THE FORESTS (EXEMPTION OF FOREST RESERVES) (CUTTING, REMOVAL AND POSSESSION OF MANGROVES) NOTICE

(Section 15(3))

G.N. No. 330 of 1961

    1. This Notice may be cited as the Forests (Exemption of Forest Reserves) (Cutting, Removal and Possession of Mangroves) Notice.

    2. The whole of every forest reserve specified in the Schedule to this Notice is hereby exempted from the provisions of paragraph (i) of subsection (1) of section 15 of the Forests Act.

    (a) This exemption shall be limited to the cutting, removal and possession of forest produce.

    (b) This exemption shall be limited to persons ordinarily residing in the districts of Tanga, Pangani, Bagamoyo, Kisarawe, Rufiji, Kilwa, Lindi and Mtwara.

    3. No person who cuts or removes any forest produce under the provisions of this Notice shall sell or barter such produce, or use such produce for profit, ore in any trade, industry or commercial undertaking.

    4. A senior forest officer may at any time by a notice posted in the district offices of each District contiguous to a forest reserve specified in the Schedule to this Notice–

    (a)    prohibit the cutting or removal of forest produce in part or parts of that forest reserve; and

    (b)    limit the amount of forest produce that may be cut or removed in any part or parts of that forest reserve.

SCHEDULE

    All Mangroves Territorial Forest Reserves, as listed under that name in the Schedule of Territorial Forest Reserves.

THE FORESTS (EXEMPTION OF FOREST RESERVES) (COLLECTION OF HONEY AND BEESWAX) NOTICE

G.N. No. 331 of 1961

    1. This Notice may be cited as the Forests (Exemption of Forest Reserves) (Collection of Honey and Beeswax) Notice.

    2. The whole of every forest reserve except those Forest Reserves or parts of Forest Reserves listed in the Schedule hereto is hereby exempted from the provisions of paragraph (vii) of subsection (1) of section 15 of the Forests Act.

    3. This exemption shall extend only to the hanging or placing on trees or elsewhere of honey barrels and hives and the collection of honey and beeswax from such honey barrels and hives, and shall not be deemed to authorise the collection of honey or beeswax from any other receptacle or by any other means whatsoever.

    4. This exemption shall not be deemed to authorise any person to hand or place on any tree or elsewhere any honey barrel or hive or to collect any honey or beeswax–

    (a)    in any forest reserve or part of a forest reserve specified in the Schedule to this Notice; or

    (b)    in any forest reserve or area within a forest reserve which has been closed under the provisions of rule 15 of the Forest Rules, 1959; or

    (c)    in any forest reserve or part of a forest reserve which has been planted with trees, except in accordance with the written authority of a senior forest officer or, in the case of a local authority forest reserve, of the local authority responsible for the maintenance and control of such reserve or of a forest manager appointed by such local authority in respect of such reserve.

SCHEDULE

    The part of the Kilimanjaro forest reserve contained within the following boundaries:

    Commencing at a point where the lower forest edge is cut by the Tarakia River the boundary follows this river upstream to a point where it cuts the upper forest edge, thence following the upper forest edge in a southerly and westerly direction to a point where the Geraragua River cuts the upper forest edge; thence downstream to the point where it cuts the lower forest edge; thence following in a northerly then north-easterly and then south-easterly direction the fire-line or the lower forest edge where there is no fire-line to the point of commencement.

    The part of the Meru forest reserve lying on the northern slopes of Meru mountain between the Ngare Nanyuki Gorge and the Olasha-Ngare Olmotonyi Gorge.

THE FORESTS (LOCAL AUTHORITY FOREST RESERVES) DECLARATION ORDER

(Sections 5(1) and 10(1))

Jungu Local Authority Forest Reserve

(Approximate area 630 hectares)

    1. This Order may be cited as the Forests (Local Authority Forest Reserves) Declaration Order.

    2. All that parcel of land known as Jungu area situated in Handeni District and described by the Schedule of bearings and distances as shown on map Jb 1896 deposited within the Ministry of Lands and the Ministry responsible for Forestry and Beekeeping is hereby declared as the Jungu Local Authority Forest Reserve.

    3. The local Authority responsible for the maintenance and control of the said Local Authority Forest Reserve shall be the Local Authority of the Handeni District.

Luhanga Local Authority Forest Reserve

(Approximate area 630 hectares)

    1. This Order may be cited as the Forests (Local Authority Forest Reserves) Declaration Order.

    2. All that parcel of land as Luhanga situated in Handeni District and described by the schedule of bearings and distances as shown on map Jb 1675 deposited within the Ministry of Lands and the Ministry responsible for Forestry and Beekeeping is hereby declared as the Luhanga Local Authority Forest Reserve.

    3. The Local Authority responsible for the maintenance and control of the said Local Authority Forest Reserve shall be the Local Authority of the Handeni District.

Kwasunga II Local Authority Forest Reserve

(Approximate area 630 hectares)

    1. This Order may be cited as the Forest (Local Authority Forest Reserves) Declaration Order.

    2. All that parcel of land known as Jungu area situated in Handeni District and described by the schedule of bearings and distances as shown on map Jb 1626 deposited within the Ministry of Lands and the Ministry responsible for Forestry and Beekeeping is hereby declared as the Jungu Local Authority Forest Reserve.

    3. The Local Authority responsible for the maintenance and control of the said Local Authority Forest Reserve shall be the Local Authority of the Handeni District.

Kwasunga I Local Authority Forest Reserve

(Approximate area 200 hectares)

    1. This Order may be cited as the Forest (Local Authority Forest Reserves) Declaration Order, 1988.

    2. All that parcel of land known as Jungu area situated in Handeni District and described by the schedule of bearings and distances as shown on map Jb 1910 deposited within the Ministry of Lands and the Ministry responsible for Forestry and Beekeeping is hereby declared as the Jungu Local Authority Forest Reserve.

    3. The local Authority responsible for the maintenance and control of the said Local Authority Forest Reserve shall be the Local Authority of the Handeni District.

Bondo Local Authority Forest Reserve

(Approximate area 328 hectares)

    1. This Order may be cited as the Forest (Local Authority Forest Reserves) Declaration Order, 1988.

    2. All that parcel of land known as Jungu area situated in Handeni District and described by the schedule of bearings and distances as shown on map Jb 1614 deposited within the Ministry of Lands and the Ministry responsible for Forestry and Beekeeping is hereby declared as the Jungu Local Authority Forest Reserve.

    3. The Local Authority responsible for the maintenance and control of the said Local Authority Forest Reserve shall be the Local Authority of the Handeni District.

THE FORESTS (PROHIBITION OF HARVESTING IN CATCHMENT FORESTS) ORDER

(Section 31)

G.N. No. 507 of 1995

1.    Citation

    This Order may be cited as the Forests (Prohibition of Harvesting in Catchment Forests) Order.

2.    Interpretation

    The expressions used in this Order shall, unless the context otherwise requires, have the meanings as defined in section 2 of the Forest Act.

3.    Prohibition cutting removal trees

    It is hereby prohibited to cut or of remove any tree of forest produce from any or area of catchment or of watershed value by of any person or persons, institution or parastatals for any use except where such act is done for purposes of forest management of catchment or watershed value, spelt out in the Schedule below.

4.    Presumption on illegality of obtainance of timber

    Any person who has in his possession of any timber or tree presumed to be illegally obtained from any Catchment Forest or an area of watershed value shall be guilty of on offence against this Order and all the timber shall be confiscated and shall be the property of the Government.

5.    The penalty

    Any persons, who contravene the provisions of this Order shall be guilty of an offence and shall on conviction be liable to such penalty as prescribed under section 26 of the Act and any materials found with him/her while committing the offence shall be confiscated to the Government.

SCHEDULE

A.

1.    All areas which form the source of water as springs, streams and rivers.

2.    All areas which are within 20 metres radius of springs.

3.    All areas which are within 20 metres from both sides of the streams.

4.    All areas which are within 30 metres from both sides of the river banks.

5.    All areas which are within 50 metres from both sides of the major river banks.

B.

    In this Order catchment forests for areas of watershed value means all forested land which forms the sources of springs, stream and river.

THE REGISTRATION OF FORESTS PRODUCE DEALERS AND TRADERS ORDER

(Section 31)

    1. This Order may be cited as the Registration of Forests Produce Dealers and Traders Order.

    2. Every dealer and every trader in forest produce shall register with the Chief Conservator before dealing or trading in forest produce.

THE FORESTS (CONTROL OF MOVEMENT OF FOREST PRODUCE) (ALL SPECIES OF TIMBER) ORDER

(Section 31)

    1. This Order may be cited as the Forests (Control of Movement of Forest Produce) (All Species of Timber) Order.

    2. In this Order timber means any tree or part of a tree which has fallen or been felled or cut off, and all wood whether or not sawn, split hewn or otherwise cut up or fashioned including firewood or poles.

    3. No person shall move from any part of Tanzania Mainland any timber without first obtaining a Timber Movement permit from the Chief Conservator or any other Officer authorised by him to do so on his behalf.

    4. The issue of a permit shall be in the absolute discretion of the Chief Conservator or any other Officer authorised by him, who may issue a permit for such quantities of timber and upon such terms and conditions as he may think fit.

PERMIT TO MOVE TIMBER

The Movement of Timber (All Species) Order

THE FORESTS ORDERS

(Section 30(1)(a))

G.N. No. 462 of 1996

1.    Citation

    These Orders may be cited as the Forests Orders, and shall come into force on such date as the Minister may specify by notice published in the Gazette.

2.    Interpretation

    The expressions used in these Orders shall, unless the context otherwise requires, have the meanings respectively assigned to them in section 2 of the Forests Act * (hereinafter referred to as "the Act").

    In these Orders unless the context otherwise requires–

    "Regional Forest Officer" means a Forest Officer authorised under this Order to be a regional co-ordinator within such region.

3.    Personal hammer marks

    (1) The Director of Forestry and Beekeeping and every local government and urban authority employing senior forest officers shall provide such officers with a distinctive personal hammer mark.

    (2) Such hammer mark, the general design of which is provided in the first Schedule to this Order, shall be registered with the Director of Forestry and Beekeeping.

    (3) The senior forest officer shall be responsible for the proper use and safety of such personal hammer which, on the officer's retirement or at any point of time which he ceases to hold the office of senior forest officer, shall deposited forthwith with the Director of Forestry and Beekeeping for defacing and destruction.

    (4) The senior forest officer shall be liable to such Forest disciplinary action as the employing authority deems fit for any unauthorised use or misuse of the personal hammer in his possession.

4.    Marking of forest produce

    (1) Any local government (including village) and urban authority which disposes of trees and poles from a local government or urban authority forests shall, before such trees and poles are allowed to be felled, cause them to be marked with a distinctive mark for the identification of such tree and poles.

    (2) Before any tree, timber, logs and poles, being the produce of trees and poles marked under paragraph (1) of this Order are allowed to be removed from the site, the local government or urban authority shall cause to be marked by a senior forest officer with a distinctive mark for the purpose of identifying such produce.

    (3) For the purpose of this Order any local government or urban authority which disposes of forest produce shall adopt a distinctive mark which shall differ from the registered Forest Division mark, shall conform to the general design depicted in the second to this Order and shall notify the Director of Forestry and Beekeeping of the pattern of such mark which shall then be registered.

5.    Transit pass for forest produce

    (1) No forest produce being trees, for timber, logs, poles, charcoal, firewood, gums, fibres, flosses, etc., shall be removed from any forest area or woodlots under the control of Forestry and Beekeeping Division, any local government or uraban authority, or private owner, or from any other location except under the cover of a Transit Pass in the form prescribed in the third Schedule to this Order.

    (2) A Transit Pass shall be issued, after due ascertainment of the bona fides and origin of the forest produce, to an applicant desirous of removing such forest produce, from the boundaries of any forest area or any other location mentioned in paragraph (1) of this Order, by a senior forest officer.

    (3) All forest produce, for which a Transit Pass has been issued, shall be marked with the personal hammer mark of the senior forest officer issuing the Transit Pass, a fascimile of which shall be reproduced on the body of all copies of such pass.

    (4) The owner of any means of transport be it by road, rail, air or any waterway, shall not accept any forest produce for transportation unless the forest produce concerned is covered by a valid Transit Pass.

    (5) Infringement of the provisions contained in paragraph (1) and paragraph (4) of this Order shall constitute an offence under section 15 and 18 of the Ordinance and shall make the owner and transporter of such forest produce liable to a penalty under the Ordinance:

    Provided that:

    (a)    no Transit Pass shall be required when movement of charcoal, firewood, gums, fibres and flosses is restricted within the same administrative district; and

    (b)    hammer marks of the senior forest officer shall not be required for charcoal, firewood in headload, flosses and such other forest produce on which some mark cannot be indented.

6.    Property hammer mark

    (1) Every person desirous of removing trees, timber, logs or poles, for Mark which a Transit Pass is required under provisions of Order 5 paragraph (1), shall cause such trees, timber, logs and poles to be marked with his distinctive marked before making an application for Transit Pass to enable the establishment of the ownership of such produce.

    (2) This distinctive mark not being round in design which shall be called the "private property hammer mark" shall be registered with the Director of Forestry and Beekeeping or a person authorised by him.

7.    Certificate of Registration of Forest Produce Trade

    (1) All persons who carry out trade or business relating to:

    (a)    trees, timber, logs and poles;

    (b)    all sawmill, chipboard board manufacturing units owners; and

    (c)    all dealers of charcoal and firewood practising their business or trade from a fixed location, shall obtain a "Registration Certificate" in the form prescribed in the Fourth Schedule to this Order from the Regional Forest Officer of the Region where they carry out business or trade, on payment of a fee prescribed in the Fifth Schedule to this Order.

