1.    Citation

    These Regulations may be cited as the Road Toll Regulations.

2.    Interpretation

    In these Regulations, "the Act" means the Road and Fuel Tolls Act *.

3.    Duty to drive through scheduled toll stations

    Every driver or person in charge of a vehicle shall cause or drive through scheduled toll stations.

4.    Driver to report his arrival to the toll collector

    Every driver or person in charge of a vehicle whether or not such vehicle is required to pay road tolls, shall report his arrival to the toll collector at the scheduled toll station.

5.    Production of documents

    Every driver or person in charge of a vehicle shall, on demand, produce a registration certificate, and other documents relating to the carrying capacity of the vehicle.

6.    Duty to answer questions

    Every driver or person in charge of a vehicle shall answer all such questions relating to the vehicle, as may be put to him by the toll collector.

7.    Duty to produce receipt if required

    Every driver or person in charge of a vehicle shall, if required, produce to the toll collector at the time of arrival at a scheduled toll station, a receipt or ticket from any other scheduled toll station.

8.    Payment of toll and issue of ticket

    (1) Every driver or person in charge of a vehicle shall pay to the toll collector a toll specified in the First Schedule to the Act.

    (2) Every toll collector shall issue a receipt or ticket in the form prescribed in the Schedule to these Regulations, to the driver or person in charge of a vehicle.

    (3) Upon application in the Form RT.08 provided in the Schedule to these Regulations and where it is deemed appropriate, the Commissioner may issue road toll coupons as specified in the Schedule to these Regulations.

    (4) Road toll coupons shall be issued in respect of Tanzania registered vehicles in the Form RT.09 to RT.15 or in respect of Foreign registered vehicles in the Forms RT.16 to RT.22 provided for under the Schedule to these Regulations, and shall be valid for three months or any other period as may be approved by the Commissioner.

    (5) The original receipt or ticket, dated and signed by the toll collector constitutes the grant of leave from the scheduled toll station and is a certificate of clearance for such vehicle.

    (6) On production of a road toll coupon, the toll collector shall check the particulars thereof against the vehicle for which the coupon is produced and, endorsement by the toll collector on the counterfoil shall constitute a certificate of clearance for such vehicle.

    (7) Road toll coupons, tickets and receipts shall be subject to inspection on demand by the Commissioner or any other person authorised by him in writing.

    (8) Road toll coupons, receipts or tickets issued under these Regulations shall not be transferable or refundable.

9.    Separate receipts at different stations

    When a vehicle calls at more than one scheduled toll station in one journey a separate receipt or ticket shall be made at each subsequent scheduled toll station.

10.    Sign posts at scheduled toll station

    There shall be, at every scheduled toll station, a conspicuous sign post written in English the words "ROAD TOLL PAYING POINT" and in Kiswahili the words "KITUO CHA USHURU WA NJIA".

11.    Offences and penalty

    Any person who contravenes any provisions of these Regulations shall be guilty of an offence and shall on conviction be liable to a fine not exceeding five thousand shillings, or imprisonment of a term not exceeding six months, or to both such fine and imprisonment.
