PROCLAMATIONS

The areas of land described in the Schedule hereto are hereby declared to be National Parks by virtue of section 3 of the National Parks Act *.
SCHEDULE
LAKE MANYARA NATIONAL PARK
All that area in the Mbulu District as shown edged in orange on 1/50,000 scale tracing, deposited with the Commissioner for Lands and Surveys and registered by him as Plan No. 11271, the boundaries of which are more particularly described as follows–
Commencing at survey beacon No. M.N.P. 1 situated at the hairpin bend on the Makuyuni/Oldeani main road; thence along the eastern and southern boundary of the said road reserve to M.N.P. 2 situated on the west bank of the Kiruruma River; thence following the west bank of the Kiruruma and Simba Rivers to M.N.P. 3 thence in an easterly direction to M.N.P. 4; thence following the eastern edge of the swamp to M.N.P. 5; thence in a south-easterly and southerly direction through M.N.P. 6 to M.N.P. 20 inclusive, situated on or near the eastern shore of Lake Manyara thence in a westerly direction across the Lake to M.N.P. 21, situated at the eastern end of the game fence; thence in a westerly direction to M.N.P. 22 situated at the western end of the game fence; thence in a northerly direction through M.N.P. 23 to M.N.P. 30 inclusive, situated along the foot of the Rift Wall; thence to M.N.P. 31 situated on the high ground south of the southern bank of the Endabash River; thence to M.N.P. 32 situated on the northern bank of the said river; thence in a northerly direction through M.N.P. 33 to M.N.P. 50 inclusive, following a cut line along the top of the Rift Wall; thence from M.N.P. 51 to M.N.P. 55 inclusive, which beacons demarcate the southern boundary of Lake Manyara Hotel (L.O. 18437); thence in an easterly direction to M.N.P. 56, situated on the southern bank of the Marera River; thence to the point of commencement.
RUAHA NATIONAL PARK
All that area of land in the Iringa, Mbeya, Chunya and Manyoni District as shown edged in red on the Registered Plan No. 12827, deposited with the Commissioner for Surveys in Dar es Salaam, and more particularly defined as follows–
Boundaries: - Commencing at the junction of the centre of the Njombe River with the centre of the Makasumbi River; thence in a south-south-easterly direction along a cut trace to a stone cairn near the village of Mkwambi; thence in a southeasterly direction along a cut trace to a stone cairn on the Rugungwa River near the village of Nyamasitu; thence in a southerly direction along a cut trace to a stone cairn near the village of Magaga on the northern bank of the Great Ruaha River; thence following the northern bank of the Great Ruaha River upstream for approximately 23 miles to a stone cairn; thence on a compass bearing of 130℃ to D.O.S. Survey Pillar No. 214/X/2 situated on the summit of Mdeya Hill; thence in a south-westerly direction to the most northerly summit of the Chamwingira Hills; thence in a south-westerly direction towards the summit of Chariwindi Hill to a stone cairn situated on the northern edge of the Ibuguziwa-Tungamalenga Road Reserve; thence along the northern edge of this road reserve in a westerly direction for approximately three miles to the boundary of the Mkwawa Game Camp (L.O. No. 20676); thence in an anti-clockwise direction following the boundaries of the Mkwawa Game Camp to the point where the southern edge of the Ibuguziwa-Tungamalenga Road Reserve meets the Mkwawa Game Camp boundary;thence in an easterly direction along the southern edge of the road reserve for approximately three miles to a stone cairn; thence in a south-westerly direction to a stone cairn on the most southerly point of Chariwindi Hill; thence in a southerly direction for approximately three miles to the summit of Mwayangi Hill; thence in a south-westerly direction for approximately eighteen miles to the most northerly peak of the Kalengakelu Hills; thence on a compass bearing of 340℃ to a stone cairn situated on the northern bank of the Great Ruaha River; thence following the northern bank of the Great Ruaha River to its confluence with the Nyakapembe River; thence upstream along the Nyakapembe River to its source; thence in a northerly direction through the summit of Makangwe Hill to the source of the Njombe River; thence downstream along the north-western bank of the Njombe River to its confluence with the southern bank of the Utandi River; thence to the junction of the centre of the Njombe River with the prolongation of the southern bank of the Utandi River; thence along the centre of the Njombe River to the point of commencement.
