ORDERS

THE OPEN UNIVERSITY OF TANZANIA (ESTABLISHMENT OF THE FACULTY OF LAW) ORDER

(Section 21(3))

G.N. No. 39 of 1996

    1. This Order may be cited as the Open University of Tanzania (Establishment of the Faculty of Law) Order.

    2. A Faculty to be known as the Faculty of Law is hereby established as a Faculty of the Open University of Tanzania.

THE INSTITUTE OF CONTINUING EDUCATION (ESTABLISHMENT) ORDER

(Section 21(3))

G.N. No. 159 of 1996

1.    Citation

    This Order may be cited as the Institute of Continuing Education (Establishment) Order.

2.    Interpretation

    In this Order, unless the context otherwise requires—

    "Act" means the Open University of Tanzania Act *;

    "Board" means the Board of the Institute established under Paragraph 5;

    "Committee" means the Executive Committee of the Institute established under paragraph 7;

    "Director" means the Director of the Institute of Continuing Education as appointed by the University Council in accordance with the Act;

    "Institute" means the Institute of Continuing Education established under paragraph 3; and

    "University" means the Open University of Tanzania.

3.    Establishment of a Institute

    There is hereby established an Institute to be known as the Institute of Continuing Education.

4.    Functions of the Institute

    The Institute shall be an arm of the University for the purpose of developing, promoting and undertaking the provision of adult and continuing education for adults designed to secure the development and dissemination of knowledge and skills required for the enhancement of competencies and the efficacious solution of the economic and social problems of residents of the United Republic, and in particular, it shall–

    (a)    provide facilities and services for training programmes by way of short courses, seminars, workshops, meetings and conferences for various types of instructors, extension workers, researchers, planners, managers and trainers, by both distance education and face to face methods;

    (b)    carry out extra-mural activities in identified communities, regional and study centres;

    (c)    conduct adult education and various training programmes;

    (d)    conduct extra-mural youth programmes;

    (e)    assess extra-mural performance and service needs in communities;

    (f)    assemble, pack and disseminate various types of information on applied research and technology;

    (g)    prepare and distribute vocational oriented training and demonstration materials;

    (h)    co-operate with government and other agencies in areas of research, extension and training in distance education.

5.    Board of the Institute

    (1) There shall be established a Board of the Institute consisting of–

    (a)    the Director of the Institute who shall be the Chairman;

    (b)    one representative from each Faculty of the University;

    (c)    one representative from the Library;

    (d)    five appointees of the University Council drawn among key individuals in adult/continuing education;

    (e)    one member appointed by the Senate;

    (f)    three members elected to the Board by academic staff assigned to the Institute.

    (2) The Board shall meet at least once every three months and at other times as may be expedient for the transaction of its business.

6.    Function of the Board

    The Board shall–

    (a)    coordinate input from University's Faculties, Departments, Institutes and other interested parties for effective operation of the Institute's activities;

    (b)    receive and consider plans falling under the mandate of the Institute;

    (c)    receive and consider annual budget requirements of the Institute and recommend for approval to relevant authorities;

    (d)    evaluate progress and operation of the Institute in light of its objectives;

    (e)    facilitate research, training and extension linkage within the University as well as between the University and other institutions;

    (f)    review and consider all matters pertaining to the successful operation of the Institute and may appoint sub-committees as may be found necessary to deal with specific issues pertaining to the activities of the Institute;

    (g)    make recommendations to the Senate in all matters pertaining to the operation of the Institute.

7.    Establishment of Executive Committee

    (1) There shall be an Executive Committee of the Institute which shall assist and advise the Director on all matters pertaining to the day to day conduct of programmes and services of the Institute.

    (2) The Executive Committee shall consist of–

    (a)    all Heads of Departments of the Institute;

    (b)    a Chairman who shall be the Director of the Institute.

    (3) Other members of the Committee that may attend to such duties from time to time on a temporary basis if and when the need arises shall consist of–

    (a)    senior members within the Administrative Staff of the Institute;

    (b)    members from other University Faculties or Institute; and

    (c)    members from government agencies or ministries.

    (4) The Committee shall meet at least once every month.

