THE EXAMINATION REGULATIONS

(Section 18)

1.   Citation

   These Regulations may be cited as the Examination Regulations.

2.   Interpretation

   In these Regulations unless the context requires otherwise–

   "Act" means the National Examinations Council of Tanzania Act *;

   "centre" means an examination centre established by the Council;

   "examination" means a measurement of academic or professional achievement at the end of an academic phase or professional training phase which helps to provide accurate predictions for future academic successor, future professional competence;

   "examination offence" means any harm brought about either before, or during or after the examination by the conduct of a candidate in relation to examinations, which the council desires to prevent by a threat of punishment;

   "examination officer" means a person employed by the Council on such terms and conditions as the Council may consider necessary for the performance of its functions;

   "examination year" means the period between the beginning of the registration of candidates and the end of the sitting of the said examinations.

3.   Governing of examinations

   Any examination shall be governed by the regulations in force at the time of sitting and not at the time of registration.

4.   Date of examinations

   (1) Certificate of Secondary Education examinations, Teacher Grade B Education Examinations, General course in Engineering, Part Time Technician Courses Examinations, National Business Examinations and Qualifying Test shall be done in November of the Examination year.

   (2) Advanced Certificate of Secondary Education Examinations, Teacher Grade A Education Examinations, Diploma in Education Examinations, Full Technician Certificate Examinations, Advanced Diploma in Engineering Examination and some National Business Examinations shall be done in May of the Examination year.

   (3) The examination for the levels provided under subparagraph (1) and (2) of this Regulation shall be held once every year except for some National Business Examinations which shall be held twice every year.

   (4) Timetables in respect of the date of the examinations shall be sent to the Centres and to private candidates within a reasonable length of time before the start of such examinations.

5.   Application and entry for final examinations

   (1) Any person who is a current student at any registered Institution shall not be accepted as a private candidate.

   (2) The Council reserves the right to accept or not to accept affidavits or the right of declining to entertain any application in respect of an entry into final examinations.

   (3) Every bona fide student in a registered secondary school, college or institution registered by the Ministry of Education shall be registered by the respective head of that school, college or institution.

   (4) Every student in a secondary school college, or institute shall be examined continuously, and all such continuous assessment marks shall be sent to the Executive Secretary in the prescribed time provided by the Council.

   (5) Failure to send the continuous assessment forms of the students in the prescribed time, shall render the candidate ineligible for registration for the respective final examination.

   (6) Complete entry forms for Certificate of Secondary Education Examinations, Teacher Grade B Education Examinations, General Course in Engineering Examinations, Part Time Technician Courses Examinations, National Business Examinations and Qualifying Test shall reach the Executive Secretary not later than 30th April of the Examination year.

   (7) Application forms for candidates for Full Technicians Certificate Examinations, Advanced Certificate of Secondary Education Examinations, Advanced Diploma in Engineering Examinations, Teacher Grade A Education Examination and Diploma in Education Examinations shall reach the Executive Secretary not later than 30th September of the examination year.

   (8) Changes of entries and centres may be accepted if requests for such changes reach the Executive Secretary not later than 30th June for the November series of examinations, and not later than 31st December for the May series of examinations.

   (9) On registration, the Council shall accept the first name, one middle name and surname in full or first name and surname in full together with not more than three initials for the middle names if any.

6.   Conduct of final examinations

   (1) Candidates shall be required to appear for final examinations at the Centres under which they are registered.

   (2) A supervisor appointed by the Council shall–

   (a)   be responsible for the proper conduct of the examinations;

   (b)   submit a signed declaration that the regulations have been duly observed throughout the examination;

   (c)   report to the Council exceptional circumstances considered likely to prejudice a candidate's performance;

   (d)   report all cases of irregularity or misconduct in the examination and he shall have power to discontinue the examination of any candidate who may misconduct himself during the examination:

   Provided that the final responsibility for the conduct of examinations in respect of any centre shall be of the Head of that centre.

   (3) Candidates shall be required–

   (a)   to observe any general instructions that may be given by the supervisor;

   (b)   to be in their places at least five minutes prior to the time prescribed for the commencement of an examination;

   (c)   to sit in the order of their index numbers;

   (d)   to write his index number on every page of the script paper used;

   (c)   to answer questions in good presentation and shall answer all questions in the prescribed language;

   (f)   to write in blue or black except for diagrams where any other colour may be used;

   (g)   to immediately stop writing after notice is given by the Supervisor to do so and a warning must also be given fifteen minutes prior to the time the examination ends;

   (h)   to see to it that orderliness and tranquillity are maintained in an examination room;

   (i)   where a candidate is permitted to use his own electronic calculator at an examination, it must be a handheld type machine, quiet in operation, compact and have its own power supply.

   (4) No candidate shall be allowed–

   (a)   to pass any information from one to another during an examination unless expressly so authorised;