ARUSHA NATIONAL PARK
All those three areas formerly known as the Mount Meru Crater National Park, the Ngurdoto National Park Extension (1962) and the Ngurdoto National Park Extension (1964) comprising a total of 23,906 acres and more particularly described as follows–
(a) the area previously known as the Mount Meru Crater National Park comprising 12,120 acres as shown edged blue and described by a schedule of bearings and distances on Registered Plan 13,707 deposited with the Commissioner for Surveys and Mapping;
(b) the area previously known as the Ngurdoto Crater National Park Extension (1962) comprising 5,032 acres and shown edged yellow on Registered Plan 12,080 deposited with the Commissioner for Surveys and Mapping; and
(c) the area previously known as the Ngurdoto Crater National Park Extension (1964) comprising 6,754 acres edged yellow but excluding a 10 feet wide footpath edged red shown on Registered Plan 12,871 deposited with the Commissioner for Survey and Mapping.
GOMBE NATIONAL PARK
All that area of land in the Kigoma District as shown edged in red on registered Plan No. 1463 deposited with the Commissioner for Surveys in Dar es Salaam, and more particularly defined as follows–
Boundaries: - Commencing at a beacon one hundred yards east of the water mark on the shore of Lake Tanganyika at Ras Kasinga the boundary follows a line to a beacon on Katunda Hill; thence following the watershed in a northerly direction to a beacon on Karakihuma Mountain; thence again following the watershed in a northerly direction through beacons on the summits of Mlundi and Milenda Kibanda Mountains to a beacon on the summit of Kichwa cha Fisi Mountain; thence in a straight line in a westerly direction to a beacon approximately fifty yards south of Mwagongo Village and one hundred yards east of the water mark on the shore of Lake Tanganyika; thence in a southerly direction following a line one hundred yards from the water mark on the shore of Lake Tanganyika to a beacon on Ras Kasinga, the point of commencement.
Excepting and excluding the following areas–
(a) a strip covering the existing footpath where it passes through the Park, east to west, which commences at the Kilembera Village and terminates at the Bwavi Beach on the shore of Lake Tanganyika. Such strip shall be deemed to have a width of three feet on either side of the centre of the said footpath;
(b) a strip covering the existing footpath where it passes through the Park, east to west, which commences at the Bubango Village and terminates at the Kalende Beach on the shore of Lake Tanganyika. Such strip shall be deemed to have a width of three feet on either side of the centre of the said footpath;
(c) a strip covering the existing footpath where it passes through the Park, east to west, which commences at the Bubango Village and terminates at the Kasekera Beach on the shore of Lake Tanganyika. Such strip shall be deemed to have a width of three feet on either side of the centre of the said footpath.
TARANGIRE NATIONAL PARK
All that area of land in the Hanang and Kondoa District as shown edged in red in Registered Plan No. 14670 deposited with the Commissioner for Surveys in Dar es Salaam, and more particularly defined as follows–
Boundaries: - Commencing at a beacon on the boundary between Hanang District and Masai District situated 4½ kilometres east of Kwakuchinja, the boundary follows the said inter-district boundary in a south-easterly direction passing through secondary trigonometrical ground station No. 70ST4 to the summit of Oldoonyo Ngahari, which is on the boundary between Hanang District and Kondoa District; thence in a southerly direction along the Kondoa-Masai District boundary until it reaches the Busi Makuyuni motor tracks; thence in a south-westerly direction along the said track for approximately 11½ kilometres to a beacon at the eastern end of a cut and beacon trace; thence due west for approximately 20½ kilometres following the cut and beaconed trace to a beacon approximately 650 metres east of a motorable track; hence on an approximate bearing of 355℃T along a cut and beaconed trace for approximately 28 kilometres to a beacon on the district boundary between Kondoa and Hanang Districts on the west side of the Tarangire plain; thence in a north-south-westerly direction for approximately 20 kilometres to the summit of Haidedonga Hill; thence in the same direction along a cleared and beaconed track for approximately 11½ kilometres until such track reaches the top of the Sangaiwe Hills; thence along the crest of the said hills to the highest point at the northern end of the said hills; thence in a north-easterly direction along a cleared and beaconed track to the point of commencement.