    (2) It will be incumbent upon the dealers and traders to obtain the prescribed "Registration Certificate" within thirty days from the date when these Orders come into force, and thereafter renew such certificate in the month of July of each subsequent year on payment of the prescribed annual fees.

    (3) All registered dealers under this Order shall maintain stock books which shall be produced for verification when so demanded by a senior forest officer.

    (4) Failure to comply with this Order shall constitute an offence under section 15 and 18 of the Forests Ordinance and shall make the dealer or trade liable to penal action under provisions of the said Ordinance.

8.    Amendment of G.Ns. Nos. 508 and 509 of 1995

    [Deletes item 3 of Government Notice No. 508 of 1995 relating to registration fees and item 5 of Government Notice No. 509 of 1995 relating to penalties.]

THE FORESTS (MINIMUM FELLING GIRTH LIMITS) ORDER

(Section 30)

1.    Short title

    This Order may be cited as the Forests (Minimum Felling Girth Limits) Order.

2.    Interpretation

    The expressions used in the Order shall, unless the context otherwise requires, have the meanings as defined below them in section 2 of the Forests Act (hereinafter referred to as "the Act" *).

3.    The Order

    It is hereby prohibited to cut or remove any trees or forest produce from any area without a licence or written authority by a Forest Officer responsible for the area intended to operate.

4.    Felling girth or limits

    Any person or persons licensed or authorised to cut or fell any tree for purposes of timber production shall not be allowed to cut or feel any tree species in the schedule below as specified on columns 1 and 2 which shall be below the stated minimum felling girths in columns 3 and 4.

5.    Penalty

    Any person or persons who contravenes the provisions of this Order shall be guilty of an offence and shall on conviction be fined not less than one hundred and fifty thousand shillings but not more than two hundred and fifty thousand shillings or a term of imprisonment of not less than seven years but not exceeding fifteen years.

SCHEDULE

THE FORESTS (AMANI NATURE RESERVE) (DECLARATION) ORDER

(Sections 5(1) and 34(b))

    1. This Order may be cited as the Forests Amani Nature Reserve (Declaration) Order *, and shall come into operation on such date the Minister may appoint by notice in the Gazette.

    2. All forest reserves specified in the Schedule hereto, are hereby declared to be part of the Amani Natural Forest Reserve.

    3. All lands (1,065 hectares) covenanted to the Chief Conservator by the East Usambara Tea Company and Karimjee Agricultural Limited for the purposes of nature conservation in the Amani Division, Tanga Region, are hereby declared to be part of Amani Nature Reserve.*

    4. All formerly unreserved lands (1,220 hectares) surveyed as an extension of the forest reserves specified in the Schedule hereto, are hereby declared to be part of the Amani Nature Reserve *.

    5. [Revokes the following Forests Reserves: Amani East Forest Reserve, Amani West Forest Reserve, Amani-Sigi Forest Reserve, Kwamkoro Forest Reserve, Kwamsambia Forest Reserve and Mnyusi Scarp Forest Reserve *].

SCHEDULE
MUHEZA AND KOROGWE DISTRICT:
AMANI NATURE RESERVE *

Approximate area: 8,380 hectares
(83.80 sq. kilometres)

Situation and boundaries: All that area of land, situated approximately 18 kilometres North West of Muheza Township located on latitude 5℃08'00" South and longitude 38℃42'00" East, as delineated and described on Forestry and Beekeeping Division plan No. JB 2260a and JB 2206b, deposited with the Director of Surveys and Mapping Division of the Ministry of Lands, Housing and Urban Development Dar es Salaam.

The Amani Nature Reserve * has a total area of 8,380 hectares, including an area of 1,065 hectares covenanted to the Chief Conservator by the East Usambara Tea Company and Karimjee Agricultural Limited, and excluding two enclaves, which have a total area of 2,241 hectares.

The Amani Nature Reserve * boundary is described as follows:

SOUTH: Commencing at Beacon No. 1 with co-ordinate values of Northings 94 25 975m and Eastings 4 58 798m located at the existing forest boundary junction of Kihuhwi Teak Forest Reserve and former Kwamsambia Forest Reserve, just in between Mahara and Kihuhwi Rivers at Potwe-Ndondondo Village, the boundary follows a general northerly direction for a distance of 1 390m, true bearing 38℃45', to Beacon No. 2. Then in a general westerly direction turning south to Beacon No. 27, true bearing 182℃15', to Beacon No. 59 at Mpirani Village.

NORTH: From here the boundary continues in a general northerly direction towards Shamba Kapori, Mnyusi, Kwamzindawa, Mkwakwani and Gereza Villages up to Beacon No. 121 at Mikwinini Village.

NORTH AND EAST: From here the boundary continues in a North-Easterly direction along the boundary of the Ndola, Monga, and Derema Tea Estates up to Beacon No. 981.

SOUTH AND EAST: From the Derema Tea State, the Amani Nature Reserve * boundary follows the east bank of Hunga River in a curvilinear general South Easterly direction up to Beacon No. 984. Then in a general easterly direction for a distance of 845m true bearing 70℃, along the former Amani-Longuza Road, turning south along Segerea River up to Beacon No. 1022 at Sigi River. Then in a general southerly direction passing by Kisiwani Village along the boundary of former Amani-Sigi Forest Reserve up to Beacon No. 1056 at the Kihuhwi Forest Reserve boundary intersection. Then the boundary follows a westerly direction between the natural forest and the teak plantation in Kihuhwi Forest Reserve connecting with the starting point at Beacon No. 1.

    All that area * of land described in the Map No. 30095 deposited with the Director of Surveys and Mapping Division of the Ministry of Lands, Housing and Urban Development.

THE FORESTS (PIMBI LOCAL AUTHORITY FOREST RESERVE) (DECLARATION) ORDER

(Sections 5(1) and 34(b))

G.N. No. 538 of 1998

    1. This Order may be cited as the Forests (Pimbi Local Authority Forest Reserve) (Declaration) Order.

    2. The area of unreserved land within the limits defined in the Schedule to this order is hereby declared to be a Local Authority Forest Reserve.

SCHEDULE
ILEJE DISTRICT:
PIMBI LOCAL AUTHORITY FOREST RESERVE

Approximate area: 78500 hectares
(785 sq. kilometres)

Situation and boundaries: All that area of land situated approximately 6 kilometres east of Itumba Township located on longitude 33℃16'00" East and latitude 9℃24'00" South as delineated and described on Forestry and Beekeeping Division Map Jb 2193 deposited with the Director of Surveys and Mapping Division of the Ministry of Lands, Housing and Urban Development, Dar es Salaam as registered Plan No. 30176.

THE FORESTS ORDINANCE (AMANI NATURE RESERVE CONSERVATION FUND) REGULATIONS

(Section 31(1) and rule 7(1))

1.    Short title

    These Regulations may be cited as the Forests Ordinance (Amani Nature Reserve Conservation Fund) Regulations.

2.    Interpretation

    In these Regulations, unless the context otherwise requires–

    "Board" means the Amani Nature Reserve Advisory Board appointed under subrule (1) of Rule 4;

    "buffer zone" means any area outside or within the Amani Nature Reserve, or inside the enclaves of the Nature Reserve which is declared to be the buffer zone according to the General Management Plan of the Amani Nature Reserve;

    "Chief Conservator" means the Director of Forestry and Beekeeping Division of the Ministry of Natural Resources and Tourism;

    "Conservator" means the Amani Nature Reserve Conservator appointed pursuant to subrule (1) of Rule 5;

    "management plan" means the general management plan adopted for the Amani Nature Reserve pursuant to Rule 6.

3.    Establishment of the Fund

    There is hereby established a fund to be known as the Amani Nature Reserve Conservation Fund.

4.    Purpose of the Fund

    The purpose for which the Fund is established are–

    (a)    to smoothly implement the Amani Nature Reserve activities without being constrained by annual budgetary allocations from the Treasury;

    (b)    to enable local and international organisations conservationists, governments, Non-Governmental Organisations and individuals to provide direct financial and material assistance to the Amani Nature Reserve;

    (c)    financing the procurement or purchase of equipment or training of the Staff of Amani Nature Reserve and the Citizens of the United Republic of Tanzania by or for the benefit of the country's organisations or other public authorities engaged in the forests or nature reserve conservation schemes;

    (d)    for financing the research or study for the benefit of organizations engaged in the conservation of the Amani Nature Reserve;

    (e)    to finance Consultancy services or any technical assistance in relation to Amani Nature Reserve conservation activities;

    (f)    to make available loans, on such terms and conditions as they may be determined;

    (g)    to meet costs of administering the Fund.

5.    Financial sources of the Fund

    The financial sources of the Fund shall consist of–

    (a)    such sums of money as may be voted to it by Parliament;

    (b)    such sums of money as may be accrue to it by way of voluntary contributions, donations or grants from individuals, local and international institutions and other organizations;

    (c)    all proceeds from user and entry fees, tourism levies, proceeds from licensing fees and other charges imposed by the Amani Nature Reserve in respect of the use or development of, or any other activities in the Amani Nature Reserve;

    (d)    revenues from sustainable resources use or development activities conducted by the Amani Nature Reserve;

    (e)    interests paid on the borrowed funds;

    (f)    any other source as shall be determined by the Board and approved by the Minister.

6.    Management of the Fund

    (1) The Conservator, and the Board shall be the Manager of the Fund.

    (2) The Amani Nature Reserve Conservation Fund shall be managed and operated according to the existing government financial and accounting procedures and regulations.

    (3) The Ministry of Finance shall designate a bank in which an account of the Fund shall be maintained.

7.    Mode of operation of the Fund

    (1) The Amani Nature Reserve shall operate an account within the Amani Nature Reserve Conservation Fund.

    (2) All revenue generated from within the functions of the Amani Nature Reserve shall be retained and expended for pursuance of the objectives as stipulated within the Amani Nature Reserve Management Plan.

    (3) The Conservator after consultations with the Board, shall prepare an annual budget, the budget shall be forwarded to the Chief Conservator who shall present the same to the Minister for approval.

    (4) The Conservator shall maintain up to date accounting records in accordance with the Government financial and accounting procedures and regulations.

    (5) The Conservator may use funds from other accounts within the Amani Nature Reserve Conservation Fund, but before using such funds shall first consult the Board as well as the Chief Conservator.

    (6) The Board, in consultation with the Chief Conservator, shall distribute portion of a net revenue to local authorities for the benefit of the local communities specified in the buffer zone based on the proposals submitted to the Board by the Conservator.

    (7) The Conservator shall submit an annual audited accounts report to the Board.

8.    Accounts and Audit

    (1) The Board shall cause to be kept and maintained proper books of accounts in relation to the transactions of the Fund in accordance with acceptable accounting standards.

    (2) There shall be annual reports which shall include receipts and payments, income and expenditure and statement of affairs of the Fund.

    (3) The books of accounts of the Fund shall be audited by the Comptroller and Auditor General at the end of each financial year.

    (4) There shall be monthly reports which shall be submitted to the Permanent Secretary according to Financial Orders Part II.

    (5) Notwithstanding the provisions of subregulation (3) there shall be an internal auditing which shall be conducted regularly in order to ensure that the accounts are properly kept and the funds are used in accordance with the approved annual work plans and the budget.

    (6) The Board shall not later than four months after the end of each financial year submit to the Minister the audited accounts and an annual report on the Management of the Fund in respect of that year.

    (7) The Minister shall, as soon as practicable and in any case, not later than four months after receipt from the Board, lay before the National Assembly the annual report and auditors report of the accounts of the Fund.

9.    Fund exempted from taxes

    The Fund shall be exempted from all taxes, rates and duties.

10.    This Act shall apply notwithstanding the provisions on any written law

    The provisions of this Act shall apply not withstanding the provisions of the Finance Act or any other written law and any allocation of public revenue to the Fund shall be made without further appropriation.

11.    Expenditures

    The Funds for the Amani Nature Reserve shall be used solely for tasks and activities specified in the annual work plan and budget and shall be in accordance with the laid down government regulations.

12.    Boards approval for reallocation

    (1) The Conservator may, with the approval of the Board, reallocate up to ten percent of the approved budget line except for salaries and consultancies.

    (2) Subject to subregulation (1) the reallocation and expenditure shall not exceed the total approved budget.

    (3) The Conservator shall be held responsible for all the expenditures related to the Fund particularly when the expenditures exceeds the approved budget.

    (4) The Conservator shall ensure that all the donations deposited in the Fund are used in accordance with the approved plans.

13.    Conservator responsible for bank account

    (1) The Conservator shall be responsible for the Bank accounts of the Fund.

    (2) There shall be two groups of signatories as follows–

    (a)    the first group shall consist of the Conservator and an officer appointed by him;

    (b)    the second group shall consist of the Chief Accountant and an officer appointed by the Conservator.

    (3) The cheque shall be signed by the officers one from either category and cashed in accordance with the Government financial regulations.

RULES OF COURT

    1. These Rules may be cited as the Forests (Appeals) Rules, 1959.

    2. For the purpose of these Rules–

    "Act" means the Forests Act *;

    "District Commissioner" means the person from whose determination an appeal is preferred to a Resident Magistrate pursuant to the Act;

    "Resident Magistrate" means the magistrate to whom an appeal lies pursuant to the Act.

    3. (1) Every appeal to the Resident Magistrate shall be preferred in the form of a memorandum signed by the appellant or his advocate and presented to the Court of the Resident Magistrate.