8.    Director of Institute

    (1) There shall be a Director of the Institute who shall be appointed by the Council of the University, upon recommendation of the Deputy Vice-Chancellor as provided for under section 23(2) of the Act.

    (2) The Director shall be the Head of the Institute and shall be responsible to the Vice-Chancellor through the Deputy Vice-Chancellor of the University for the proper conduct and administration of the Institute. His term of office will be as specified in the Act, under section 23(4).

9.    Appointment of Academic Staff

    The Academic Staff of the Institute shall be appointed in accordance with the provisions of the Act.

10.    Appointment of Administrative Staff

    Appointment of the Administrative Staff shall be made in accordance with the provisions of the Act.

11.    Representation of Institute on Boards and committees

    The Institute shall be represented by its appropriate members of staff on all Faculty Boards and relevant committees of the University.

12.    Functions of the Institute

    (1) The Institute shall mainly be dealing with–

    (a)    non-degree programmes leading to the award of certificates, diplomas and other awards;

    (b)    conferences, seminars, workshops, symposia and other types of meeting for various target groups;

    (c)    face-to-face programmes at Regional and Study Centres.

    (2) The course will be of a short term nature undertaken at a distance and face-to-face.

    (3) Regulations governing the selection and evaluation of these programmes shall be flexible and in line with the needs of participants and sponsoring agencies as well as Institute's objectives.

13.    Programming areas of Institute

    (1) The Institute shall have programming areas on–

    (a)    distance education which shall cover all matters related to–

        (i)    planning and execution of extra-mural activities in communities;

        (ii)    liaising with relevant government and non-government distance education agencies when developing extra-mural programmes;

        (iii)    identifying training needs and conducting short courses to meet needs;

        (iv)    conducting on location demonstrations based on recommendations from on-going research from University and from findings obtained elsewhere;

        (v)    organising field days for interested parties complementarily with those that will be organised from time to time by University organs; and

        (vi)    conducting research and evaluation in distance education.

    (2) Continuing Education for a wide range of clientele and functions shall include–

    (a)    planning and co-ordinating in-service training programmes;

    (b)    identifying appropriate and suitable resource persons from within and outside the University;

    (c)    liaising with all teaching departments of the University and the institutions for the purpose of establishing a data bank on available resource persons and teaching materials;

    (d)    liaising with local and foreign agencies with a view to creating possibilities for sponsoring distance education programmes;

    (e)    keeping records of all distance education activities of the University;

    (f)    conducting research and evaluation in continuing education.

    (3) Adult education and correspondence on all matters related to the extra mural education and continuing education.

14.    Award of certificates

    (1) Certificate of completion shall generally be awarded to participants at various levels attending programmes at the Institute or doing their studies by distance methods.

    (2) Criteria for the award of certificates to participants for programmes in which the Institute's involvement in terms of planning, organisation and assessment shall be judged to have been minimal.

15.    Financing of activities of Institute

    The activities of the Institute shall be financed–

    (a)    in accordance with the provisions of Part VI of the Act;

    (b)    by other revenue accruing from other activities of the Institute; or

    (c)    by revenue specially secured by the Universities for the activities.

THE INSTITUTE OF EDUCATIONAL TECHNOLOGY (ESTABLISHMENT) ORDER

(Section 21(2)(b))

1.    Citation

    This Order may be cited as the Institute of Educational Technology (Establishment) Order.

2.    Interpretation

    In this Order unless the context otherwise requires–

    "Act" means the Open University of Tanzania Act *;

    "Board" means the Board of the Institute established under paragraph 5;

    "Council" means the Council of the University;

    "Director" means the Director of the Institute of Educational Technology as appointed by the Council in accordance with Act;

    "Institute" means the Institute of Educational Technology established under paragraph 3;

    "University" means the Open University of Tanzania.

3.    Establishment of the Institute

    There is hereby established an Institute to be known as the Institute of Educational Technology.

4.    Functions of Institute

    The Institute shall be an academic unit of the University for the purpose of–

    (a)    making contributions to course development in the various Faculties and Institutes of the University;

    (b)    designing and executing evaluation instruments at undergraduate, postgraduate and continuing education programmes;

    (c)    undertaking studies on policies affecting innovations in communication and information technologies;

    (d)    experimenting with news media;

    (e)    undertaking studies on impact of new technologies on student progress;

    (f)    conducting research in artificial intelligence, computer based learning, efficacy of interactive media, needs of students with special handicaps, impact of science education in development and on all aspects of distance teaching or learning;

    (g)    carrying out contract work and consultancies for other institutions.