KILIMANJARO NATIONAL PARK
All that area of land approximately 75,575 hectares (755.75 square kilometres) adjoining the Kilimanjaro Mountain in Kilimanjaro District (confined within the zone unsuitable for tree growth) and more particularly defined as follows–
Boundaries: - Commencing at the Bismark Hut for a distance of 600 metres along the mountain route to Beacon No. 1 on the Boundary of the National Park; and thence along the boundary of the National Park delineated in blue. All the beacons Nos. 2 to 14 inclusive are fixed by distances measured along rivers at the point of intersection of the rivers with the Forest Reserve boundary, which is delineated in green and described with a table of co-ordinates of Forest Division Plan No. JB. 736 deposited with the Commissioner for Surveys and Mapping Division, Ministry of Lands, registered as Plan No. 15961.
EXPLANATORY NOTE
(This note does not form part of the above Proclamation but is intended to indicate its purpose.)
Beacon No. 1 is situated at a distance of 600 metres from the Bismark Hut at a point where the upper limit of the Forest Reserve boundary intersects the Mountain Route.
Beacon No. 2 is situated at a distance of 6,400 metres from the lower boundary of the Forest Reserve at a point where the upper limit of the Forest Reserve boundary intersects the Mware River.
Beacon No. 3 is situated at a distance of 9,600 metres from the lower boundary of the Forest Reserve at a point where the upper limit of the Forest Reserve boundary intersects the Umbwe River.
Beacon No. 4 is situated at a distance of 9,000 metres from the lower boundary of the Forest Reserve at a point where the upper limit of the Forest Reserve boundary intersects the Makoa River.
Beacon No. 5 is situated at a distance of 16,500 metres from the lower boundary of the Forest Reserve at a point where the upper limit of the Forest Reserve boundary intersects the Kifufu River.
Beacon No. 6 is situated at a distance of 12,300 metres from the lower boundary of the Forest Reserve at a point where the upper limit of the Forest Reserve boundary intersects the Engare Nairobi River.
Beacon No. 7 is situated at a distance of 11,000 metres from the lower boundary of the Forest Reserve at a point where the upper limit of the Forest Reserve boundary intersects the Engushai River.
Beacon No. 8 is situated at a distance of 8,400 metres from the lower boundary of the Forest Reserve at a point where the upper limit of the Forest Reserve boundary intersects the Kitendeni River.
Beacon No. 9 is situated at a distance of 6,000 metres from the lower boundary of the Forest Reserve at a point where the upper limit of the Forest Reserve boundary intersects the Karashi River.
Beacon No. 10 is situated at a distance of 7,500 metres from the lower boundary of the Forest Reserve at a point where the upper limit of the Forest Reserve boundary intersects the Msanga River.
Beacon No. 11 is situated at a distance of 4,500 metres from the lower boundary of the Forest Reserve at a point where the upper limit of the Forest Reserve boundary intersects the Kitauti River.
Beacon No. 12 is situated at a distance of 7,400 metres from the lower boundary of the Forest Reserve at a point where the upper limit of the Forest Reserve boundary intersects the Makombera River.
Beacon No. 13 is situated at a distance of 5,500 metres from the lower boundary of the Forest Reserve at a point where the upper limit of the Forest Reserve boundary intersects the Msangai River.
Beacon No. 14 is situated at a distance of 5,100 metres from the lower boundary of the Forest Reserve at a point where the upper limit of the Forest Reserve boundary intersects the Washi River.