    (2) The memorandum shall set forth concisely and under distinct heads the grounds of objections to the determination appealed from, without argument or narrative, and such grounds shall be numbered consecutively.

    4. The Resident Magistrate on receipt of the memorandum shall forthwith send notice of the appeal to the District Commissioner, who shall on being served with such notice transmit with all practicable dispatch to the Resident Magistrate all papers and exhibits relevant to the appeal, including the record of evidence, together with any material which may be specially called for. Such papers and other material (if any) shall be incorporated in the record of the appeal for the purposes of hearing the appeal but shall be returned to the District Commissioner after the determination of the appeal.

    5. Order XL of the Civil Procedure Code *, in so far as it is not inconsistent with the provisions of these Rules, shall apply to appeals under the Act.

1.    Short title

    These Rules may be cited as the Forests Rules.

2.    Interpretation

    The expressions used in these Rules shall, unless the context otherwise requires, have the meanings respectively assigned to them in section 2 of the Forests Act (hereinafter referred to as "the Act").

3.    Recording of rights in respect of forest reserves and granting of permits in respect of such rights

    A District Commissioner or other person who has determined rights in relation to land or forest produce under subsection (4) of section 6 of the Act to be lawfully exercisable within any area to be declared a forest reserve, which rights have not been voluntarily surrendered under subsection (8) of section 6 of the Act, shall record such rights in a schedule stating inter alia the nature and extent of the rights which have been determined, the names and addresses of the persons lawfully exercising such rights, and, if the rights are confined to a particular locality, the locality in which the rights are lawfully exercisable, and such schedule shall be transmitted to the Chief Conservator who shall cause the said schedule to be published in the Gazette at or about the same time as the publication of the order declaring the said forest reserve:

    Provided that where such rights are lawfully exercisable by a group of persons such group may be designated in such a way as the District Commissioner deems fit so as to identify the persons entitled to exercise such rights but without necessarily specifying their names.

4.    Application for permits

    At any time after the publication of a schedule recording the rights under the provisions of rule 3 of these Rules any person group of persons named in the Schedule may apply to the Chief Conservator for permission to exercise the right recorded to be exercisable by them–

    (a)    if the application is made by a person on his own behalf on Form A in the First Schedule hereto; and

    (b)    if the application is made on behalf of a group of persons on Form B in the First Schedule hereto.

5.    Classification of trees

    For the purpose of fixing fees which may be charged hereunder, trees shall be classified in the categories set out in the Second Schedule hereto.

6.    Disposal of forest produce

    The Chief Conservator and officers so authorised by him may dispose of forest produce–

    (a)    at the fees prescribed in part A of the Third Schedule hereto or alternatively in the case of forest produce on unreserved lands at the fees prescribed in Part B of the Third Schedule hereto; or

    (b)    by public tender; or

    (c)    by public auction; or

    (d)    by private treaty.

7.    Disposal of forest produce at prescribed fees

    The disposal of forest produce at the fees prescribed in Parts A or B of the Third Schedule hereto shall be subject to the following conditions–

    (a)    where a maximum and minimum fee is prescribed, a Senior Forest Officer shall fix the fees after considering the species, size, the accessibility and the potential market value of the produce concerned;

    (b)    the fees prescribed shall apply to produce which is felled and harvested and collected by the purchaser; where such produce is felled, prepared, delivered or otherwise dealt with or disposed of by a government servant acting in the scope of his employment, the Chief Conservator may, on behalf of Government, in addition to the fee prescribed for such produce charge a further fee being not more than three times the said prescribed fee;

    (c)    any Senior Forest Officer may allow remission of all or part of the fees payable when in his sole discretion he deems that natural defects in forest produce have materially reduced the value of such produce to the purchaser, provided that no defect which the Senior Forest Officer deems to have been caused by the neglect of the purchaser or his servants shall be taken into account;

    (d)    if when charging the fees set out in Part A of the Third Schedule the Director of Forests is satisfied that it is necessary for logs to be moved more than one hundred kilometres from the place of felling to the place or sawing or for sawn timber to be moved more than one hundred kilometres from the place of sawing to the nearest point of sale, railage or shipment, whichever is the nearest, a rebate of fees may be allowed at the rate set out in the Fourth Schedule hereto.

8.    Registered Forest Department brands and tags

    The marks, brands, and tags delineated in the Fifth Schedule hereto shall be the registered Forest Department marks, brands and tags respectively marks, for the purposes of identifying–

    (a)    forest produce authorised to be taken from territorial forest reserves or unreserved land;

    (b)    forest produce which has been seized or forfeited;

    (c)    livestock licensed to graze in territorial forest reserves;

    (d)    territorial forest reserves.

9.    Removal of forest produce

    (1) Any person who, unless authorised to do so by a Senior Forest Officer, removes from a territorial forest reserve or from the place of felling or collection on unreserved land any trees, timber, logs, poles or firewood for the taking of which a licence or permit is required unless and until such trees, timber, logs or poles have first been marked by a Forest Officer with the appropriate registered Forest Department mark or unless and until such firewood has first been measured by a Forest Officer, shall commit an offence against these Rules.

    (2) Any person who, without lawful authority, removes from the place in which it is situate any forest produce marked with the registered Forest Department mark denoting that such produce has been seized or forfeited, shall commit an offence against these Rules.

10.    Cultivation, grazing building and residence in forest reserves

    (1) The Chief Conservator of Forests and officers authorised by him may issue licences for the cultivation of crops and the grazing of livestock within forest reserves and the fees for such licences shall be those set out in Part A of the Sixth Schedule. The cultivation fees shall be determined according to the fertility of the soil, the nature of the crop, the accessibility of the area, the availability of water and the amount of clearing to be done by the Licensee, and the grazing fees shall be determined according to quality and accessibility of the grazing, the water available and the amount of clearing to be done by the Licensee. The Chief Conservator of Forests may waive the fees if, in his opinion, it is to the advantage of the management of the forest reserve to do so.

    (2) The Chief Conservator of Forests, and officers authorised by him, may issue licences to reside or to erect buildings for other purposes within a forest reserve and the fees shall be those set out in Part B of the Sixth Schedule. The fees shall be determined according to the nature of the buildings. The Chief Conservator of Forests may waive fees for residing or for erecting buildings within a forest reserve when, in his opinion, it is to the advantage of the management of the forest reserve to do so.

11.    Identification of livestock licensed to graze in forest reserves

    (1) A Senior Forest Officer may at his discretion require to be branded or tagged with a registered Forest Department brand or tag any livestock which is licensed to graze in a territorial forest reserve.

    (2) In any territorial forest reserve in respect of which livestock licensed to graze is required to be branded or tagged in accordance with paragraph (1) of this rule, no person shall graze any livestock which has not been so branded or tagged:

    Provided that the provisions of this paragraph shall not apply to the offspring of livestock licensed to graze in a territorial forest reserve which, in the opinion of the Chief Conservator, are too young to be branded or tagged.

12.    Identification of forest produce taken from local authority forest reserves

    (1) Any local authority which disposes of trees, timber, logs and poles from a local authority forest reserve shall, before such produce is removed from the said reserve, cause it to be marked with a distinctive mark, for the purpose of identifying such produce.

    (2) For the purposes of this rule, any local authority which disposes of forest produce shall not adopt a distinctive mark which shall differ from the registered Forest Department marks, and shall notify the Chief Conservator of the pattern of such mark.

13.    Identification of forest produce taken from private woodland

    (1) Any owner of a private woodland who disposes of trees, timber, logs or poles from such woodland shall, before any such produce is removed from the woodland, cause it to be marked with a distinctive mark, for the purpose of identifying the same.

    (2) For the purposes of this rule, any owner of a private woodland who disposes of any forest produce specified in subparagraph (1) shall adopt a distinctive mark which shall differ from the registered marks of the Forest Division, and shall register such mark with the Chief Conservator of Forests. No such mark shall be used unless the Chief Conservator of Forests has given his permission in writing.

14.    Closure of roads

    (1) Any Senior Forest Officer may–

    (a)    close to traffic any roads or tracks, other than public highways, in territorial forest reserves for such period as he may consider necessary either for the purpose of repair, maintenance or protection of such roads or tracks, of for the protection of forest produce or Government property within the reserve from damage caused by the conditions of the roads or tracks, or for the protection of forest produce or Government property within the reserve against fire or theft;

    (b)    restrict the types, weights and sizes of vehicles which may use any road, track or bridge, other than public highways, in territorial forest reserves.

    (2) Any such closure or restriction shall be notified to the public by notices in English and Kiswahili placed in conspicuous positions at all entrances to the forest reserve affected by such closure or restriction, and any person who causes or permits any vehicle to use any road or track in contravention of such closure or restriction shall, provided that such closure or restriction has been notified in accordance with the provisions of this paragraph, be guilty of an offence against these Rules and shall be liable on conviction to a fine not exceeding two hundred shillings.

15.    Restrictions respect fire

    Any person who lights fires, smokes, or carries, kindles or throws any fire or inflammable of material in any forest reserved or area of any forest reserve where such acts have been notified as being forbidden by a written notice placed in a conspicuous position in such forest reserve or area in English and Kiswahili upon the instructions of or purporting to be issued by order of the Chief Conservator shall be guilty of an offence against these Rules.

16.    Closure of forest reserves

    (1) The Chief Conservator of Forests may for such period as, in his opinion, is necessary, make orders for the closure of any forest reserve or area within a forest reserve to protect such reserve or area from fire and it shall be an offence for any person to enter or be in any such reserve or area other than officers of the Government or of a local authority managing the reserve acting in the execution of their duties or other persons authorised by a Senior Forest Officer or by the local authority forest manager if the reserve be a local authority forest reserve.

    (2) Any order for the closure of a forest reserve or area within a forest reserve made under the provisions of paragraph (1) of this rule shall be notified to the public by the exhibition of notices in English and Kiswahili at the office of every District Commissioner within whose district any part of the said area is situate or by notices placed at intervals along the boundaries of the said area and in such manner as may be customary in the area concerned.

17.    Compounding offences

    The form of agreement set out in the Seventh Schedule shall be used in compounding offences under section 21(iii) of the Act, and the form of receipt to be given to a person who compounds an offence shall be a General Revenue Receipt.

18.    Penalties

    Any person who is convicted of an offence against these Rules shall, unless some other penalty is provided, be liable to a fine not exceeding six months or to both such fine and such imprisonment.

USINDANKWE TERRITORIAL FOREST RESERVE *

Approximate area: 1,008 acres

Boundaries:     All that area of land situated alongside the Geita-Karumo road between five and seven miles from Geita District Office, as delineated and described by a Schedule of boundary angles and distances on Survey Plan No. Jb. 143 deposited with the Department of Lands and Surveys and bounded approximately as follows:–

South East: From Beacon No. 1, situated by the Geita-Karumo road approximately 6.7 miles from Geita District Office, by a cut and beaconed line in a south-westerly direction for approximately 1,852 yards to Beacon No. 2.

South: From Beacon No. 2 by a cut and beaconed line in a westerly direction for approximately 2,082 yards to Beacon No. 3.

West:     From Beacon No. 3 by a cut and beacon line for approximately 2,380 yards in a northerly direction to Beacon No. 4, situated by the Geita-Karumo road.

North: From Beacon No. 4 by the Geita-Karumo road for approximately 1.7 miles in an easterly direction to Beacon No. 1, the point of commencement.

GEITA TERRITORIAL FOREST RESERVE *

Approximate area: 119,360 acres

Boundaries: All that area of land situated in the vicinity of Geita Township as delineated with a table of magnetic bearings and distances on Survey Division Plan No. Jb. 146 deposited with the Department of Lands and Surveys, being bounded as follows:–

South east: Commencing at beacon FR 1, situated on the Geita-Karumo Road approximately 16 miles east from Geita Township; thence following this road westwards for a distance of approximately 17,330 yards to beacon FR 2; then following a cut and beaconed line in a general north-westerly direction for a distance of approximately 18,330 yards through beacons K 44, M 12, N 3, FR 3, FR 4, FR 5 to beacon FR 6, situated on the Marnga River; thence a distance of approximately 5,200 yards downstream along the said river to beacon FR 7 at the junction of the Marnga River and an unnamed tributary joining it from the south; thence in a southerly direction upstream along the said tributary a distance of approximately 2,700 yards to beacon N 41 on the Geita-Nungwe Road; thence following this road east-south-eastward for a distance of approximately 7,070 yards to beacon N 36, situated approximately two miles west of Geita Township; thence along a cut and beaconed line in a southerly direction for a distance of approximately 14,440 yards through beacons N 7, FR 8, FR 9 and FR 10 to beacon FR 11 on the Geita-Mawemere Road approximately five miles south of Geita Township; thence along this road for a distance of approximately 6,550 yards to beacon FR 12.

South-west: From beacon FR 12 thence following a cut and beaconed line in a north-westerly direction for a distance of approximately 23,910 yards through through beacons FR 13 and FR 14 to beacon FR 15 on Mahindi Hill near Ridge 8-Butundwe Road.

North-west: From beacon FR 15 thence following a cut and beaconed line in a north-easterly direction for a distance of approximately 11,750 yards to beacon N 37 on the Geita-Nungwe Road approximately eleven miles west of Geita Township; thence by a cut and beaconed line in an east-north-easterly direction for a distance of 20,070 yards through beacons FR 16 and N 15 to beacon FR 17 on Kabagwe Hill; thence by a cut and beaconed line in a north-westerly direction for a distance of approximately 8,980 yards to beacon FR 18 on Bukwale Hill.

