MOSQUITOES (CONTROL) ACT
[SUBSIDIARY LEGISLATION]

ORDERS
1. This Order may be cited as the Mosquitoes (Control) (Application) Order.
2. The application of the Mosquitoes (Control) Act is hereby extended to the following areas–
(a) Arusha District *–
(i) All that area contained within the following boundaries–
From the confluence of the Tengeru and Mbembe Rivers in Arusha District the boundary follows the Tengeru River in a southerly direction to the south-eastern boundary beacon of Farm L.O. No. 9480; thence in a straight line in a south-westerly direction to the north-east boundary beacon of Farm No. 136; thence in a westerly direction towards the northern boundary of Farm No. 136 to the north-westerly beacon of the said farm; thence in a straight line in a north-westerly direction to a point where the Moshi-Arusha main road crosses the Manyeli River; thence in a northerly direction towards the Manyeli River to the north-western boundary beacon of Farm 101/2/2; thence in a north-easterly direction towards the northern boundaries of farms 101/2/2 and 99 and 90 to the Mbembe River; thence southward towards the Mbembe River to the point of commencement;
(ii) the Senior Medical Officer of the former Northern Province (Arusha and Kilimanjaro Regions) is empowered to carry out the provisions of the Act in the area described in subparagraph (a)(i).
(b) Iringa District *–
All that area in the Iringa District lying within a distance of two miles measured from the boundaries of the Iringa Township (now Municipality).
(c) Kigoma District *–
All that area in the Kigoma District lying within a distance of 1 mile measured from the boundary of the former Kigoma Evacuee Camp.

(d) Kilosa District *–
(i) all that area of the Kilosa district lying within a distance of one mile measured from the south, east and west boundaries of the Kilosa Township; and
(ii) all the area of Kilosa District lying within a distance of one and a half miles measured from the boundaries of Kimamba Township;
(iii) the Assistant Director of Medical Services stationed at Morogoro is hereby empowered to carry out the provisions of the Act in the areas described in subparagraphs (d)(i) and (ii).
(e) Kisarawe District *–
(i) all that area in the Kisarawe District lying outside the boundary of the Dar es Salaam Municipality but within a distance of two miles measured from the said boundary;
(ii) that part of the Ukonga area in the Kisarawe District bounded by a circle of 2 1/4 miles radius having its centre at the Wireless Station at Dar es Salaam airport *;
(iii) the Port Health Officer, Dar es Salaam, is hereby empowered to carry out the provisions of the Act in the area described in subparagraph (e)(ii).
(f) Kondoa District *–
(i) All that area bounded as follows:
Commencing at the marked baobab tree near the boundary of the mission and forming a boundary mark of the Kondoa Minor Settlement as described in Government Notice No. 115 of 1937, the boundary follows a straight line to the summit of the hill known as Chirichiri situated approximately 2 miles north-west of Kondoa Mission; thence along a straight line to the confluence of the rivers Tura and Mkondoa at approximately 1,470 yard north of Kondoa Mission thence in a straight line in a south-easterly direction to the steel bridge over the Kwantisi River at mile 101 on the main Dodoma-Arusha road; thence in a straight line to the marked baobab tree situated to the east of the District Commissioner's house; thence in a straight line along the Minor Settlement boundary to the point of commencement;
(ii) the Senior Medical Officer of the former Central Province (now, Dodoma and Singida Regions) is empowered to carry out the provisions of the Act in the area described in subparagraph (f)(i).
(g) Moshi District *–
The lands lying outside the Moshi Municipality up to a distance of one mile from the Municipal boundaries.
(h) Singida District *–
The lands lying outside the Singida Township up to a distance of half a mile from the Township boundaries.
(i) Songea District *–
The lands lying outside Songea Township up to a distance of half a mile from the Township boundaries.
(j) Tabora District *–
All that area in the Tabora District lying within a distance of two miles measured from the boundaries of the Tabora Municipality.
(k) Tanga District *–
(i) Boma. – The whole of the area known as Boma Peninsula.
(ii) Bombuera. – A circle having a radius of half a mile with the Bombuera Market as its centre.
(iii) Kwale. – A circle having a radius of half a mile with its centre at a point half a mile distant from the sea-shore on the road leading from Kwale to the sea-shore.
(iv) Mnyusi. – A circle having a radius of half a mile with the office of the Akida or Jumbe Mkuu of Mnyusi as its centre.
(v) Moa. – A circle having a radius of half a mile with the court-house of the Akida of Moa as its centre.
(vi) Pongwe. – A circle having a radius of half a mile with the office of the Akida or Jumbe Mkuu of Pongwe as its centre.
(vii) Tangata. – A circle having a radius of half a mile with the Tangata Dispensary as its centre.
(viii) All that area included between the boundary of Tanga Municipality as declared in Proclamation No. 2 of 1939 and lines running parallel thereto and westerly therefrom and at a distance of two miles outside thereof, but not to include the area north of Mkulumuzi River.

1. These Rules may be cited as the Mosquitoes (Control) Rules, and shall apply to every area to which the Act applies.
2. The breeding of mosquitoes in any receptacle of any kind whether natural or artificial and whether fixed or movable in which water whether of a permanent or casual nature is or may be conveyed or contained whether by design or chance and if by design for any purpose shall be prevented by any of the prescribed measures which are necessary which may measures as may be required by notice in writing by the Sanitary Authority.
3. The prescribed measures referred to in Rule 2 are as follows:
(a) the emptying and drying of the receptacle at least once in every seven days upon a day to be notified by the Sanitary Authority;
(b) the fitting of a device or cover so designed or fitted that the entry and emergence of mosquitoes is effectually prevented;
(c) the use of larvicide not less frequently than once every seven days upon a day to be notified to the Sanitary Authority;
(d) the stocking of the receptacle with larvivorous fish:
Provided that this measure shall only be taken with the approval of the Sanitary Authority and in accordance with the conditions which he may require;
(e) in the case of abandoned or disused receptacles their destruction if their nature permits or if not their filling in and levelling or permanently sealing to the satisfaction of the Sanitary Authority;
(f) in the case of receptacles containing running water such as canals, irrigation channels, drains and water-courses of a similar nature the clearing of all matter vegetation or other thing likely to cause obstruction to the flow of water therein, and where the level of the water in the receptacle is higher than that of the surrounding land the prevention of leakage from its banks;
(g) in the case of receptacles such as gutters and channels for the conveyance of water from roofs and buildings including drains for the conveyance of waste water their maintenance in such a manner as to prevent the accumulation of standing water therein whether from natural obstructions or otherwise;
(h) the adoption of methods in the cultivation of crops which the Sanitary Authority may direct:
Provided that this measure shall not apply to any crops growing within the boundaries of any township. {/mprestriction}