KATAVI NATIONAL PARK
All that area of land in the Mpanda District the boundaries whereof are more particularly defined as follows–
Boundaries: - Commencing at the crossing of the Mpanda Sumbawanga road over the Katuma at Sitalike the boundary follows the left (east) bank of the Katuma river in a southerly direction for approximately four miles to a beacon situated on the left bank of the said river; thence in an easterly direction along a cleared and beaconed line to beacon situated beside the Sikititiko-Ikuu road south of its intersection with the Sitalike-Kapapa road; thence in a south-westerly direction following the east side of the Sikititiko-Ikuu road to a beacon placed beside the said road at its intersection with the track to Luwale camp (approximately five miles north of the Katuma river causeway at Ikuu); thence following a cleared and beaconed line in a south-easterly direction to the Fulami river; thence following a cleared and beaconed line in a southerly direction for approximately six miles; thence following a cleared and beaconed line in a westerly direction to Kampembwe situated at the junction of the Nkamba-Nkungwe road with the Mpanda-Sumbwanga main road; thence in a northerly direction to a beacon situated at the foot of the Malimba Hill; thence in an easterly direction along a cleared and beaconed line to a beacon situated at the foot of the Malimba Hill; thence in an easterly direction along a cleared and beaconed line to the crossing of the Mpanda-Sumbawanga road over the Katuma river at Sitalike, which is the point of commencement.
MIKUMI NATIONAL PARK
All that area of land in the Kilosa and Morogoro Districts as shown edged in red in Registered Plan No. 16778 of the 28/6/74 deposited with the Commissioner for Surveys in Dar es Salaam and more particularly defined as follows–
Boundaries: - Commencing at a beacon situated at 115 kilometres on the south side of the Morogoro/Iringa Road, the boundary follows an easterly then southerly direction for approximately 8 kilometres, the watershed dividing the tributaries of the Mkata River and the Ruhembe River to a beacon thence in a south easterly direction in a straight line along a cleared trace for approximately 20.4 kilometres to a beacon on the southern end of the Matambiko Hill; thence in a southerly direction along a cleared trace for approximately 15.3 kilometres to a beacon situated on the left bank of the Ruaha River which is approximately 2 kilometres downstream from the confluence of the Msindasi and Ruaha Rivers; thence following the left bank of the Ruaha River downstream in a Southeasterly direction to the eastern end of Tazara Railway Bridge over the Ruaha River; thence in an easterly and north easterly direction following the northern edge of the Tazara Railway Reserve for approximately 55 kilometres to a bridge over a river which is the most southerly and easterly tributary of the Msoro River thence on a magnetic bearing of approximately 318 degrees for approximately 6.5 kilometres along a cleared trace to a survey beacon No. 1129 situated on the top of Purussi Hill; thence in a northerly direction along a cleared trace for approximately 16.6 kilometres to a beacon situated on the highest point of Mulusi Hill; thence in a northerly direction along a cleared trace for approximately 7.8 kilometres to a beacon situated on the highest point of Kikwato Hill; thence in a northwesterly direction along a cleared trace for approximately 9.2 kilometres to the confluence of the Mahula and Lufuta Rivers; thence in a north westerly direction following the left bank of the Lufuta River upstream to its sources at the summit of Mandeva Hill; thence in a north westerly direction along the watershed dividing the tributaries of the Mgoda and Maharaka River for approximately 4 kilometres to a beacon situated at the sources of the Mzee River; thence following the left bank of the Mzee River downstream to its confluence with the Maharaka River; thence following the left bank of the Maharaka River downstream to its crossing under the Morogoro/Iringa Road at Mahuluwaponda; thence following the western edge of the Morogoro/Iringa Road Reserve in a northerly direction to a beacon situated approximately 5.3. kilometres south of the Msongozi River Bridge; thence in a north westerly direction along a cleared trace for approximately 4.5. kilometres to a beacon situated on a cleared trace which was the former Mkata Ranch boundary; thence following this cleared trace in a westerly direction for approximately 750 metres to a beacon; thence on a magnetic bearing of approximately 5 degrees along a cleared trace to a beacon situated on the left bank of the Msongozi River; thence in a westerly direction following the left bank of the Msongozi River downstream to its confluence with the easternmost watercourse of the Mkata River; thence in a north easterly direction following the centre of this watercourse of the Mkata River downstream for approximately 3.4 kilometres to a point due west of the Pump House of the Mkata Ujamaa Village which Pump House is situated on the right bank of the Mkata River; thence on a magnetic bearing of approximately 247 degrees for approximately 24 kilometres to a beacon situated on a wide open patch of high ground in the Makuluwili Swamp; thence on a magnetic bearing of approximately 285 degrees for approximately 4.8 kilometres to a beacon situated in the Makuluwili swamp; thence on a magnetic bearing of approximately 222 degrees for approximately 3.2. kilometres to a beacon situated in the Makuluwili Swamp; thence on a magnetic bearing of approximately 131 degrees for approximately 5 kilometres to a beacon situated at the junction of a small unnamed stream with the Mkata River; thence in a south westerly direction along the centre of the Mkata River upstream to a point where the trace of the former Mkata Ranch boundary crosses the Mkata River; thence following the aforesaid former Mkata Ranch boundary trace in a westerly direction for approximately 3.5 kilometres to the junction of this trace with the Mbamba River; thence following the left bank of the Mbamba river upstream to its confluence with the Kitamba River; thence following the left bank of the Kitamba River; upstream to a beacon situated at its sources; thence following the watershed which divides the tributaries of the Mkata River from all other drainage lines to a beacon situated on the east side of the Kilosa/Mikumi Road Reserve in a southerly direction to a beacon situated approximately 3.2 kilometres north of Mikumi; thence in an easterly direction along a cleared trace to the beacon which is the point of commencement.