North-east: From beacon FR 18 following a cut and beaconed line in a south-easterly direction for approximately 35,520 yards through beacons FR 19, K 56 and FR 20 on Kipian, Katonga and Andrea Hills respectively and through beacon FR 21 to the point of commencement.

With the exception that the following enclaves are not included as part of the Forest Reserve:–

1.    Mining Lease No. 182 situated at "Ridge 8".

2.    An area, to be called the Nyabulima Enclave, of 243 acres in extent adjacent to the Geita-Butundwe Road in the vicinity of "Ridge 8". Both areas are surrounded by a beaconed line and delineated in the above-quoted Survey Division Plan Jb. 146.

BUHINDI TERRITORIAL FOREST RESERVE *

Approximate area: 54,700 acres

Boundaries: All that parcel of land situated in the Buhindi Peninsula of Buchosa, Uzinza, in Geita District (Territorial Map Reference Sheet 2 Lake Province 1:500,000) as delineated on Registered Plan No. Jb. 233 deposited with the Department of Lands and Surveys and bounded as follows:–

South: Commencing at Beacon No. 1 situated to the south-east of Biziri Hill, in a general westerly direction for a distance of 27,250 feet through beacons 2-6 to Beacon No. 7 situated on the northern side of the Nyehunge-Kahunda District road reserve; thence following the northern side of the road reserve for a distance of 710 feet to Beacon No. 8; thence in a general north-westerly direction for a distance of 10,625 feet through beacons 9-10 to Beacon No. 11 situated on the intersection of the northern side of the Nyehunge-Kahunda road reserve with the west bank of the Kagunzo River; thence following the road reserve in a general westerly direction for a distance of 6,788 feet to Beacon No. 12 situated on the northern side of the road reserve; thence in a general westerly direction for a distance of 16, 296 feet through Beacon No. 13 to Beacon No. 14 situated to the south-west of Kadoro Hill.

West:     From Beacon No. 14 in a general north-easterly direction for a distance of 70,497 feet through beacons 15-21 to Beacon No. 22 situated on Busenge (Central) Hill.

East: From Beacon No. 22 in a general south-easterly direction for a distance of 16,302 feet through beacons 23 and 24 to Beacon No. 25 situated on Nyakabingo Hill; thence in a general southerly direction for a distance of 65,887 feet through beacons 26-37 to Beacon No. 1, the point of commencement.

GEITA AND KAHAMA DISTRICTS *

RUAMAGAZA TERRITORIAL FOREST RESERVE

Approximate area: 70,400 acres

Boundaries: All that parcel of land situated partly in the Kahama District between meridians of longitude east 32 degrees and 32 degrees 15 minutes and parallels of latitude south 3 degrees 06 minutes and 3 degrees 17 minutes south of the village of Ruamagaza and north of the Nyakukutu River, Map Reference Survey Sheet South A/36 UI Mawe-Meru 1:125,000 as delineated on Surveys Division Plan No. Jb 201 deposited with the Department of Lands and Surveys and bounded as follows:–

North:     Starting from Beacon No. 1 situated on the south side of the motor track which leads from Ruamagaza Mine to the Buyombe-Itimbia District road and 1,100 yards from the Ruamagaza Mine, following the south side of the motor track eastwards for a distance of approximately 2 miles to Beacon No. 2 situated on the western side of the road reserve of the Buyombe-Itimbia District road; thence following the western extremity of the road reserve in a south-easterly direction for approximately 1½ miles to Beacon No. 3 situated on the left bank of the Ikonka River; thence upstream following the left bank of Ikonka River eastwards for 11½ miles to Beacon No. 4 on the south-west side of the motor track running from the Auriole Mine to the Ikonka River; thence south-eastwards following the south side of this motor track for a distance of 2¼ miles to Beacon No. 5 situated on the south side of the road reserve at the junction of this motor track and the Mawe Meru-Ikina District road.

East:    Southwards from Beacon No. 5 by a cut and beaconed line on a bearing of 190 degrees, for a distance of 4,800 yards to Beacon No. 6 on the right bank of the Nyakukutu River; thence following the right bank of this river in a south-westerly direction downstream for a distance of 9 miles to Beacon No. 7 situated on the west side of the road reserve of the Ruamagaza-Itimbia (Kahama) District road where it crosses the Nyakukutu River.

South:    North-westwards from Beacon No. 7 following the right bank of the Nyakukutu River downstream for a distance of 10 miles to its confluence with the Ikonka River and thence continuing in a westerly direction along the right bank of the Ikonka River and thence continuing in a westerly direction along the right bank of the Ikonka River downstream for a further distance of 7½ miles to Beacon No. 8 situated at the junction of the Ikonka and Nyamazama rivers.

West:     From Beacon No. 8 following the left bank of the Nyamazama River in a north-easterly direction for a distance of 4 miles to Beacon No. 9 situated at the point where the south side of the motor track from Ruamagaza meets the Nyamazama River; thence along the south side of this motor track for a distance of 3½ miles to Beacon No. 10; thence by a cut and beaconed line on a bearing of 90 degrees for a distance of 2,160 yards to Beacon No. 11; thence by a cut and beaconed line on a bearing of 380 degrees for a distance of 384 yards to Beacon No. 1, the starting point.

Note:    (a)    All bearings are magnetic and all distances approximate.

        (b)    The beds of the rivers mentioned where such beds lie on the boundary of the reserves are excluded from the reserve.

HANDENI DISTRICT *

KWAMARUKANGA TERRITORIAL FOREST RESERVE

Approximate area: 448 acres
(0.7 sq. miles)

Boundaries: All that parcel of land situated astride the Korogwe-Tanga main road (Map. ref. Survey Sheet on 1:125,000 scale, South B37/I.II, Muheza) 9 miles from Korogwe, as delineated on Forest Department Plan No. Jb. 267, deposited with the Department of Lands and Surveys at Dar es Salaam, and bounded as follows:–

North:    From beacon 6000, situated on the east side of the Korogwe-Tanga Road reserve which is 150 feet wide, at Mile 8.7 from Korogwe Railway Station, by a cut and beaconed line in a north-easterly beacon FD 6003; thence south-easterly to beacon FD 6004.

South:    From beacon FD 6004 in a generally south-westerly direction by cut and beaconed lines through beacon FD 6005 and FD 6006 to beacon FD 6007, situated on the west side of the Korogwe-Tanga Road Reserve at Mile 9.7 from Korogwe Railway Station; thence in a south-easterly direction along the west side of the road reserve to beacon FD 6008, and continuing in a south-westerly direction to beacon FD 6009.

West:     From beacon FD 6009 by cut and beaconed lines in a north-westerly direction to beacon FD 6010 and in a north-easterly direction through beacon FD 6011, to beacon FD 6000, the point of commencement.

All beacons are cement beacons and are numbered as shown; all lines are straight lines; distances are approximate. The Tanga-Korogwe Road Reserve of 150 feet is excluded from this Forest Reserve.

KOROGWE FUEL TERRITORIAL FOREST RESERVE *

Approximate area: 26,700 acres
(41.7 sq. miles)

Boundaries: All that parcel of land situated in the handeni District on the north side of the Korogwe-Handeni road between Mile 19.3 and Mile 21.5 from Korogwe (Territorial Map Reference: South B37/1.1, Korogwe), as delineated on Forest Plan No. Jb. 297, deposited with the Department of Lands and Surveys, and bounded as follows:–

West:     Commencing at beacon FD 6012 on the north side of the Korogwe-Handeni Road reserve at Mile 21.5 from Korogwe by a series of cut and beaconed lines in a north-westerly direction for 44,590 feet through beacons FD 6013, 6014, 6015, 6016, 6017, 6018 and 6019 to beacon FD 6020 on the side of the Mswahe-Handeni track; thence by the south side of the Mswahe-Handeni track for approximately 5,223 feet in a west-south-westerly direction to beacon FD 6021; thence by a series of cut and beaconed lines in a north-westerly direction for 14,210 feet excluding to the west the Silimi cultivated area, through beacons FD 6022 and FD 6023 to beacon FD 6024.

North:    From beacon FD 6024 by a series of out and beaconed lines east-north-easterly for 26,460 feet through beacons FD 6025 and FD 6026 to beacon FD 6027.

East:    From beacon FD 6027 by a series of cut and beaconed lines in an east-south-easterly direction for 13,830 feet to beacon FD 6028 on the south side of the Mswahe-Handeni track and east-north-easterly for 1,050 feet in a straight line, roughly following the line of the track, to beacon FD 6029, which is also situated on the south side of the Mswahe-Handeni track; thence by a series of cut and beaconed lines in a general south-easterly direction for 50,524, feet through beacons FD 6030, FD 6031, FD 6032, FD 6033, FD6034, FD 6035, FD 6036 and FD 6037 to beacon FD 6038 on the north side of the road reserve of the Korogwe-Handeni main road at approximately 19.3 miles from Korogwe.

South:    From beacon FD 6038 in a south-westerly direction by the northern side of the Korogwe-Handeni Road reserve to beacon FD 6012, the point of commencement.

All lines are straight lines, except where following track or road reserve; all distances are approximate; all beacons are of cement and bear the letters and numbers as stated.

DEREMA TERRITORIAL FOREST RESERVE *

Approximate area: 9,706 acres

Boundaries: All that piece or parcel of land known as Derema Forest Reserve, in the District of Handeni, shown on Government Survey Plan Jb 28/3549.

PUMULA TERRITORIAL FOREST RESERVE *

Approximate area: 2,624 acres
(4.10 square miles).

Boundaries: All that area of land in approximate latitude 5 degrees 40 minutes South and longitude 37 degrees 31 minutes East, situated approximately 1 mile south-east of Kiwangala village, which is 12 miles south-south-west of Tamota in the west of the Handeni District as delineated in green and described on Forest Division Plan No. Jb 540 deposited with the Survey Division of the Ministry of Lands under registration No. 11858.

KWASUMBA TERRITORIAL FOREST RESERVE

Approximate area: 7,248 acres

Situation and boundaries: All that area of land situated approximately 23 miles west of Mziha in approximate latitude 05 degrees 47 minutes South and longitude 37 degrees 28 minutes East, as delineated in green and described with a table of boundary bearings and distances on Forest Division Plan No. Jb 520 (revised September, 1964) and deposited with the Commissioner for Surveys and Mapping, Dar es Salaam, Ministry of Lands, Settlement and Water Development under Registered Plan No. 14305.

MKULI TERRITORIAL FOREST RESERVE *

Commencing at a beacon numbered 18A at the north-western extremity of the Ulangambi ridge; thence north-easterly for a distance of 1,800 feet approximately across the Lugodi-Kumbumba Stream to Beacon No. 1; thence north-westerly for a distance of 2,900 feet approximately ton Beacon No. 2; thence in a north-west direction crossing the Kihami Stream for a distance of 2,000 feet approximately to Beacon No. 3; thence north-easterly a distance of 3,600 feet approximately crossing the Tacombi Stream to Beacon No. 4; thence by a course slightly west of north across the Mzaza Stream 3,200 feet approximately to Beacon No. 5, which beacon lies at the south-westerly boundary of Farm L.O. No. 5821 (formerly L.O. No. 2034). Thence following the south boundary of the said farm in a south-easterly direction a distance of 3,000 feet approximately to the southerly beacon of the said farm; thence north-easterly along the south-easterly boundary of the said farm a distance of 6,900 feet approximately; thence north-westerly along the north-easterly boundary of the said farm crossing the Manyegi Stream for a distance of 3,300 feet approximately. Thence leaving the farm boundary and proceeding in a northerly direction 550 feet to Beacon No. 8; thence continuing the same direction and crossing the Udindi Stream 6,100 feet approximately to Beacon No. 9. Thence south-easterly for a distance of 6,200 feet approximately to Beacon No. 10 on the summit of the Mumweritza range. Thence in a southerly direction across the Mumweritza Stream 2,500 feet approximately to Beacon No. 11 at a point known as Kihanga; thence in a south-south-westerly direction skirting a tributary of the Kihanga Stream and crossing the Muchungwa Stream a distance of 6,100 feet to Beacon No. 12. Thence westerly for a distance of 550 feet approximately to Beacon No. 13; thence south-westerly for a distance of 1,350 feet approximately to Beacon No. 14; thence southerly a distance of 900 feet approximately to Beacon No. 15 on the hill known as Itembi; thence due west (Mag.) 1,300 feet approximately to Beacon No. 16 on the hill known as Watilisauli; thence northerly 1,000 feet approximately to Beacon No. 17; thence south-westerly across the Ukanigalo Stream and the Lungambi Stream, 3,600 feet approximately to Beacon No. 20A, which is situate on the north-westerly following the boundary of the New Dabaga Forest Reserve along the Ulangambi ridge 2,000 feet approximately to Beacon No. 19A. Thence north-north-westerly along the said ridge 2,800 feet approximately to Beacon No. 18A at point of commencement, the whole comprising 5,084 acres approximately, as shown on Registered Plan No. 3860 in the office of the Survey Division in the Ministry of Lands.

