruruma River; thence in an easterly and southerly direction along the eastern shore of Lake Manyara to a point where the boundary crosses the mouth of the Oltukai River where it runs into Lake Manyara; thence following the course of the Oltukai River in an easterly direction the Bridge on the Great North Road at Kwakuchinja; thence in a straight line in a south easterly direction to Oldoinyo Lol-Guberi; thence westwards on a bearing of 224 degrees to a beacon (1) in the Mbuga approx. 5 miles east of Harui; thence westwards on a bearing of 294 degrees to a beacon (2) on the northside of a clump of eucalyptus trees (Mnenura); thence in a straight line approximately 291 degrees to a beacon (3) at the south eastern end of the Wantlai stream gully; thence following the gully to where it is crossed by the Kikole Gallapo Road; thence for approximately ½ a mile on a bearing of 280 degrees to a beacon (4) thence on a bearing of 210 degrees to beacon (5); thence continuing in the same direction to a beacon (6); thence following the Kikole-Bareko track in a southerly direction for about ½ a mile to a beacon (7); thence for about a mile south west to a beacon (8) on the Yere-Awak River; thence down a stream along the Yere-Awak River to its confluence with the Bubu River; thence in a northerly direction to a point Dasego 6020 feet; thence in a northerly direction to the confluence of the Endabeg River with an unnamed stream; thence in a straight line in a westerly direction to Massanda Depression; thence in a straight line and in a southerly direction to Ghariobhally mountain; thence in a straight line due west to a point on the Giting-Bashment Road approximately 1¾ miles north of Giting; thence in the same direction to the confluence of the Endametke River with an unnamed stream; thence down the Endametke River to its mouth; thence due east of the Endametke River mouth to a point on the shore of the lake; thence southwards, westwards and northwards along the shore of the lake to the estuary of Bukaji River in Lake Balangida; thence up the Bukaji River to its source; thence in a north easterly direction to Dagharasi Hill; thence in the same direction to Sipu Hill; thence in a westerly direction and in a straight line to a point on the Dongobesh River due west of Dilojig Hill; thence up the Dongobesh River to its confluence with the Gadag mbuga northwest of Dugrob Hill, the point of commencement.

   Commencing at the junction of the Mziha and Lukigura Rivers; thence by a straight line to a point approximately 5 miles N.W Runada; thence downstream the Mligaji River to a point 9 miles south-east of Kwamsisi; thence along the Mligaji River to its mouth in the Indian Ocean; thence seaward parallel with the coast to the Mpiji to the Vikawe Village; thence in a westerly southerly and northerly direction through Kisiwe, Mbawa and Vikuruti Villages to the Ruvu River; thence along the Ruvu River for 10 kms to the crossing with the Morogoro Road; thence down the Ruvu River to its confluence with the Msua River; thence upstream along the Msua River crossing the Mnyusi Railway line to the confluence of the Msua River with the Kisuka River; thence along the Kiaka to the junction with the old German Road Ngurungu-Bagamoyo thence west to Kinonko Station SSW to Kwa Majembe 2½ miles; thence up the Ngerengere River to its striking by a straight line due east of Kuno; thence easterly along the Wami River for 1½ miles to its confluence with the Lukigura River; thence up Lukigura River to its confluence with the Mziha River the point of commencement.

   Commencing at beacon SNP 9 about 13 kms. west of Nyamagati Hill; thence in a south westerly direction to beacon SNP 19 about 8 kms. from the bank of Olgedyu Oldvai River; thence in a south westerly direction to beacon SNP 24 about ¾ km. from the bank of Lake Lgarya; thence in a south south easterly direction to beacon SNP 27 at the confluence of Olgedyu Oldvai River with an unnamed stream; thence along the south west bank of Lake Lgarya to beacon SNP 28; thence north westerly for about 25 kms. to beacon SNP 33; thence southwards for about 11 kms. to beacon SNP 26; thence westwards to the source of the Nyambono River, south of Soil O Ngum Kopjes; thence in the same direction along the Nyambono to its confluence with the Simiyu River; thence along the Simiyu River downstream to its confluence with an unnamed stream at a pathway intersected by the Simiyu, about 4 kms. due east of Ijunja Village; thence north north-eastwards for about 19 kms. to Nguduma River; thence down the Nguduma for about 10 kms. thence due north passing right between the Lumoa Hill (4127) and Nyambono Hill (4191) and proceeding northwards along the foot of Nyambono Hill to Nyamitende Hill; thence north eastwards following the centre of the Kasisi mbuga to a point on the Duma River where it meets the middle of the Kasisi mbuga; thence up the Duma to its confluence with its tributary (Nasamo River thence north easterly for nearly 3 km. to a point on a road 3 km. north west of Ngasamo; thence north westerly to a major road junction of the Ikoma/Handajenga road 8 kms. west north west of Ututwa; thence north easterly along the Ikoma/Handajenga Road to its junction with the Mbalageti River; thence, following the north bank of the Mbalageti River; thence following the north bank of the Mbalageti River to a point 13 kms. of Nyamagati Hill; thence eastwards to beacon SNP 9 the point of commencement.