RUBONDO ISLAND NATIONAL PARK
APPROXIMATE AREA: 456.8 square kilometres.
Boundaries:
All that area of land in the Geita District the boundaries of which are more particularly defined as follows:
Commencing at a beacon situated one kilometre due east of Lukaya Post, the boundary follows a south-westerly direction on a bearing of 209 degrees 30 minutes for a distance of 4.35 kilometres to a beacon situated 1.25 kilometres south of Ndundu Hill; thence in a south-westerly direction on a bearing of 230 degrees 30 minutes for a distance of 9.1 kilometres to a beacon situated 1.75 kilometres south of Islambula Island; thence in a north-westerly direction on a bearing of 322 degrees for a distance of 17.5 kilometres to a beacon situated one kilometre south of Lubiso Island; thence in a north-easterly direction on a bearing of 15 degrees for a distance of 9.5 kilometres to a beacon situated one kilometre north-west of Kasenye Post; thence in a north-easterly direction on a bearing of 52 degrees 45 minutes for distance of 6.6 kilometres to a beacon situated 1.75 kilometres north-east of Harutale gulf; thence in a south-westerly direction on a bearing of 133 degrees 30 minutes for a distance of 17.5 kilometres to a beacon situated 1.5 kilometres north-east of Irumo gulf; thence in a south-westerly direction on a bearing of 164 degrees for distance in a south-easterly direction on a bearing of 164 degrees for a distance of 9.5. kilometres to a beacon situated 1.5 kilometres east of Chambuzi Island; thence is a south-westerly direction on a bearing of 184 degrees 45 minutes for a distance of 4.5 kilometres to a beacon situated one kilometre due east of Lukaya Post, which is the point of commencement.
MAHALE MOUNTAINS NATIONAL PARK
Commencing at Pt. V where a beacon A shall be erected about one kilometre from Bilenge East Longitude 29 degrees 45 minutes 19 seconds South Latitude 6 degrees 01 minute 21 seconds the boundary shall follow a demarcated line in the northern direction at every turning point with iron pins, Pt.IV, Pt.III, Pt.II to Pt.I turning with compass bearing 114 degrees thence in the eastern direction marked by staves of Ituro Lya Basazi Hill, thence to St.I compass bearing 118 where it crosses the Nkonkwa Mahembe path, then still in the eastern direction to St.II about 5 km. from the path crossing the other Nkonkwa to Manale path.

Thence in the east direction compass bearing 54 degrees about 8.8 km. to St.III, thence to eastern direction turning point 160 degrees about 0.58 km. to St.IV at Kapanda Bahemba swamp, thence crossing Logasa river in the north-east direction 85 degrees for about 3.94 km. to ST.V where it crosses Igalula Mahembe path; thence still in the northeast direction compass bearing 50 degrees for about 4.2 km. to St.VI at the confluence of Lungwa and Lugungwisi rivers. East Longitude 30 degrees 00 minutes 16 seconds South Latitude 6 degrees 00 minutes 13 seconds, about 20 km; thence following the west bank downstream of Lugungwisi river up stream to the summit of water shed of Mabwe Male Hill point, East Longitude 30 degrees 07 minutes 11 seconds South Latitude 6 degrees 21 minutes 46 seconds; thence shall follow a demarcated line with cairns and staves at 50 metres intervals in the south easterly direction to the summit of Mgomboji hills; thence following Silikati stream downstream to the point it flows into Lake Tanganyika about eight kilometres from Kibwesa point; thence running parallel to the Lake front 1.6 km (1.0 mile) of shore in the northern direction to the point of commencement at point A.