NEW DABAGA TERRITORIAL FOREST RESERVE *

Approximate area: 4,140 acres

Boundaries: Commencing at survey beacon, Boundary Post H.16, which is situated on the north side of the Iringa-Muhanga old military road and adjacent to farm L.O. No. 1876, the boundary proceeds by a straight line in a northerly direction, crossing the Magigi River, for a distance of 2,150 feet to beacon H.17; thence through beacons H.18 (219 feet), H.19 Z (202 feet), H.20 (212 feet), H.21 (180 feet) to H.22 (881 feet) near the Sami River; thence in a north-easterly direction, by a straight line crossing the Hasi River, for a distance of 3,476 feet to beacon 1; thence in a north-westerly direction, by a straight line, for a distance of 1,043 feet to beacon 2 and thence for 3,513 feet to beacon 3 near the Yanowa River, thence down the Yanowa River to its junction with the Illogolo River, near beacon 16; thence up the Illogolo Stream for approximately 150 feet; thence in a north-easterly direction by a straight line from beacons 16 to 17, commencing about 83 feet along this line from beacon 16, for a distance of approximately 1,810 feet; thence for a distance of 709 feet in a north-easterly direction to the Ulangambi Forest Reserve beacon 18A; thence in a south-easterly direction, following the Ulangambi Forest Reserve Boundary along the Ulangambi Ridge for a distance of 2,832 feet to beacon 19A; thence for 2,042 feet to Beacon 20A; thence leaving the Ulangambi Forest Reserve Boundary and proceeding in a south-easterly direction, by a straight line, and crossing the Nubinitu River, for a distance of 3,404 feet to Beacon 21; thence in a southerly direction by a straight line, for a distance of 1,922 feet to Beacon 22; thence in a south-easterly direction for a distance of 1,000 feet to Beacon 23; thence crossing the Nyato and Kiveta to beacon 24, a distance of 4,838 feet; thence for a distance of 5,140 feet crossing the Toleri and Iguli Rivers to beacon 25; thence in a south-westerly direction, by a straight line, for a distance of 1,690 feet to Beacon 26 on the Ikimbira Ridge; thence for a distance of 3,319 feet crossing the Kitala and Gambira Rivers to Beacon 27 on the Egoka Ridge; thence in a westerly direction for a distance of 274 feet, by a straight line, to Beacon 28; thence in a south-westerly direction, by a straight line, for a distance of 874 feet to Beacon 29 near the Mwewera River; thence down the Mwewera River to its junction with the Nsonsa River; thence up the Nsonsa River for a distance of approximately 200 feet to a bridge on the Iringa-Muhanga old military road, from Beacon 34 near this bridge, in a westerly direction it follows the north side of the said military road for approximately 8,000 feet to beacon H.1 at the north-east corner of L.O. No. 1876; thence along the same road through beacons H.2 (152 feet), H.3 (152 feet), H.4 (163 feet), H.5 (118 feet), H. 6 (834 feet), H. 7 (253 feet), H. 8 (186 feet), H.9 (333 feet), H. 10 (647 feet), H.11 (779 feet), H.12 (935 feet), H.13 (507 feet), H.14 (269 feet), H. 15 (574 feet) to boundary post H. 16 (217 feet), the point of commencement.

KISINGA-RUGARO TERRITORIAL RESERVE *

Approximate area: 35,000 acres

Boundaries: Neighbourhood of Mala Rock, approximately 25 miles east of Iringa Township and 10 miles south of the Iringa-Kilosa Road.

East: Starting from the most southerly point of the area at Madaka Hill a beaconed line running generally in a north-easterly direction across the Ihivi Stream to Mwiragiro Hill, crossing the Ndiverwa Stream to Mangundi Hill and thence to Kitandiro Hill crossing the Itenye Stream to Matta Hill and crossing the Matata Stream to Kilimbe and Luwanga Hills, thence across the Idope Stream to Pandwirwa Hill at Beacon 27; from Pandwirwa Hill north through the junction of the Nyaga and Mogo Streams and thence to Gangelikilo Hill. From Gangelikilo Hill generally in a north-westerly direction to Pakitenge Hill; thence to Mnenuka Hill; across the Mnenuka and Kidetero Streams to Kidetero Hill, and across the Ikunwa Stream to Ikunwa Hill. Thence across the Ngombesi River to the eastern boundary of the former Mwangandango-Waka Forest Reserve; thence north following the boundary of the said former reserve across the Ihangana Stream to the Waka Hill.

North: From Waka Hill in a westerly direction following the northern boundary of the former Mwangandango-Waka Reserve to Kibulula Hill; thence in a westerly direction to Dindima Hill, across the Garambusi Stream to Garambusi Hill south of Itakemwa Beacon. Thence south-west across the Gombera Stream to Muvi Hill and across the Muvi Stream to Ihani Hill, and across the Ihani Stream to Munyanambo.

West: From Munyanambo south-west across the Mgera Stream to Nyakwiko Hill and thence to the Kibulungwa stream, up the Kibulungwa Stream for a distance of approximately 1,000 yards; thence south-south-west across the Hangalimema stream and Hangalimema Hill, across the Mtanyiwewa and Masombolenge streams to Igumbilo Hill. From Igumbilo Hill south-south-east across the Isinzi and Kisimberti Kifueni Forest Reserve. Thence following the western boundary of the said Reserve across the Kifueni stream to Ludalero.

South:– From Ludalero east across the Magidigi and Lusulwa streams, north-east across the Kinyifui stream and east across the Nyamugi (Ilogolo) stream to Kitundabewa Hill. Thence across the Ludeke stream and east to the Kinganda stream. Down the Kinganda stream to Mwitza Hill thence east-north-east across the Maragumu stream to Mudagara Hill. Thence east across the Kirongera and Kibinini streams to Kibinini Hill. Thence south-east across the Luhapa stream to Madamba Hill and across the Mpangu and Muhasa streams to Nyanyonge Hill. Thence across the Mgola stream to Mgola Hill, and south-east across the Twangomatima stream to Madaka Hill.

    The above area is shown opn Forest Department Plan No. Jb 31, deposited in the Survey Division of the Department of Lands Dar es Salaam.

KIGOGO TERRITORIAL FOREST RESERVE *

Approximate area: 6,232 acres

Boundaries: All that parcel of land situated along the summit of the Mufindi Escarpment in the Iringa District (as delineated on Survey Division Plan No. Jb. 120 with a table of angles and distances, deposited with the Department of Surveys and Town Planning), and bounded approximately as follows:–

East: Commencing at beacon DCB 55 on an un-named river, the boundary follows this river downstream and southwards to beacon DCB 161 at the confluence of this river with the Ihenya River; then by a direct line almost due south to DCB 56.

South: From DCB 56 the boundary proceeds in a general south-westerly direction along the top of the Mufindi Escarpment crossing the Kigogo River at K 152 and meeting the Ngalawa River at a boulder marked with a beacon; thence following the Ngalawa upstream in a north-westerly direction to beacon K 238, thence continuing in a general north-westerly direction to beacon K 1, situated about 1,100 yards north-north-east of Mpaitwa beacon, the point of origin of the co-ordinates of the Survey Division Plan.

West: From beacon K 1 the boundary proceeds in a north-easterly direction crossing the Mchema River to K 57; thence continuing in a north-easterly direction to the Nyarabusi River.

North: Following the Nyarabusi River downstream to beacon W 88 the boundary then proceeds in a westerly direction by a straight line to beacon W 81 on the Mchema River; thence following the Mchema River downstream to beacon W 67; thence following a beaconed line in a south-westerly direction to beacon W 52; thence in a general easterly direction to beacon W 36 on the north bank of the Nyamanyuki River; thence following the Nyamanyuki River downstream to its confluence with the Kigogo River in the vicinity of the Kigogo Forest Station; thence following the Kigogo River upstream to its confluence with the Nyendeni River; thence up this stream to beacon N 1; thence the boundary proceeds in a north-easterly direction in a straight line to beacon DCB 55 the point of commencement.

KITAPILIMWA TERRITORIAL FOREST RESERVE *

Approximate area: 9,087 acres
(14.20 sq. miles)

Situation and boundaries: All that area of land situated approximately 15 miles north of Iringa Township at approximately 7℃34' South latitude, 35℃40' East longitude, as delineated in green on Forest Division Plan No. Jb 626 deposited with the Commissioner for Surveys, Ministry of Lands as Registered Plan No. 13610.

IRINGA TERRITORIAL FOREST RESERVE *

Approximate area: 550 acres

Boundaries: All that area of land situated in the Iringa District beside the Great North Road about four and a half miles north of Iringa, as delineated and defined by a table of boundary angles and distances on Survey Plan No. Jb. 148 deposited with the Department of Lands and Surveys. The approximate boundaries are as follows:–

South: From Beacon No. 1, situated on Mawelewele Hill, by a cut and beaconed line in a south-westerly direction along the crest of a range of hills and passing through Beacons Nos. 2 and 3 to Beacon No. 4 which is situated on the Great North Road.

West: From Beacon No. 4 along the Great North Road in the direction of Dodoma to Beacon No. 5.

North and East: From Beacon No. 5 by a cut and cleared line on a true bearing of 107℃ for approximately 2,200 yards to Beacon No. 1, the point of commencement.

IMAGE TERRITORIAL FOREST RESERVE *

South: Commencing at Beacon No. 1 approximately half a mile south-south-east of Ilindima Hill for a distance of 4,800 feet in a westerly direction to Beacon No. 2; thence for a distance of 3,000 feet in a north-westerly direction across the Ilindima River to Beacon No. 3.

West: From Beacon No. 3 in a general northerly direction through Beacons Nos. 4 and 5 for a distance of approximately 13,950 feet to Beacon No. 6 on Kisilavinye Ridge west of Tapu Hill; thence in a north-north-easterly direction through Beacon No. 7 for a distance of approximately 26,200 feet to Beacon No. 8 on a prominent rock; thence through Beacon No. 9 across the Kipera River for a distance of approximately 20,900 feet to Beacon No. 10.

Boundaries: All that parcel of land situated within the Iringa District six miles north-north-west of Kibao Minor Settlement (Territorial Map Reference 1:125,000 Sheet South C 36 F III) as delineated on Forest Department Plan Jb. 345 deposited with the Department of Lands and Surveys and bounded as follows:–

East and South: From Beacon No. 1 situated on the southern boundary of Mr. Massada's Estate L.O. No. 12966 and 23,749 feet due east from survey beacon H242; thence in a south-westerly direction by a cut and beaconed line through beacons 2 and 3 for a distance of 4,707 feet to Beacon No. 4; thence in a north-westerly direction by a cut and beaconed line through beacon 5 for a distance of 2,376 feet to Beacon No. 6.

North: From Beacon No. 1, situated on the south side of the Mufindi Circle Road Reserve at the most westerly point of the Tanganyika Tea Company's land and approximately 6 miles by road from Kibao Minor Settlement, in a south-westerly direction following the south side of the road reserve of the Mufindi Circle Road for a distance of approximately 988 yards through Beacons Nos. 2, 3, 4, 5, 6, 7 and 8 to Beacon No. 9 situated on the east side of Mninga-Kigogo Forest Station Road; thence in a south-westerly direction following the east side of the road reserve of the Mninga-Kigogo Forest Station Road for a distance of approximately 1,298 yards through Beacons Nos. 10, 11 and 12 to Beacon No. 13 situated at the junction of the said road and the motor track leading to the Mninga Forest Nursery.

West: From Beacon No. 13 in a southern direction by the east side of the Mninga Forest Nursery motor track for a distance of approximately 695 yards through Beacons Nos. 14, 15, 16 and 17 to Beacon No. 18.

South: From Beacon No. 18 in an easterly direction by a cut and beaconed line for a distance of approximately 2,090 yards through Beacons Nos. 19 to 27 to Beacon No. 28 lying on the right bank of the Kigogo River.

NJERERA TERRITORIAL FOREST RESERVE *

Approximate area: 7,000 acres

Boundaries: All that parcel of land situated 45 miles south of Iringa (Territorial Map Reference 1: 1,000,000 South C36 and part of C35, a XII) as delineated and described on Forest Department Plan No. Jb 318 deposited with the Department of Lands and Surveys and bounded as follows:–

West: From beacon A at the junction of the Kihansi River and the Ulanga/Iringa District boundary, the boundary follows the east bank of the Kihansi River in a northerly direction to beacon B at the confluence of the Kihansi and Kidete Rivers.

North: From beacon B the boundary follows a cut and beaconed line in an easterly direction, which line is also part of the boundary of the Uzungwa Scarp Forest Reserve, to beacon C at the confluence of the Udagaji and Kitemerwa Rivers.

East and South: From beacon C the boundary follows the Ulanga/Iringa District boundary in a southerly and then a westerly direction to beacon A the point of commencement.

MAKOMBE TERRITORIAL FOREST RESERVE *

Approximate area: 3,213 acres
(5.22 sq. miles)

Boundaries: All that parcel of land situated to the north of Makombe village and about 40 miles west of Iringa (Map Reference Iringa District E 14233 B) as delineated on Forest Department Plan Jb 327, deposited with the Department of Lands and Surveys and bounded as follows:–

South: From Beacon No. 1 on the west bank of the Makombe River approximately 750 feet upstream from its confluence with the Ihanzo River, thence in a south-westerly direction for approximately 8,200 feet by a cut and beaconed line to Beacon No. 2.

West: From Beacon No. 2 in a north-westerly direction for a distance of approximately 18,426 feet by a cut and beaconed line to Beacon No. 3.

North: From Beacon No. 3 in a north-easterly direction for a distance of approximately 9,537 feet by a cut and beaconed line to Beacon No. 4 on the west bank of the Ihanzo River.

East: From Beacon No. 4 thence in a south-easterly direction following the west bank of the Ihanzo River to its junction with the Makombe River; thence following the west bank of the Makombe River to Beacon No. 1 the point of commencement.