5.    Board of the Institute

    There shall be established a Board of the Institute consisting of–

    (a)    the Director of the Institute who shall be the Chairman;

    (b)    members of the University's full time academic staff not exceeding nine, appointed to the Institute;

    (c)    one representative from each Faculty of the University;

    (d)    one member appointed by the Senate; and

    (e)    one student representative elected by the Students Organization.

6.    Functions of the Board

    (1) The Board shall, subject to the general or specific directions of the Senate, have power, from time to time to–

    (a)    formulate policies governing the Institute's instructional design, institutional research and other activities;

    (b)    comment on all matters of academic interest within the broad mandate of the University;

    (c)    advise the Director in the execution of relevant decisions made by the Senate and the Council;

    (d)    do any other act or thing as it may be empowered to do by the Senate or under any provision of the Act.

    (2) The Board–

    (a)    may, subject to any direction of the Senate, meet at such intervals as it may consider necessary;

    (b)    shall act in accordance with the directions of the Senate in such manner and at such intervals as the Senate may direct; and

    (c)    subject to the directions of the Senate, may regulate its own proceedings and fix a quorum for its meetings;

    (d)    may delegate such of its powers as it sees fit to a duly constituted Executive Committee or Committees, or to specific individuals, and may make rules relating to procedures of those Committee.

7.    Director

    (1) There shall be a Director of the Institute who shall be appointed by the Council upon recommendation of the Deputy Vice Chancellor responsible for academic affairs as provided for under section 23(2) of the Act.

    (2) The Director shall be responsible to the Vice Chancellor through the Deputy Vice Chancellor of the University for the proper conduct and administration of the Institute and his term of office will be as specified in the Act.

    (3) The Director, in consultation with the Management Committee of the Institute and with advice from the Board of the Institute has overall responsibility for–

    (a)    planning, co-ordination and development of the Programmes of the Institute, in consultation with appropriate organs of the University;

    (b)    maintenance of academic standards in the activities of the Institute;

    (c)    allocation of work to academic staff and other staff appointed or seconded to the Institute subject to the overriding terms and conditions of service of such staff;

    (d)    chairing of the Board of the Institute and of its Management Committees;

    (e)    administration of the budget of the Institute within the guidelines approved by the Council;

    (f)    administration of the use of accommodation, equipment and facilities allocated to the Institute;

    (g)    guidance to the staff of the Institute seeking research and development funds from the university or other sources;

    (h)    recommendations to the Deputy Vice Chancellor responsible for academic affairs for the appointment of consultants to assist the work of the Institute; and

    (i)    recommendations to the Deputy Chancellor for academic affairs for conferment of appropriate title on visiting academics in the Institute.

    (4) The Director shall be a member of the Senate and other organs to which the Deans of Faculty belong.

    (5) The activities of the Institute shall be financed–

    (a)    in accordance with the provisions of Part VII of the Act;

    (b)    by revenue accruing from other activities of the Institute; or

    (c)    by revenue especially secured by the University for the activities.

THE OPEN UNIVERSITY OF TANZANIA (ESTABLISHMENT OF THE FACULTY OF BUSINESS MANAGEMENT) ORDER

(Section 21(3))

[1st July, 2002]

G.N. No. 442 of 2002

    WHEREAS section 21(3) of the Open University of Tanzania Act * empowers the Council of the Open University of Tanzania with approval of the Chancellor, to establish Faculties either in addition to, or in substitution of, the Faculties established under the said Act;

    AND WHEREAS, at its meeting held on the 22nd day of March, 2002, the Council resolved that the Chancellor be requested to approve the establishment of the Faculty of Business Management;

    NOW THEREFORE, it is hereby ordered as follows:

    1. This Order may be cited as the Open University of Tanzania (Establishment of the Faculty of Business Management) Order.

    2. A Faculty to be known as the Faculty of Business Management is hereby established within the Open University of Tanzania. {/mprestriction}