UDZUNGWA MOUNTAINS NATIONAL PARK
Boundaries:
North: Commencing at a point on the south bank of the Great Ruaha river, approximately 5 kilometres to the east of Msosa Village in latitude 7 degree 29 minutes 48 seconds south and longitude 36 degree 34 minutes and 2 seconds east, the boundary follows the south bank of the Great Ruaha river in an easterly direction, for a distance of approximately 50 kilometres, to TANESCO beacon No. IPC. 2 approximately 2 kilometres west of the Kidatu Dam; thence following the southern boundary of the Kidatu Power Plant area as delineated on TANESCO Drawing No. 3953 with bearings and distance as follows:

1. No person shall drive a public service vehicle in a National Park except under and in accordance with a permit in that behalf:
Provided that a bona fide tourist who is driving a public service vehicle which has been hired for the purpose of his journey shall be exempt from the provisions of this section.
2. Without assigning any reason therefore the Director or any officer or other person authorised in that behalf in writing by the Trustees may, if he deems fit, refuse to issue any person with such permit or may cancel, endorse or suspend such permit.
3. Any person aggrieved by any order under paragraph 2 may ask that the matter be referred to the Board of Trustees, whose decision shall be final.
4. Any person who fails to inform the Director at the time of his application for a permit under these Regulations of the fact that he has previously been in possession of a permit to drive a public service vehicle in the National Park which permit has been cancelled or suspended, or who makes a false declaration in or in connection with any application for such a permit under these Regulations, shall be guilty of an offence against these Regulations.
5. Any person who contravenes or fails to comply with the provisions of these Regulations shall be guilty of an offence against these Regulations and shall be liable on conviction to a fine not exceeding four thousand shillings or to an imprisonment for a period not exceeding three months or to both such fine and imprisonment.

1. Short title
These Regulations may be cited as the National Parks Regulations, and shall apply to all national parks.
2. Interpretation
In these Regulations, unless the context otherwise requires–
"Act" means the National Parks Act *;
"camping site" means any site within a Park which has been declared as such by the Director or by the Warden;
"Director" means the Director of Tanzania National Parks, and includes any person duly authorised by him;
"lodge" means a place of public accommodation declared by the Director to be a lodge;
"non-resident" means a person who is not a resident;
"observation place" means any place which has been declared as such by the Director;
"Park" means a park declared under section 3 or by section 5 of the Act to be a National Park;
"prescribed fee" means the appropriate fee specified in the First and Second Schedules to these Regulations;
"resident" means a person ordinarily residing in the United Republic of Tanzania;
"road" means any road, track or demarcated route for motor vehicles within the boundaries of a Park and includes any bridge, culvert, crossing or drift, but does not include a public highway;
"Warden" in relation to any Park means the Warden of the Park and includes any person duly authorised by him.
3. Entering a national park
(1) Subject to the provisions of section 21 of the Act, no person shall enter or be within a Park otherwise than under and in accordance with a permit.
(2) Notwithstanding the provisions of paragraph (1) of this regulation the Warden may order any person to leave the Park, if, in his opinion, presence of such person in the Park is or would be detrimental to the proper management and control of the Park, or such person has committed an offence against the Act or these Regulations.