MBALWE-MFUKULEMBWE TERRITORIAL FOREST RESERVE

MKWENI HILLS TERRITORIAL FOREST RESERVE *

Approximate area: 39,360 acres

Boundaries: All that area of land situated on the south-western side of the Kahama-Ushirombo Road between miles twelve and twenty-seven from Kahama Boma, as delineated on Survey Division Plan No. Jb. 136 deposited with the Department of Lands and Surveys, and bounded as follows:–

East: Commencing at Beacon No. 1, situated on the Kahama-Ushirombo Road approximately twelve miles from Kahama Boma, by a cut and beaconed line on a magnetic bearing of 2050 for a distance of approximately 29,200 feet to Beacon No. 2, situated on the north-east bank of the Kagoji River.

South: From Beacon No. 2, by the Kagoji River in a north-westerly direction for a curvilinear distance of approximately seventeen miles to Beacon No. 3, situated on the north-east bank of the river.

West: From Beacon No. 3, by a cut and beaconed line on a magnetic bearing of 25℃ for a distance of approximately 15,000 feet to Beacon No. 4 situated on the Kahama-Ushirombo Road approximately twenty-seven miles from Kahama Boma.

North: From Beacon No. 4, by the Kahama-Ushirombo Road in a south-easterly direction for a curvilinear distance of approximately fifteen miles to Beacon No. 1, the point of commencement.

NIKONGA RIVER TERRITORIAL FOREST RESERVE *

Approximate area: 1,216,000 acres

North-west: Starting from Beacon No. 1, situated at the point where the eastern boundary of the road reserve of the main road Kasulu-Kibondo meets the right bank of the Malagarasi River, at the Malagarasi Ferry, north-eastwards by this road reserve boundary for a distance of 9.72 miles to Beacon No. 2, thence north-eastwards by a series of cut and beaconed lines, as shown below in the table of bearings and distances, for a distance of 18.4 miles, to Beacon No. 11 situated on the right bank of the Mpemvi River 7 miles east of the road Kasulu-Kibondo.

East: From Beacon No. 1 situated on the main road Uvinza-Mpanda 1¼ miles south of the Uvinza Ferry on top of the escarpment, southerly by this road for a distance of 5¼ miles to Beacon No. 2 at a bridge 6½ miles south of the Uvinza Ferry.

South: From Beacon No. 2 westerly by a cut and beaconed line on a bearing of 270 degrees for a distance of 9¾ miles to Beacon No. 3 on an unnamed tributary of the Malagarasi River; thence along this stream downstream to Beacon No. 4 at its confluence with the Malagarasi River 1¾ miles south of the Lugufu-Malagarasi confluence.

IKWAMBA TERRITORIAL FOREST RESERVE *

Approximate area: 899 hectares
(8.99 sq. kilometres).

Situation and Boundaries: All that area of land situated north west of Rubeho Village and centred approximately on latitude 6℃21'00" South and longitude 36℃58'00" East as delineated in green and described with a table of bearings and distance of Forest Division Map. No. Jb 2088 deposited with the Surveys and Mapping Division, Ministry of Lands, Housing and Urban Development, Dar es Salaam and registered as Plan No. 19920.

KILOSA AND MPWAPWA DISTRICTS

IJOGO TERRITORIAL FOREST RESERVE *

Approximate area: 808 acres

Boundaries: All that area of land situated upon Jogo Hill and astride the boundary common to the Kilosa and Mpwapwa Districts, as delineated in green on Survey Plan No. T.S. 506 deposited with the Survey Division, Department of Lands and Mines, and bounded as follows:–

East: From Beacon No. 1, on the Chinanholwe Stream and about one mile north-north-east of Jogo Summit (Trig. Pt. 7126), following a curvilinear line along the left bank of the said stream in a southerly direction for approximately 1,210 yards to Beacon No. 2; thence in an easterly direction by direct line for approximately 970 yards through Beacon No. 3 on a saddle to Beacon No. 4; thence in a south-south-east direction by straight line for a distance of approximately 1,080 yards crossing the Jogo Stream and its second right bank tributary to Beacon No. 5 on the south-east spur of Jogo Hill.

South: From Beacon No. 5 in a west-south-west direction for approximately 1,320 yards by straight line across the Vidaha Stream and through Beacon No. 6 to Beacon No. 7; thence in a north-westerly direction for approximately 880 yards by straight line to Beacon No. 8 on the south-west spur of Jogo Hill approximately 1,160 yards from the summit.

West: From Beacon No. 8 in a northerly direction for approximately 800 yards to Beacon No. 9 on the western shoulder of Jogo Hill; thence in a north-north-east direction by straight line for approximately 1,530 yards to Beacon No. 10.

North: From Beacon No. 10 in an east-south-east direction by straight line for approximately 550 yards to Beacon No. 11 on the left bank of a tributary of the Chinanholwe Stream; thence across the said stream and following the right bank thereof for approximately 530 yards to Beacon No. 1.

The area is demarcated by intervisible beacons, supplemented by direction trenches.

KILWA DISTRICT

PINDIRO TERRITORIAL FOREST RESERVE

Approximate area: 29,146 acres

Boundaries:

East: Beaconed line on east slope of Mballahalla Hill, Pindiro River, road from Nakihu to Ruawa, east slope of Noro Hill to the Makumba River and following it to within 758 yards after the Nandika River confluence.

South: Beaconed line north and west of the neighbourhood Makumba to Mto Njange thence in a straight line to the Mbemkuru River.

West and North: From Mbemkuru River 4 miles north of beaconed line on the west slope of Mballahalla Hill 2.87 miles north-west; 4.65 miles north-east, 1.48 miles east.

MANGROVES TERRITORIAL FOREST RESERVE

Approximate area: 34,580 acres

RUNGO TERRITORIAL FOREST RESERVE *

North: Commencing at Beacon No. 1 on the District Road from Nanjirinji to Mbate approximately 5,300 feet south of Likawage, thence eastwards for a distance of 20,950 feet along a cut and beaconed line through Beacons Nos. 2 and 3 to Beacon No. 4.

East: From Beacon No. 4 by a cut and beaconed line southwards for a distance of 64,350 feet through Beacons Nos. 5, 6, 7, 8, 9, 10 and 11 to Beacon No. 12.

South: From Beacon No. 12 by a cut and beacon line westwards through Beacon No. 13 to Beacon No. 14 on the Nanjirinji/Mbate Road, for a distance of 41,400 feet through Beacons Nos. 13, 14, 15 and 16 to Beacon No. 17.

NGARAMA SOUTH TERRITORIAL FOREST RESERVE *

Boundaries: All that parcel of land situated between the Ngarama Forest Reserve in the North and the Mbemkuru River in the south (Map reference VII, VIII: c.d. Sheet Lindi 1: 1,000,000 South C.37) as delineated on Forest Department Plan Jb. 286 deposited with the Department of Lands and Surveys and bounded as follows–

East: Starting at Beacon No. 1 which is the south-east corner of Ngarama Forest Reserve thence by a series of cut and beaconed lines in a southerly direction for a distance of 15,560 feet to Beacon No. 8 on the left bank of the Mbemkuru River.

South: From Beacon No. 8 by the left bank of the Mbemkuru River upstream for a curvilinear distance of 19,000 feet to Beacon No. 9, also on the left bank.

East: Commencing at Beacon No. 1, situated at the point where the Marendego by a cut and beaconed line for approximately 18,444 feet, crossing the rivers Ngwimbili and Kiuro, through Beacons Nos. 2 to 10 to Beacon No. 11; thence in a westerly direction for approximately 1,650 feet by a cut and beaconed line to Beacon No. 12; thence following the right bank of the Kiuro River in a south-westerly direction for approximately 8,800 feet to Beacon No. 13.

South: From Beacon No. 13 in a westerly direction by a cut and beaconed line, crossing the Nankundi and Tambulu Rivers and an unnamed tributary of the Tambulu River, through Beacon No. 17 to Beacon No. 18, a distance of approximately 14,561 feet.

East: Commencing at Beacon No. 1 situated 4,500 feet north-west of Mbate Village (longitude east 39 degrees 10 minutes, latitude south 8 degrees 52 minutes) on the Mbate-Njinjo Road, in a south-south-easterly direction by a cut and beaconed line for 4,488 feet to Beacon No. 2 situated at Mbate Well; thence south following the Mbate-Nainokwe Road southwards for 6,846 feet to Beacon No. 3; thence southwards by a series of cut and beaconed lines for 25,814 feet to Beacon No. 21, thence south-west following the western side of the Mbate-Nainokwe road for 58,180 feet to Beacon No. 22.

West: Starting at Beacon No. 1, which is coincidental with Beacon No. 271 on the north-west corner of the Ngarama Forest Reserve, thence in a northerly direction by a series of cut and beaconed lines for a distance of 52,800 feet to Beacon No. 43 on the left bank of the Kipondera River.

North: Thence in a north-easterly direction following the left bank of the Kipondera River down stream for a distance of 8,000 feet to its junction with the Mavudji River. Thence following the right bank of the Mavudji River down stream for a distance of 3,550 feet to Beacon No. 44.

Boundaries:

East: From boundary stone 12 south of Kipara Village, road leading through Mwandege-Shatembo to in front of the Village Vikindu.

South: Stone beaconed line north of Vikindu through Mwinshumu to the Vikindu-Msinga Road and along it to Mkatika-Mlandeni.

West: From Mkatika-Mlandeni a beaconed line to anthill about .93 mile north of Binguni Village.

North: From the anthill north of Binguni in an easterly direction to the Binguni River, following it up-stream for about 1,408 yds. to boundary stone 11, west of Kipara Village whence slightly south to boundary stone 12.

PUGU TERRITORIAL FOREST RESERVE

(The Pugu Hills between villages of Pugu and Kiserawe)
Approximate area: 5,955 acres

Boundaries:

East: Boundary stone on Sossole Hill kilometre stone 21 of the Central Railway to Pugu Station. Beaconed ride to kilometre 21.8 of Pugu Road following it to a beacon by kilometre 22.2, thence a ride to a boundary stone 1.87 miles south.

South: Aride about 1.56 miles long to beacon on the Kimani River.

West: Ride from the beacon on Kimani River through the south-west corner of Greiver-Minaki Plantation to a beacon at kilometre 27 of the Pugu Road, thence to kilometre 27.1 of the Railway following it to kilometre 27, thence to a beacon situated about 758 yds. north.

North: From beacon 758 yds. north of kilometre 27 of the Railway in a direct line to the beacon on Vikongwe Hill, thence to the beacon on the Sossole Hill.

MARENDA TERRITORIAL FOREST RESERVE

Approximate area: 454 acres

Boundaries:

East: Beaconed line west of Kigoma Village about 1.56 miles long.

South: Stone beaconed boundary .75 mile long north of the Uchengo-Kigoma Road.

West: Stone beaconed line 1.56 miles long east of Mtandage Village to Mto-Ufute.

North: Line 650 yds. long from Mto-Ufute in an easterly direction.

MASANGANIA TERRITORIAL FOREST RESERVE

(Between the villages of Masangania, Kibudi and Mbama)
Approximate area: 6,422 acres

Boundaries:

East: From boundary stone No. 14 on the junction of the Mbezi River with the Mbama Road to the Umyamwezi Village stone beaconed line past the Mandamoa and Umyamwezi Villages to boundary stone No. 18.

South: Beaconed line from boundary line No. 18 passing Luhungani and Pansuru Villages to boundary stone No. 3 close to the Mbezi River.

West: Beaconed line from boundary stone 22 passing Mindidi and Kidunguli Villages to boundary stone No. 3 close to the Mbezi River.

North: From boundary stone No. 3 a beaconed line over the Mbezi River and Mlegele Hill passing Shangadele and Mjombo Villages to boundary stone No. 14.

KAZIMZUMBWI TERRITORIAL FOREST RESERVE

Approximate area: 12,015 acres

Boundaries: All that parcel of land situated in the Kisarawe District south and south-west of Kisarawe Boma, west of the Pugu-Chanika Road, north of the Chanika-Masaki Track and south of the Dar es Salaam-Morogoro Road (Territorial Map Reference 1: 1,000,000 Sheet south B37 (F VI)) as delineated on Forest Department Plan No. Jb. 196 deposited with the Department of Lands and Surveys and bounded as follows–

East: From Beacon No. 1 on the south side at the junction of the Dar es Salaam-Maneromango Road and the track to the Kisarawe lowe pumping station, 1,150 feet south along this track, to Beacon No. 2; thence for 254 feet on a bearing of 295℃ to Beacon No. 3 on the water pipe trace to Kisarawe Boma; thence following this track north-easterly for 1,170 feet to beaconed No. 5; thence in a generally south-easterly direction by a cut and beaconed line crossing the Pugu River for 7,136 feet to Beacon No. 21. South: From Beacon No. 79 near the village of Nzasa by a cut and beaconed line in a generally westerly direction for 10,140 feet crossing the Mnyonde River to Beacon No. 96 on Mnyundo Hill near the village of Maguruwe.

West: From Beacon No. 96 on Mnyundo Hill by a cut and beaconed line in a generally northerly direction for 20,704 feet crossing the Mwangulinga River to Beacon No. 136 south of the village of Kazimzumbwi; thence still in a northerly direction for 4,564 feet following a track to Beacon No. 137; thence by a cut and beacon line for 1,938 feet to Beacon No. 141. From Beacon No. 141 in an easterly direction for 1,942 feet following a track to Beacon No. 142; thence by a cut and beaconed line north-east for 11,072 feet crossing the Zumbwi River to Beacon No. 157 at Zizi La Mvule on the south side of the Dar es Salaam-Maneromango Road.