   Commencing at the confluence of the Mwerusi River and Ruboroga; thence up the latter to its confluence with Kavahesi River; thence up the Kavahesi River to the valley separating Kabale and Nyakitama Villages leaving the latter in Ngara District and the former Biharamulo District to the Nyakichabo Valley; thence along the Nyakichabo Valley northwards to the Nyakichabo Valley; thence down this River to its junction with a track to the junction of old tracks; thence southeast across the western shore of the lake Burigi; thence south east for 1 mile and south for ¾ mile to the estuary of the Kasongenye River in Lake Burigi; thence up the Kasongenye for 3½ kilometres; thence due east to the summit of a hill; thence east north for 6 kilometres to another hill summit; thence in a south-easterly direction for 7 kilometres to a third hill summit thence in an easterly direction to the main Bukoba Biharamulo Road; thence along this road for 2 miles to the fork; thence in a south easterly direction through Nyamichuma Hill and Mtukula Hill; thence due east to a point just south of Chakazimbe Island; thence in a southerly direction down the middle of the Ruwondo channel through Emin Pasha Gulf to a point midway between Byasarara point and Mirumbe point; thence southwesterly and southerly passing through the middle of Bukome Bay to the estuary of the Kabunso River; thence up the Kabunso to its source 5 miles from its crossing by a path; thence south westerly to the source of Nikonga River; thence down the Nikonga River to its confluence with Bulere River at latitude 3°12' South and Longitude 32°00' East; thence up the Mwenukusi and Mhama River; thence due west to the Mwenukusi River; thence down the Mhama River 10 miles; thence due west for approximately 2½ miles to a point 5 miles up Bulere River crossing over 3 old paths to its junction with the Ulembera stream; thence up this stream to an old German road; thence for 3 miles along this road westwards to the Bisi River; thence following the Bisi River for approximately 8 miles to the confluence of the Moyowosi River to its confluence with Mwerusi River; thence up the Mwerusi to its confluence with the Ruboroga the point of commencement.

The area contained within the following boundaries-


   Commencing at a point on the Kagera River midway between Boundary Pillars 26 and 27 on the Tanzania-Uganda International Boundary; thence due east following the international boundary along the 1° South latitude to Lake Victoria; thence in a curve keeping 1 mile distance from the land north of Rubafu promontory and back to the 1° south parallel of latitude to a point in Lake Victoria at latitude 1°S and longitude 32°42' East; thence due south to a point 5 miles east of Nabuyonga Island in Lake Victoria; thence due west to the mainland in Kashokero Bay; thence in the same direction through Omulushanga Swamp to the Ngono River; thence up the Ngono to the confluence with the Mleleizi River; thence up the Mlelezi to the Rwantege Valley; thence south westerly crossing the Nyakatanga Ibwera Road at about 7 miles from Nyakatanga to Migogo Hill summit; thence southerly to Kanoni Hill; thence in the same direction to a hill survey mark No. 8/4/72 in the Burigi Hill ranges west of Mubunda; thence south westerly to the source of an unnamed stream flowing into Lake Burigi; thence down this stream in Lake Burigi; thence for about 3 miles; thence northwards and westwards following the western boundaries of the Ihangiro, Kianja, Kiziba and Missenye chiefdoms of the Bukoba District which are common to the eastern boundary of Karagwe chiefdom to the Kagera River at a point midway between BP 26 and 27 on the international boundary, the point of commencement.