(3) No permit shall be issued in respect of any motor vehicle carrying goods or designed primarily for the carriage of goods, unless:
(a) in the case of vehicles carrying goods, whether or not they are designed primarily for that purpose, the goods are–
(i) the personal effects of the occupants of the motor vehicle or of the occupants of any other motor vehicle travelling in company with such first mentioned motor vehicle;
(ii) camping equipment, utensils and stores for the use of the occupants of such motor vehicle or of any other motor vehicle travelling in company with such first mentioned motor vehicle; or
(iii) trade or other goods destined for any hotel, shop lodge, or camping place within the Park or for use by any person within the Park; or
(b) in the case of a vehicle not carrying goods, entry of such vehicle into the Park is solely for the purpose of transportation within the Park or removal from the Park of any goods specified in subparagraph (a) of this paragraph.
(4) No permit shall be issued to any person who has been forbidden to enter the Park under the provisions of regulation 18.
4. Permit to camp in the Park
Except with the special permission of the Director, no person shall stay, camp or be in any camping site for any period between the hours of 7 p.m. and 7 a.m. otherwise than on payment of the prescribed fee.
5. Closing of portions of Park to persons and traffic
(1) Where, on the authority of the Director, any portion of the Park or any road has been closed to the public or to any kind of traffic or to any class of vehicles, no person shall travel on such portion of road or cause the prohibited class of vehicles to travel thereon.
(2) For the purpose of this regulation, any portion of the Park or road, or any part of a road, whereon by the authority of the Director or of the Warden or of any other servant or agent of the Trustees duly authorised in that behalf, there has been placed a notice, sign mark, fence, gate, barricade, or line of stones, indicating that it has been closed to the public or to any kind of traffic or class of vehicles shall be deemed to be closed.
6. Restricting traffic to certain roads
The Director, or on his authority, the Warden may forbid vehicles to travel except on roads or specified tracks in any portion of the Park.
7. Prohibition of certain acts in the Park
Except with the special permission, in writing, of the Director or of the Warden, or of any other authorised servant or agent of the Trustees, no person shall–
(a) enter or leave the Park elsewhere than at a place approved by the Director as an entrance or exit;
(b) enter the Park (other than the Gombe National Park) or any portion thereof, otherwise than in a motor vehicle having four or more wheels, and having a net weight not exceeding 2,000 kilos or be within the Gombe National Park unless he is accompanied by a person authorised by the Warden;
(c) be within the Park or any portion between the hours of 7 p.m. and 6 a.m. unless he is in a camping site or lodge;
(d) be within the Park (other than the Gombe National Park) unless he is within 25 metres of a motor vehicle or is within an observation place;
(e) knowingly alight from a vehicle in the Park within 200 metres of any live animal (other than an insect or bird), unless he is in an observation place;
(f) exceed a speed of 50 kilometres per hour in a motor vehicle within the Park;
(g) sound a motor horn within the Park;
(h) cut or set fire to any vegetation or otherwise damage any object of geological, prehistoric, archeological, historical or scientific interest in the Park;
(i) introduce any animal or vegetation into the Park;
(j) remove from the Park any animal or vegetation whether alive or dead other than any animal or vegetation lawfully introduced into the Park by the person removing it;
(k) remove from the Park any object of geological, prehistoric, archeological, historical or other scientific interest;
(l) destroy or deface any object, whether animate or inanimate in the Park.
8. Disturbance
(1) Except with the special permission of the Director or of the Warden, or of any duly authorised servant or agent of the Trustees, no person while within the Park, shall molest, provoke, feed or disturb any animal.
(2) For the purposes of this regulation, any person who approaches or follows any animal, or makes any sudden movement, or noise, or flashes a light or does anything else in such a manner as intentionally to cause an animal to move away from where it is, or to change its direction of travel, or to increase its pace or speed, or to become frightened, or to stampede, shall be deemed to have disturbed an animal.
9. Discharge of weapon
Except with the special permission of the Director or of the Warden, no person shall intentionally discharge any weapon, or release any appliance so that a projectile therefrom passes over any portion of, or falls within, the Park.
10. Restriction on fires
Except with the special permission of the Director or of the Warden, or of any other duly authorised servant or agent of the Trustees, no person while within the Park shall–
(a) light a fire, or cause a fire to be lighted;
(b) leave any fire which has been lighted, or which he has caused to be lighted, unextinguished;
(c) discard any burning object.
11. Notices and trading
Except with the special permission of the Director, or of the Warden, no person shall–
(a) display any notice or advertisement within the Park, or at any entrance to or on the boundary of the Park;
(b) collect any money from members of the public or sell any goods, or offer any goods for sale, or carry on any trade within the Park.
12. Fences and signposts
Except with the special permission of the Director or of the Warden, no person shall–
(a) place, erect, damage, move, loosen, alter, break, cut, destroy, or in any way interfere with fencing, fence post, gate, beacon, boundary of the Park;
(b) place, erect, mark, spoil, damage, disfigure, alter, bend, cover, move or remove any sign board, notice board, or notice within the Park or on any boundary of the Park.
13. Nuisance
No person while within the Park shall–
(a) discard any refuse or litter or in any other way disfigure the Park;
(b) unnecessarily cause or make any noise, or do any act, which is likely to disturb, or annoy any other person.
14. Control of drivers of public service vehicles
(1) No person unless he be a bona fide tourist himself driving a vehicle hired for visiting the Park, shall drive a public service vehicle within a Park, except under and in accordance with a permit issued by the Director or Warden.
(2) The Director or Warden may without assigning any reason refuse to issue such permit or endorse, suspend or cancel any such permit already issued.
(3) Where the permit has been suspended or cancelled, the holder when applying again for the issue of that permit, shall disclose the fact of such suspension or cancellation.
15. Aircraft
Except with the permission of the Director, or of the Warden or of any other servant or agent of the Trustees duly authorised in that behalf, no person shall–
(a) unless in an emergency, land any aircraft in a Park except at an airfield at which landing of aircraft has been generally authorised by the Director;
(b) except for the purpose of landing or taking off or in an emergency fly any aircraft at an altitude of less than one thousand five hundred feet above ground.
16. Personation
(1) No person, other than a servant or agent of the Trustees, shall make use of or wear any badge, uniform or emblem authorised to be worn by any servant or agent of the Trustees.
(2) No person shall–
(a) make use of or wear any badge, uniform or emblem so nearly resembling such badge, uniform or emblem aforesaid as to be calculated to deceive; or
(b) unlawfully hold himself out as being a Warden or any other servant or agent of the Trustees.
17. Orders and directions
(1) The Director, Warden and any other officer of the Trustees authorised in writing in that behalf may issue orders, notices and directions, either orally or in writing, for the purposes of–
(a) directing traffic in the Park;
(b) prohibiting the use of any part of the Park or any road;
(c) prohibiting visitors to the Park from using any gramophone or radio set or musical instrument or restricting the use;
(d) preventing any damage or injury to any animal or plant, or any behavior on the part of any person in the Park which is likely to disturb or provoke any animal.
(2) It shall be a condition of any person's entry into the park that he shall comply with any lawful order or direction, whether verbal or written, given or issued by the Director or Warden or any other authorised servant or agent of the Trustees.
(3) If any person fails to comply with or contravenes any direction or order lawfully given to him under the provisions of the preceding paragraph, the Warden or Assistant Warden may either verbally or in writing, forthwith cancel such a person's entry permit, without refund of any fees paid.
18. Prohibition of certain persons from entering the Park
If in the opinion of the Director, the presence of any person within the Park would be or is detrimental to the proper management and control of the Park, the Director may forbid him from entering the Park for a period not exceeding one year.
19. Fees
(1) For the issue of a permit or granting of a permission under these Regulations, the appropriate fee specified in the First Schedule to these Regulations shall be charged:
Provided that the Director or the Warden may exempt any person from the payment of the whole or any part of such fee.
(2) The fees specified in the First Schedule to these regulations shall be paid for the taking of photographs within a Park, where such photographs are intended for sale or public exhibition or for any other purpose from which monetary rewards, gain, commission or profit will or is intended to result:
Provided that the Trustees may in their discretion refund the whole or any part of such fees:
Provided further that no fee shall be payable in respect of any photographs taken by an employee of the Government for the purposes of his employment.
(3) In this paragraph "photograph" means picture, image or likeness, whether cinematographic or still, obtained by means of a camera.
20. Penalties
Any person who contravenes or fails to comply with any of the provisions of these Regulations commits an offence and on conviction is liable to a fine not exceeding four thousand shillings or to imprisonment for a period not exceeding three months or to both.