North: From Beacon No. 157 at Zizi La Mvule on the Dar es Salaam-Maneromango Road following the south side of the road east for 2,530 feet to Beacon No. 158; thence from Beacon No. 158 on a bearing of approximately 105℃ for 891 feet to Beacon No. 159; thence on a bearing of approximately 215℃ for 2,325 feet to Beacon No. 160; thence on a bearing of approximately 119℃ for 2,750 feet to Beacon No. 161; thence on a bearing of approximately 13.50℃ for 2,350 feet to Beacon No. 162; thus excluding the village of Vagama. BANDA TERRITORIAL FOREST RESERVE *

Approximate area: 29,440 acres

KOLA TERRITORIAL FOREST RESERVE *

Approximate area: 7,680 acres (12 sq. miles)

Boundaries: All that area of land situated north of Kisarawe-Ngerengere road and 16 miles from Kisarawe (Territorial Map Reference 1: IM south B37 F6) as delineated and described with a table of boundary angles and distances on Forest Department Plan No. Jb. 331, deposited with the Department of Lands and Surveys.

KONDOA DISTRICT

KOME TERRITORIAL FOREST RESERVE

Approximate area: 10,000 acres

    Boundaries: All that area of land as delineated on Survey Division Plan Jb 63 deposited with the Department of Lands and Mines and bounded as follows:–

West: From a beacon at mile 25 on the main Kondoa-Arusha Road to follow the road in a northerly direction to a beacon at mile 38.5.

North: From the beacon at mile 38.5 on the Kondoa-Arusha Road the boundary shall follow the Bereku-Kisose path in an easterly direction to a beacon at the foot of the escarpment; then it shall follow the base of the escarpment to a beacon at Disa Point.

East: From the beacon at Disa Point it shall follow a beaconed line in a south-westerly direction along the base of the escarpment to a beacon situated on the left bank of the Msanga River.

South: From the beacon on the left bank of the Masanga River the boundary shall follow the top of the Masange ridge in a westerly direction to the beacon at mile 25 on the Kondoa-Arusha Road, the point of commencement.

SONGA TERRITORIAL FOREST RESERVE *

Approximate area: 86,400 acres

    Boundaries: All that area of land situated south-west of Kondoa between the Bubu and Mkinke Rivers and the Kwa-Mtoro-Kondoa Road (Territorial 1: IM Map Reference B36 B12 and C12) as delineated on Forest Plan No. Jb. 181 deposited with the Department of Lands and Surveys and bounded as follows:–

East:– From Beacon No. 1, situated at 10.8 miles from Kondoa on the Kwa-Mtoro Road by a line of beacons following the base of the western edge of the Tsetse Reclamation areas in a southerly direction through Beacons Nos. 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13, 14, 15, 16, 17, 18, 19, 20, 21, 22, 23, to Beacon No. 24.

South:– From Beacon No. 24 in a westerly direction through Beacon No. 25 crossing the Kalema-Kwa-Mtoro cattle-track to Beacon No. 26; thence in a westerly direction through Beacons Nos. 27 and 28 to Beacon No. 29, at base of prominent isolated hill; thence in a northerly direction through Beacons Nos. 30 and 31 to No. 32 on the Kalema-Kwa-Mtoro cattle-track. From Beacon No. 32 following the cattle-track in a westerly direction to the point where it crosses the Mkinke River, in a westerly direction to the point where it is bridged by the Kondoa-Kwa-Mtoro road, at Beacon No. 34.

West:– From Beacon No. 34, the boundary following the eastern edge of the Kondoa-Kwa-Mtoro Road Reserve in a north-easterly direction for 22¼ miles to the point of commencement at Beacon No. 1.

Boundaries:

East: Road from Lindi by village of Jumbe Isa to the Lindi-Kilwa telegraph line on the Ruawa River, telegraph line between Ruawa and the village of Jumbe Serafi on Mdibuha-Mshinga Road to Mbemkuru between village of Jumbe Serafi and the Mamburu River.

South: Line 2.79 miles long running east and west.

West: Line 3.96 miles long running north cutting the road from Kitohawi to village of Jumbe Isa and from Likonde to the village of Sayd Kakuawa also the Ruawa River.

North: Maamburu River and a beaconed line 996 yds. long.

RONDO TERRITORIAL FOREST RESERVE *

Approximate area: 36,142 acres
(56.47 sq. miles)

    Boundaries: All that area of land situated on the central portion of the Rondo Plateau, 35 miles west-south-west of Lindi, (map reference Sheet C37/P1, 1: 125,000 latitude 10 degrees 15 minutes south; longitude 39 degrees 15 minutes east) as delineated and described with a table of boundary bearings and distances of Forest Department Plan No. Jb. 464, deposited with the Ministry of Lands and Surveys under registration No. 11010.

NDIMBA TERRITORIAL FOREST RESERVE

(Near Mkoe plantation)
Approximate area: 18,608 acres

Boundaries:

East: Road from Ndimba to Maloo and trolley line of Mkoe plantation.

South: Mitoi River.

West: A beaconed line about 5 miles long to the Mkoe plantation.

North: Mkoe plantation.

LITIPO TERRITORIAL FOREST RESERVE

(On the east of the Lutamba Lake)
Approximate area: 2,470 acres

Boundaries:

East: Tandangogoro Lake.

South: From the southern corner of Tandangogoro Lake a straight line 1,619 yds. long, thence following the Lutamba River to Lake Lutamba.

West: Lutamba Lake.

North: North corner of the Tandangogoro Lake, Ndendasi Valley, thence by a stone beaconed line about 541 yds. long to the Lindi-Rondo Road and following it to a point about 433 yds. north of the north corner of Lake Lutamba.

CHITOA TERRITORIAL FOREST RESERVE *

Approximate area: 1905 acres

Situation and Boundaries: All that area of land situated approximately 20 miles west of Lindi Township in approximate latitude 09 degrees 59 minutes south and longitude 39 degrees 26 minutes east, as delineated in green and described with a table of boundary bearings and distances on Forest Division Plan No. Jb. 591 deposited with the Survey Division of the Ministry of Lands, Settlement and Water Development under Registration No. 12868.

MANGROVES TERRITORIAL FOREST RESERVE *

Approximate area: 3,500 acres

Boundaries:

East: The Indian Ocean.

South: The Mikindani-Lindi District Boundary.

West: The high tide mark of the sea.

North: The Kilwa-Lindi District boundary.

LUSHOTO DISTRICT

LUSHOTO EUCALYPTUS TERRITORIAL FOREST RESERVE *

Approximate area: 58 acres

    Boundaries: All that area of land in the Lushoto Township delineated on Plan Jb 93 of the Survey Division of the Lands and Mines Department the boundaries of which are more particularly described hereunder:–

East: Commencing at beacon G.S. 2/33 the most northerly beacon of the Forest Reserve, the boundary follows a bearing of 182℃16'18" for a distance of 503.3 feet to beacon Z. 216; thence a bearing of 163℃22'36" for a distance of 288.4 feet to beacon Z. 215; thence a bearing of 162℃48'58" for a distance of 236.5 feet to beacon Z. 214; thence a bearing of 237℃46'43" for a distance of 360.4 feet to beacon Z. 213; thence a bearing of 242℃50'23" for a distance of 288.4 feet to beacon Z. 212; thence a bearing of 158℃13'14" for a distance of 288.4 feet to beacon Z. 211; thence a beaconed northern edge of the road from Wilhelmshohe in a north-easterly direction to C.B. 6 which is the most easterly beacon of the European Cemetery plot; thence a bearing of 78℃03'55" for a distance of 25 feet crossing the road from Wilhelmshohe to beacon Z. 195; thence a bearing of 185℃55'56" for a distance of 259.1 feet to beacon Z. 206; thence a bearing of 218℃46'43" for a distance of 237.6 feet to beacon Z. 205; thence a bearing of 94℃38'15" for a distance of 340.7 feet to beacon Z. 204; thence the western edge of the old Mombo Road in a southerly direction for a distance of approximately 450 feet to an old German beacon.

South: Thence a bearing of approximately 276℃ for a distance of approximately 920 feet to a point on the western side of the road from Wilhelmshohe between the beacons Z. 222 and Z. 221; thence it follows the beaconed line marking the west side of the road from Wilhelmshohe in a northerly direction to beacon Z. 217; thence a bearing of 270℃12'14" for a distance of 287.7 feet to beacon Z. 219; thence a bearing of 178℃42'11" for a distance of 296.5 feet to beacon Z. 232; thence a bearing of 183℃18'45" for a distance of approximately 510 feet to an old German beacon demarcating the north-western corner of plot No. 44, Lushoto.

West: Thence a bearing of approximately 327℃ for a distance of approximately 1,030 feet to beacon G.S. 7/33 the south-western beacon of the Bethel Mission School Plot parcel No. 33A.

North: Thence a bearing of 36℃01'10" for a distance of 550.7 feet to beacon G.S. 3/33; thence a bearing of 54℃00'12" for a distance of 1,535 feet to beacon G.S. 2/33 which is the point of commencement.

KITIVO SOUTH TERRITORIAL FOREST RESERVE *

Approximate area: 95 acres

    Boundaries: All that parcel of land situated immediately to the east of Lushoto Township, as delineated on Forest Department Plan No. Jb. 314, deposited with the Department of Lands and Surveys at Dar es Salaam, and bounded as follows:–

North: From beacon FD 4086, which is also the site of a beacon marking the limits of the Lushoto Township boundary, situated in the angle between the Mombo-Magamba Road and the Lushoto-Gare Track, by the south side of the Lushoto-Gare Track for curvilinear distance of 298 feet to beacon FD 4087, which is also on the south side of the track; thence by a cut line across the Lushoto-Gare Track and along the edge of a cedar plantation in a northerly direction for 261 feet to beacon FD 4088 on the north side of the Lushoto-Jaegertaal Road; thence by further cut lines skirting the south side of this road in an easterly direction for 238 feet to beacon FD 4089 and continuing in a south-easterly direction for 292 feet to beacon FD 4090; thence by a cut line in a southerly direction for 290 feet to beacon FD 4091 on the east side of the Lushoto-Gare track. From beacon FD 4086 to FD 4089 the reserve boundary marches with that of the Lushoto Township and from beacon FD 4089 to beacon FD 4091 the reserve boundary follows the south side of the Kungului Agricultural Experimental Farm.

East: From beacon FD 4091, by the east side of the Lushoto-Gare Track for a curvilinear distance of 288 feet to beacon FD 4077, thence continuing by the eastern side of this track for a further curvilinear distance of 2,869 feet to beacon FD 4078.

South: From beacon FD 4078 by a cut line, marked by Eucalyptus trees in a westerly direction for 1,160 feet to beacon 4077 at the head of a small valley facing to the south; thence by a cut line similarly marked in a south-westerly direction over a ridge and steeply down the face of a hill to beacon FD 4080 on the east side of the Mombo-Magamba Road close to its junction with the Mombo-Lushoto Road, which is also the site of a beacon marking the limits of the Lushoto Township.

West: From beacon FD 4080 northwards by the east side of the Mombo-Magamba Road for a curvilinear distance of 2,710 feet to beacon FD 4081 on the same side of the road; thence by a series of cut lines northward for 179 feet to beacon FD 4082; thence northward for a further 162 feet to beacon FD 4083; thence north-north easterly for 187 feet to beacon FD 4084; thence west-north-westerly for 166 feet to beacon FD 4085, situated on the east side of the Magamba-Mombo Road; thence by the east side of this road to beacon FD 4086, which was the point of commencement. For the whole distance from beacon FD 4080 in the south to beacon FD 4086 in the north the reserve boundary runs with the eastern boundary of the Lushoto Township.

KITIVO NORTH TERRITORIAL FOREST RESERVE *

Approximate area: 156 acres

    Boundaries: All that parcel of land situated immediately to the east of Lushoto Township, as delineated on Forest Department Plan No. 314, deposited with the Department of lands and Surveys at Dar es Salaam and bounded as follows:–

West: From beacon FD 4071 which is situated on the north side of the Lushoto-Magamba Road, by the north side of the road for a curvilinear distance of approximately 716 feet to beacon FD 4072; thence by a cut and beaconed line in an east-north-easterly direction for 250 feet to beacon FD 4073 on the west side of the Mombo-Magamba Road; thence across the road to beacon FD 4074 on the east side of this road and continuing in an east-north-easterly direction for 330 feet to beacon FD 4075; thence by cut and beaconed lines in a north-north-westerly direction for 770 feet to beacon FD 4076 and continuing in the same general direction for 2,095 feet to beacon FD 4061.

North: From beacon FD 4061, which is on a ridge of high ground, by a cut and beaconed line across the ridge in an east-north-easterly direction for 1,527 feet to beacon FD 4062 and continuing through this point in approximately the same direction for 642 feet to beacon FD 4063 on the left bank of the Kungului River, which point is common to this and the Mkussu Forest Reserve.

West: From beacon FD 4063 by a line cut through tree plantations, marking the common boundary of the two reserves, for a distance of 2,245 feet to beacon FD 4064 on the right bank of the Mangaribe Stream; thence by the right bank of the Mangaribe Stream for a curvilinear distance of approximately 980 feet to beacon FD 4065 on the right bank of the Mangaribe Stream; thence by a cut and beaconed line in a southerly direction for 1,461 feet to beacon FD 4066.

South: From beacon FD 4066 by a cut and beaconed line in a westerly direction for 780 feet across the Kungului River to beacon FD 4067; thence by a series of cut and beaconed lines in a southerly direction for 156 feet to beacon FD 4068 and continuing in the same general direction for 174 feet to beacon FD 4069; thence in a west-south-westerly direction for 730 feet to beacon FD 4070 on the north side of the Magamba-Mombo road; thence across this road in a south-south-westerly direction for 112 feet to beacon FD 4071, the point of commencement.