The area contained within the following boundaries-


   Commencing at the Kigosi River which separates Kigosi-Mayowosi Forest Reserve in Bukombe District and Masumbwe Forest Reserve in Kahama District thence at a point where the Idahina Plains separate the Iponya Ward in Bukombe District and Idahina Ward in Kahama District, the boundary traces the Kigosi through the centre of Mwendakulima Plains that separates the Iponye Ward in Bukandwe in Bukombe District, and the Igwamanoni and Ngogwa Wards in Kahama, and crosses the Isaka-Rusumo Road eastward through the Mwendakulima Plains separating the Bukwandwe Ward in Bukombe District and the Ngogwa Ward in Kahama District north-eastwards to a point where it separates the Bukwandwe, Ngogwa and Ntobo Wards in Kahama District. Thence then the boundary proceeds northwards through the plains that separate the Lunguya Ward in Bukombe District and Segese Ward in Kahama District Buhegela Ward in Bukombe District and Lunguya in Kahama District where it joins the Lunguya in Kahama District, thence it joins the boundary that separates the Bukombe and Kahama District in Shinyanga Region and Geita in Mwanza Region.

   Commencing at Bauman Guld at the estuary of the Nyamuguso River becomes the Nyantale stream; thence in an easterly direction for approximately 1 mile upstream along the Nyantale stream, to the centre of the Nyantale stream bed; thence to the last beacon on the south bank of the Nyantale stream; thence in a north-east direction to the source of an unnamed stream; thence along this stream to its confluence with the Suguti River; thence upstream in an easterly direction crossing the Bunda-Musoma Road to the confluence of the Suguti with an unnamed stream, thence in a north-easterly direction to the bend of the road 2¼ miles south of Simba Sirori Mines; thence in an easterly direction to the western side of the Remung’Orori Dam; thence in a southerly direction in a straight line through Mitua Mbuga to Manchimeru Hill; thence in the same direction to the Tarina River; thence down the Tarina River to its confluence with the Rubana River; thence in the same direction crossing the Grument River to Mbalageti River; thence down the Mbalageti River to its intersection with the main Mwanza-Musoma Road; thence north-westerly to the Meza River estuary; thence west-north-westerly across speke Gulf to the estuary of an unnamed River 1 mile south west of Guta; thence due south to the middle of the Gulf; thence in a south-westerly direction following the centre of Speke Guld to a point 2¼ miles due south the Soxihe Island; thence in a north-westerly direction to a point 3 miles due north of Tefu Island; thence due north for 12 miles; thence in a north-easterly direction for 7 miles to a point south-west of Masakara Island; thence in an easterly direction for approx. 2¼ miles to the Lake shore; thence following the lake shore in a northerly, easterly and southerly direction to Bauman Gulf the point of commencement.

(1)   Handeni Division, being all that area of the Handeni District (that is to say the Handeni Division of the former Korogwe District) excluding the area of the Tamota Division of the said District, and including the area commencing at the intersection of the Pangani River with the eastward extension of the southern boundary of Kwamgwe Estate, L.O. No. 12511; thence westwards by a straight line to and along the southern boundary of Kwamgwe Estate to its south-west corner; thence along the western boundary of that estate to the north-west corner of that estate; thence following the northern boundary of that estate in an easterly direction continuing along the southern boundary of Makinyumbi Estate (L.O. No. 12364) to a point on the Pangani River downstream, closing at the point of commencement; and


(2)   Tamota Division, being all that area of the Handeni District contained within the following boundaries-


   North. – Starting from the spot height Luye 3556 at approximately 2½ miles south-east of the Village Kilwa t approximately 5 degrees 32½ minutes south and 37 degrees 31½ minutes east, for a distance of approximately 16,000 feet in an east-south easterly direction to the spot height Masika, 4,442.


   East. – easterly thence for a distance of approximately 15,500 feet in an east-south-easterly direction to the spot height Masika, 5,135 to spot height Mkombora, 4,702.


   South. – Thence for a distance of approximately 18,000 feet in a west-south-westerly direction to the spot height Kwamhusi, 3,250.


   West. – Thence in a north-north-westerly direction for a distance of approximately 11,000 feet to the spot height 3,570 feet; thence in an east-north-easterly direction for a distance of approximately 5,000 feet to the spot height 3,337 feet; thence in an east-north-easterly direction for a distance of approximately 10,000 feet to the point of commencement.
