1. This Order may be cited as the Tsetse Fly (Declaration of Tsetse Fly Areas) Order.
2. The former Provinces and the former Extra-provincial District set out in the Schedule hereto have been declared to be tsetse fly areas for the purposes of the Tsetse Fly (Control) Act–

1. Citation
These Regulations may be cited as the Tsetse Fly Regulations.
2. Interpretation
In these Regulations, unless the context otherwise requires–
"approved inspection and treatment" means appropriate inspection and treatment of the nature described in a notice displayed in accordance with the provisions of regulation 12 of these Regulations;
"cleansing chamber" means a building erected on or near a road and used by the Government for the purpose of facilitating the inspection and treatment of persons, vehicles and domestic animals, with a view to ridding them of tsetse flies;
"fly post" means a tsetse fly control post established under subregulation (1) of regulation 4 of these Regulations;
"road" includes a public highway as defined for the purposes of the Highways Act *;
"tsetse officer" means any officer or servant of the Government employed in the Department of Veterinary Services in the performance of tsetse duties and includes any person employed by a local government authority and authorised by the Minister to assist in tsetse survey and reclamation.
3. Cleansing chambers

(1) Every person in charge of a vehicle or domestic animal which approaches a fly post cleansing chamber shall, on being required so to do by a tsetse officer–
(a) bring the vehicle or animal and any load carried by the same, or cause that vehicle or animal and load to be brought into the cleansing chamber without delay and in such a manner that all the doors of the cleansing chamber may be closed while the vehicle or animal and load are inside the cleansing chamber; and
(b) permit the vehicle or animal and any load carried by the same to be subjected to the approved inspection and treatment while inside the cleansing chamber.
(2) After the completion of the approved inspection and treatment of any vehicle or domestic animal and any load carried by the same, the person in charge of that vehicle or animal shall remove the vehicle or animal and any load from the cleansing chamber by the exit door without unreasonable delay.
(3) Every person carried on or accompanying any vehicle or domestic animal which approaches a cleansing chamber shall on being required so to do by a tsetse officer enter the cleansing chamber and remain there until he has been subjected to the approved inspection and treatment.
(4) Pedestrians approaching a cleansing chamber shall not be required to enter the same, but shall on being required so to do by a tsetse officer stop and submit to the approved inspection and treatment.
4. Fly control posts
(1) A tsetse fly control post is established at each of the locations mentioned in Column Two of the Schedule to these Regulations. The posts so established shall have the respective names set out in Column One of the said Schedule.
(2) Every person approaching a fly post shall on being required so to do by a tsetse officer stop and submit to the approved inspection and treatment.
(3) Every person in charge of a vehicle or domestic animal which approaches a fly post shall, on being required so to do by a tsetse officer, cause the vehicle or animal to stop and shall permit that vehicle or animal, and any load carried by the same, to be subjected to the approved inspection and treatment.
5. Prohibition of entry
Where in the opinion of the Director of Veterinary Services it is necessary in order to prevent the spread of tsetse fly to prohibit the movement of persons, domestic animals or vehicles into any part of a fly area he shall, with the approval of the Regional Commissioner of the region concerned, cause notices indicating the prohibition to be posted at convenient points on the perimeter of that part of the fly area.
6. Notices to be exhibited
A description of the area to which the prohibition applies shall be posted on the notice board of the District Office of the district in which that area lies, and that prohibition shall be deemed to remain in force until a notice cancelling it has been posted in the same way whether the notices referred to in regulation 5 have been removed or defaced or not.
7. Restriction of movement
Where in the opinion of the Director of Veterinary Services it is necessary in any fly area in order to prevent the spread of tsetse flies to restrict movement of person, domestic animals or vehicles to certain defined routes in any section of a fly area he shall with the approval of the Regional Commissioner of the region concerned cause notices to be posted at convenient points in the section specifying which routes may be used by person, domestic animals or vehicles.
8. Notices to be exhibited
Notice of the restriction of movement to certain defined routes shall also be posted on the notice board of the District Office of the district in which the section concerned lies and the restriction shall be deemed to remain in force until a notice cancelling it has been posted in the same way whether the notices referred to in regulation 7 have been removed or defaced or not.
9. Notices to specify movement
Notices given under regulations 7 and 8 shall specify whether the restriction applies to the movement of persons, domestic animals or vehicles only or to all of them.
10. Where notices posted persons, etc., to use defined routes
(1) Where notices have been posted as required by regulations 7 and 8 no person, domestic animal or vehicle shall use any route other than the defined route.
(2) Where notice have been posted as required by regulations 5 and 6 no person, domestic animal or vehicle shall enter into that part of the fly area to which the notices apply unless with the written permission of the District Commissioner of the district in which the prohibited area lies.
11. Offences
Any person contravening or failing to comply with any of these regulations or obstructing the guards in the execution of their duties commits an offence.
12. Nature of inspection and treatment
(1) Inspection and treatment under these Regulations shall be carried out–
(a) with all possible despatch; and
(b) by a tsetse officer or by any person authorised in that behalf by a tsetse officer.
(2) The mode of inspection and treatment to be adopted for the purposes of these Regulations shall be such as may be approved by the Director of Veterinary services. A description of such inspection and treatment shall be set out in a notice issued by authority of the said Director of Veterinary Services and prominently displayed at every cleansing chamber and every fly post.
(3) Different modes of treatment may be approved and notified under this regulation for use at cleansing chambers and fly posts or for use according as the subject to be treated is a person, vehicle, animal or load.
(4) For the purposes of this regulation the expression "Director of Veterinary Services" includes in reference to any area of Tanzania any tsetse officer or local government authority authorised by the Director of Veterinary Services to act on his behalf in respect of such area.
13. Erection of road barriers
For the more effective carrying out of the measures prescribed by these Regulations the tsetse officer in charge of any cleansing chamber or fly post may erect a barrier across the road where the cleansing chamber or fly post is situated:
Provided always that nothing in this regulation shall authorise or be construed as authorising the tsetse officer to obstruct or prevent the passage of any person, vehicle or animal along a road for a longer period than is reasonable necessary for carrying into effect in relation to such person, vehicle or animal the measures prescribed by these Regulations.
14. Interference with road barriers
No person other than a tsetse officer or a person authorised in that behalf by a tsetse officer may interfere in any way with a barrier erected under regulation 13 of these Regulations.