SHUME LANDS TERRITORIAL FOREST RESERVE *

Approximate area: 802 acres
(1.25 sq. miles)

    Boundaries: All that parcel of land formerly known as Lushoto Farm 135, consisting of two portions of 749 acres and 49 acres respectively, plus a third portion of 4 area of the former Lushoto Farm 135a, almost entirely enclosed within the western section of the Shume-Magamba Forest Reserve (Forest Reserve No. Korogwe 36; Schedule to Forests Ordinance, Laws of Tanganyika, 1947), and situated immediately to the west of the Shume Forest House, as delineated on Forest Department Plan No. Jb. 273, deposited with the Department of Lands and Surveys at Dar es Salaam, and bounded as follows:–

    East: From beacon I, situated on the level floor of the Shume-Manolo Valley, 90 feet north-north-west of the Manolo-Shume road at a point 10,800 feet from Manolo road junction, by a cut and beaconed line across the floor of the valley in a west-south-westerly direction for 1,170 fact to beacon 2 at the foot of the hills forming the east side of the valley; thence in a westerly and afterwards generally southerly direction by cut and beaconed lines through beacons 3, 4, 5, 6, 7, 8, 9, 10 and 11 for a total distance of 20,146 feet to beacon 12, situated on a bearing of 155 degrees magnetic and at a distance of 1,000 feet from the Shume Forest House; thence southwards for 4,868 feet over the shoulder of a prominent hill across a deep valley and the Shume-Magamba road to beacon C close to the south side of the road, eastwards for 1,320 feet to beacon B and southwards for 1,650 feet to beacon A.

    South: From beacon A by cut and beaconed lines across the head of the Shume-Manolo Valley in a westerly direction for 3,576 feet through beacon 13 to beacon 14.

    West: From beacon 14 in a northerly direction for 1,243 feet to beacon D; thence boundary of the Shume-Magamba Forest Reserve between boundary beacons 79 and 78; thence north-north-westerly for 200 feet following the line of the reserve boundary to beacon F; thence for 3,000 feet in a north-easterly direction to beacon G, which lies 50 feet due north of beacon D. Thence in a northerly direction across the face of the hills forming the west side of the hills in an east-north-easterly direction for 1,924 feet to beacon 16 on the edge of the level floor of the Shume-Manolo Valley and close to the west side of the Shume-Manolo road. Thence by cut and beaconed lines following the west side of the Shume-Manoilo Valley for a total distance of 8,957 feet in a generally northerly direction through beacons 17, 18, 19, 20 and 21 to beacon 22 close to the Southern Manka valley, a side valley entering the main Shume-Manolo Valley from the west. Thence by a series of cut and beaconed lines heading the Southern Manka Valley, for a total distance of 4,235 feet through beacons 23, 24 and 25 to beacon 26 on the western edge of the Shume-Manolo Valley. Thence by cut and beaconed lines again following the western edge of the main valley through beacons 27, 28 and 29 in a generally north-westerly direction for a total distance of 2,255 feet to beacon 30 in the angle between the main valley and the Northern Manka Valley. Thence by a series of cut and beaconed line for a total distance of 3,316 feet heading the Northern Manka Valley through beacons 31 and 32 and again returning to the western edge of the main valley floor at beacon 33. Thence in a northerly direction for 6,183 feet to beacon 34 and continuing in a north-north-easterly direction for 2,757 feet to beacon 35.

    North: From beacon 35 by cut and beaconed lines in a south-easterly direction through beacon 36 to beacon 1, the starting point.

    The reserve, except for the westwardly directed extension within the quadrilateral D-E-F-G. covers the Shume-Manolo Valley and the western tributary valleys.

GOLOGOLO WEST TERRITORIAL FOREST RESERVE *

Approximate area: 151 acres

    Boundaries: All that parcel of land formerly known as part of Lushoto Farm 136, situated within the Shume-Magamba Forest Reserve (Forest Reserve No. Korogwe 36; Schedule to Forests Ordinance, Laws of Tanganyika, 1947), in the vicinity of Gologolo Settlement, as delineated on Forest Department Plan No. Jb. 273, deposited with the Department of Lands and Surveys at Dar es Salaam, and bounded as follows:–

    South: From beacon 3, situated at a distance of 1,140 feet on a magnetic bearing of 248 degrees from a beacon sited at the junction of Shume-Magamba and Vite-Magamba roads, by a cut and beaconed line in a west-north-westerly direction for 850 feet across the head of the Gologolo Valley to beacon 4.

    West: From beacon 4 by a cut and beaconed line in a north-north-easterly direction following the western edge of the Gologolo-Vite Valley for 6,460 feet to beacon 1.

    North: From beacon 1 by a cut and beaconed line in an east-south-easterly direction for 6,500 feet, cutting the Vite-Magamba road at two points and skirting to the west of the Gologolo forest nursery, to beacon 3, which was the point of commencement.

GOLOGOLO EAST TERRITORIAL FOREST RESERVE *

Approximate area: 6 acres

    Boundaries: All that parcel of land formerly known as part of Lushoto Farm No. 136, situated within the Shume-Magamba Forest Reserve (Forest Reserve No. Korogwe 36; Schedule to Forests Ordinance, Laws of Tanganyika, 1947) in the vicinity of Gologolo Settlement, as delineated on Forest Department Plan No. Jb. 273, deposited with the Department of Lands and Surveys at Dar es Salaam, and bounded as follows:–

    West: From beacon D which lies at a distance of 1,150 feet on a magnetic bearing of 21 degrees from a beacon sited at the junction of Shume-Magamba and Vite-Magamba roads, by a cut line, 500 feet long, in a north-north-easterly direction to beacon A.

    North: From beacon A by a cut line for 550 feet in an east-south-easterly direction to beacon B.

    East: From beacon B by a cut line for 500 feet in a south-south-westerly direction to beacon C.

MKUSU TERRITORIAL FOREST RESERVE *

BALANGAI TERRITORIAL FOREST RESERVE *

Approximate area: 2,479 acres
(3.87 sq. miles).

    Situation and Boundaries: All that area of land situated in the vicinity of Bumbuli and Vuga in approximate latitude 04 degrees 56 minutes south and longitude 38 degrees 26 minuted east as delineated in green and described with a table of bearings and distances on Forest Division Plan No. Jb 532, deposited with the Survey Division of the Ministry of Lands, Forests and Wildlife under Registration No. 12004.

NDELEMAI TERRITORIAL FOREST RESERVE *

Approximate area: 3,554 acres
(5.55 sq. miles).

SHAGAI TERRITORIAL FOREST RESERVE

Approximate area: 20,501 acres

Boundaries:

East: From Kivili village by Tewe to Mission Station Mlalo.

South: From Mlalo by Dule-Kwegoka to south of Zunga Village.

West: From Zunga by Makeni to Panga.

North: From Panga by Kungugwi to Kivili.

BAGA TERRITORIAL FOREST RESERVE *

Approximate area: 7,533 acres
(11.77 sq. miles).

MZINGA TERRITORIAL FOREST RESERVE *

Approximate area: 878 acres
(1.4 square miles).

SHUME TERRITORIAL FOREST RESERVE *

Approximate area: 30,690 acres

MOMBO TERRITORIAL FOREST RESERVE *

LUTINDI TERRITORIAL FOREST RESERVE *

Approximate area: 5,376 acres
(8.40 square miles).

    Boundaries: All that area of land situated on the eastern scarp edge of western Usambara Mountains, adjoining and to the east of Mazumbari Estate and west of Kulasi Estate as delineated in green and described with a table of boundary bearings and distances on Forest Division Plan No. Jb 544 deposited with the Survey Division of the Ministry of Lands, Forests and Wildlife under Registration No. 11944.

KISIMA-GONJA TERRITORIAL FOREST RESERVE

Approximate area: 3,559 acres

LUSHOTO AND TANGA DISTRICTS KILANGA TERRITORIAL FOREST RESERVE *

Approximate area: 2,003 acres

    Boundaries: All that parcel of land situated to the north of Mgambo Estate (Farm 217) and including the Kuzi and Kungwasha Hilltops (Territorial Map Reference south B 37/C IV), as delineated and described by a table of boundary angles and distances on Forest Department Plan No. Jb. 270 deposited with the Department of Lands and Surveys at Dar es Salaam and bounded as follows:–

West: From beacon M.9, which is situated approximately one mile south of Kizara Mission on the eastern side of the Amani to Kizara Track, north-westwards by the eastern side of that track to beacon G16; thence eastwards by a cut line to beacon FD 103 and onwards to the eastern bank of the Tovui River; thence downstream by the eastern bank of the Tovui Stream to beacon FD 104; thence eastwards and northwards by a series of cut lines through beacon FD 105 and FD 106 to beacon FD 107.

North: From beacon FD 107 eastwards by a series of cut lines through beacons FD 108, FD 109 and beacon FD 110 to beacon FD 111; thence north-eastwards by a series of a cut lines through beacons FD 112, FD 113, FD 114, FD 115, FD 116, FD 117, FD 118 and beacon FD 119 to beacon FD 120 on the summit of Mloza Hill; thence south-eastwards by a series of cut lines through beacons FD 121, FD

MAHEZANGULU TERRITORIAL FOREST RESERVE *

Approximate area: 805 acres (1.26 sq. mile)

    Situation and boundaries: All that area of land situated on the western side of the Luengera Valley approximately 15 miles north of Korogwe in approximate latitude 04 degrees 57 minutes south and longitude 38 degrees 31 minutes east, as delineated in green and described with a table of boundary bearings and distances on Forest Division Plan no. Jb. 545, deposited with the Survey Division of the Ministry of Lands, Forests and Wildlife under Registration No. 12068.

BUMBA-MAVUMBI TERRITORIAL FOREST RESERVE *

Approximate area: 2,610 acres
(4.08 sq. miles).

    Situation and Boundaries: All that area of land situated approximately 25 miles east of Lushoto in approximate latitude 04 degrees 43 minutes south and longitude 38 degrees 38 minutes east, as delineated in green and described with a table of boundary bearings and distances of Forest Division Plan No. 282, deposited with the Survey Division of the Ministry of Lands, Forests and Wildlife, under Registration No. 12568.

MANYONI DISTRICT

RUNGWA TERRITORIAL FOREST RESERVE *

Approximate area: 1,940,360 acres
(3,032 square miles).

    Boundaries: All that area of land situated 83 miles south of Itigi and east of the Itigi-Mbeya Road (Territorial Map Reference 1/250,000 Central Province Series (Sheet 5) by the Department of Lands and Mines 1947) as delineated and described with a table of boundary bearings and distances on Forest Division Plan No. Jb. 456 deposited with the Survey Division of the Ministry of Lands, Forests and Wildlife.

MASAI DISTRICT

ESSIMINGOR TERRITORIAL FOREST RESERVE *

Approximate area: 15,000 acres

    Boundaries: All that area of land situated on the north-west side of the Babati-Arusha main road, at approximately mile 45 from Arusha and approximately 4 miles north-west of the road, as delineated on Forest Plan No. Jb. 165 and the aerial photographs registered as Jb. 165-A-F deposited with the Department of Lands and Surveys and bounded as follows:–

East: Commencing at Beacon No. 1 on the eastern slopes of Essimingor Mountain, Forest Department Beacon No. 1 being also synonymous with survey department Beacon No. 338 of the division of the alienated and unalienated Essimingor Farms, thence in a southerly direction by a series of beaconed straight lines, through Beacons Nos. 2 (S.D. 337); 3 (S.D. 336); and 4 (S.D. 335) to Beacon No. 5 (S.D. 334).

South: Commencing at Beacon No. 5 (S.D. 334) a series of beaconed straight lines running in a general westerly direction through Beacons Nos. 6 to 10 (S.D. Nos. 333 to 329), crossing the Government pipe line between Beacons Nos. 7 and 8 (Note.- Beacon No. 6 has approximate co-ordinates of northings 8,754,000 feet, eastings 509,000 feet and lies at the interjunction of a magnetic bearing of 291℃ from trigonometrical point "84", distance approximately 38,000 feet, and a magnetic bearing of 273℃ from trigonometrical point Emugur Engegobe, distance approximately 74,000 feet (reference Survey Division Provisional Sheet south/S.I. A 37)).

West: Commencing at Beacon No. 10 (S.D. 329) a series of beaconed straight lines in a north-west, north and north-east direction through Beacon No. 11 (S.D. 328) and Beacons Nos. 12, 13 and 14 established by the Forest Department.

North: Commencing at Beacon No. 14, beaconed straight lines in an easterly direction through Beacons Nos. 15 and 16 established by the Forest Department to Beacon No. 1 (S.D. 338), the point of commencement.

The area is demarcated by concrete beacons supplemented by direction trenches.

BURKO TERRITORIAL FOREST RESERVE *

Approximate area: 1,432 acres

    Boundaries: All that area of land situated on Burko Mountain, approximately 33 miles westwards from Arusha Town, as delineated on Forest Plan No. Jb. 223 deposited with the Department of Lands and Surveys and bounded as follows:–

    Commencing at Beacon No. 1 situated at a distance of approximately 2,475 feet on a bearing of 165 degrees (Magnetic) from Trigonometrical Station No. 82 Burko (Co-ordinates, north +8,799, 403.3 east -467, 430.8); thence following a line of beacons along the lower forest edge around the mountain to the point of commencement in accordance with the particulars hereunder:
