1. This Notice may be cited as the Animal Diseases (Importation of Animal Products and Foodstuffs) Notice.
2. The Animal Products and Foodstuffs described in the Schedule hereto, may be imported into Tanzania without an import permit first being issued under the terms of regulation 4 of the Animal Diseases Regulations *.
SCHEDULE
1. Fresh frozen or chilled carcasses, meat or offal of cattle, sheep, pigs and poultry consigned from– (a) the Kenya Meat Commission factories at Athi River and Mombasa; (b) the Fresh Foods Ltd., Slaughterhouse, Kampala; (c) the Uplands Bacon Factory; Kenya; (d) countries of Europe and the British Commonwealth.
2. Pig products, including bacon, ham, sausages, etc., consigned from– (a) the Uplands Bacon Factory, Kenya; (b) countries in Europe and the British Commonwealth.
3. Canned meat products of all types.
4. Hides and skins of cattle, sheep and goats, consigned from Kenya, Uganda or Zanzibar.
5. Eggs of poultry, ducks, geese and turkeys, consigned from the Kenya Poultry Producers' Co-op. Ltd.
6. Pasteurised milk, consigned from the Kenya Co-op. Creameries Limited.
7. Butter, cheese, cream ices, milk powders, consigned from– (a) countries in Europe, North America and the British Commonwealth; (b) Kenya and packed in sealed containers bearing brand names.
8. All foodstuffs for feeding to animals, packed in containers, and, when containing any material of animal origin they are accompanied by a certificate that such ingredients have been properly sterilised and detailing the method of sterilisation.

1. Citation
These regulations may be cited as the Animal Diseases Regulations.
2. Interpretation
For the purposes of regulations 3 to 8 of these Regulations–
"biological product" means pathological specimens, laboratory, cultures, including vaccine, whether bacteria, viral or protozoan, being of animal origin, and living vectors of animal disease.
3. Importation of biological products prohibited
No person shall import any biological product into the country without having first obtained a permit for such importation from the Director.
4. Importation of animals, carcasses, milk, litter or fodder prohibited
No person shall import any animal, carcass, milk, litter or fodder into the country without having first obtained a permit for such importation from an Inspector:
Provided that the Director may waive the necessity for a permit in respect of any animal, carcass, milk, litter or fodder or any class or classes of animal, carcass, milk, litter or fodder if he is satisfied that the importation will not lead to the introduction of disease into or the spread of disease in the country.
5. Issuing of permits
An Inspector who issues a permit under the provisions of regulation 4 of these Regulations may attach to such permit such conditions as he may think fit and in particular but without prejudice to the generality of the foregoing may require–
(a) that the animal, carcass, milk, litter or fodder be imported through such port or frontier post as may be specified in the permit; and
(b) that the animal, carcass, milk, litter or fodder be produced for examination by an Inspector within such period after the date of its importation as may be specified in the permit.
6. Isolation of animal
(1) If after examination an Inspector is of the opinion that any animal imported into the country is or may be infected with a disease or if such Inspector has reason to suspect that any such animal has during the journey or voyage to the country been in contact with a diseased animal or otherwise exposed to infection he may, within thirty days of the date of importation and subject to any general or special directions of the Director, require the person having the custody of the animal to isolate such animal from any other animal or animals in such place and for such period as the Inspector may determine and may further require that any animal which is known to have been in contact with such animal be likewise isolated.
(2) Where an Inspector has ordered the isolation of any animal under the provisions of this regulation, such isolation shall be at the risk and expense of the owner.
7. Return of animal to country of origin
(1) If any animal is imported into the country without a permit issued under the provisions of regulation 4, then, unless the necessity for a permit has been waived by the Director, an Inspector may refuse to permit such animal to remain in the country and may, subject to any general or special direction of the Director require any person who has the custody of the animal to return such animal to its country of origin within such period as he may specify and may further require the person having the custody of the animal to isolate the animal in such place and for such period as he may determine pending its return.
(2) Where an Inspector has ordered the return and isolation of an animal under the provisions of this regulation, such return and isolation shall be at the risk and expense of the owner.
8. Seizure
An Inspector or a Customs Officer may seize any biological product, carcass, litter, milk or fodder which has been imported into the country contrary to the provisions of these Regulations.
9. Dogs
Every dog intended for importation shall in addition to the requirements hereinbefore specified be accompanied by a certificate by a Veterinary Surgeon that the dog has come from a country free from rabies; otherwise, subject to the directions of the Director, the dog may be detained in quarantine for a period of six months from the date of landing.
MOVEMENT OF ANIMALS WITHIN THE COUNTRY (regs 10-20)
10. Movements from one district to another or over alienated land
(1) No cattle, sheep, goats or swine may be moved from one district to another district or onto or over any alienated land without a permit in writing authorising such movement granted and signed by an Inspector.
(2) In this regulation the expression "alienated land" means any land which is subject to a right of disposition exercisable otherwise than by a local authority.
11. Form of permit
Every such permit shall be in the form set out in the Schedule.
12. Particulars to be specified in permit
In every permit shall be stated the number and description of the animals to be moved, the district to which the animals may be moved, the route by which the animals are to travel, the period for which the permit holds good, and such other particulars and instructions as the Inspector may deem advisable for the safe conduct of the animals and their protection from disease and no more time than is actually necessary to complete the journey shall be allowed.
13. Permit to be in triplicate
Every permit shall be made out in triplicate; the original to be given to the applicant; the duplicate to be sent at once to the Veterinary officer or Assistant Livestock Officer nearest to the place to which the animals are to be moved, and the triplicate to be retained for reference.
14. Sanction of Veterinary Officer in case of disease
A permit for the movement of any animal affected with disease or which has been in contact with any animal affected with disease shall not be granted except by or with the sanction of Veterinary Officer.
15. Movement over land in private ownership
Permits shall not be granted to move any animal over land which is in private, except with the consent in writing ownership of the owner or occupier of that land, unless there exists a public road or right of way over that land.
16. Permit to be produced on demand
(1) The person in charge of any animal which is being moved under a permit granted under these Regulations shall, on demand made by an Inspector by the owner or occupier of any land over which the animal is being moved, produce the permit to the Inspector or owner or occupier.
(2) If the person in charge of the animal fails to produce a permit authorising such movement, the owner or occupier of the land traversed may detain the animal, but shall forthwith report the detention to an Inspector, Police Officer or Administrative Officer.
17. Disease to be reported
Whenever disease shall appear among any animals travelling under a permit, the person in charge of the animals shall immediately report the fact of such appearance to the nearest Inspector, and shall not proceed with the movement of the animals pending the receipt of the orders of a Veterinary Officer.
18. Cancellation of permit

(1) A permit may at any time be cancelled by an Inspector should disease be discovered in any animal being moved under the permit, or if for any other reason he considers the animals should not proceed along the route specified on the permit.
(2) Any Inspector who cancels a permit not granted by himself shall at once give notice of the cancellation to the officer who granted the permit, who in turn shall inform the Veterinary Officer or Assistant Livestock Officer to whom the duplicate of the cancelled permit has been sent.
19. Deaths to be reported
The person in charge of any animal moved under a permit shall report to the nearest Inspector any deaths amongst the animals moved and any animals disposed of on the journey.
20. Straying
It shall be the duty of the person in charge of any animal being moved under permit to prevent the animal from straying.
TREATMENT OF ANIMALS AFFECTED OR SUSPECTED OF BEING AFFECTED
BY DISEASE (regs 21-22)
21. Detention in quarantine at owner's risk
Any animal detained in quarantine under the Animal Diseases Act or any rule or order made thereunder and whether or not any fee is charged in respect of that animal, shall be detained at the risk and expense of the owner, and it shall be the duty of the owner, if called upon by a Veterinary Officer or Assistant Livestock Officer to do so, to provide any shelter or other accommodation for the animal which may be required, and to attend to and safeguard the animal.
22. Treatment of diseased animals
The Director, in any case where he shall think fit for the purpose of preventing the spread of disease, may order that no person other than a Veterinary Officer or a person acting under the directions of a Veterinary Officer shall treat any animal which is affected with disease.

24. Detention and sale where fees are unpaid
(1) A Veterinary Officer may detain or direct the detention of any animal in respect of which services have been rendered by the Veterinary Department other than services in connection with inoculation against rinderpest, including the provision of serum and vaccine until the fees payable in respect of the services, together with any expenses incurred by Government by reason of such detention have been paid.
(2) If the fees and expenses have not been paid or recovered within fourteen days of the commencement of the detention, the animal or animals so detained may be sold and the fees and expenses recovered from the proceeds, and amount remaining being paid to the owner of the animal or animals on application.
PROVISIONAL INFECTED AREAS (regs 25-27)
25. Provisional declaration of infected area
(1) For the purpose of preventing the spread of disease any Inspectors other than a Veterinary Guard, may declare any area in which disease is reported to be present, a provisional infected area.
(2) When an Inspector declares an area to be a provisional infected area, he shall as soon as possible demarcate the boundaries of that area in such manner as may be expedient and shall forthwith inform a Veterinary Officer of his action.
26. Effect of provisional declaration
When an area has been declared a provisional infected area the provisions of sections 22 and 23 of the Animal Diseases Act * shall immediately apply.
27. Investigation by Veterinary Officer
A Veterinary Officer receiving information that an area in his district has been declared a provisional infected area shall proceed there as soon as possible to investigate the report, and on completion of this investigation he shall then either declare the area to be an infected area or declare it to be no longer a provisional infected area.
COMPULSORY DIPPING AREAS (reg 28)
28. Dipping
The following provisions shall apply to all compulsory dipping areas, namely–
(a) No owner of cattle may move cattle into, out of or through a compulsory dipping area unless he has been authorised to do so by a written permit issued and signed by an Inspector.
(b) Every person in charge of cattle in or moving into a compulsory dipping area shall, within twenty-four hours of the arrival of the cattle within the area, report to an Inspector such particulars regarding the cattle in his charge as the Inspector may require of him for the purpose of arranging the dipping or spraying of the cattle.
(c) Every person in charge of cattle in, or moving into, a compulsory dipping area shall, at such times as may be ordered by a notice or notices in writing by the Director of Veterinary Services or any person authorised by him in that behalf, dip or spray all such cattle in the dipping tank or with the spraying apparatus specified in the order.
(d) In any such area an Inspector shall have power to inspect and count any cattle at any time and to take samples from the contents of any dipping tank or from any fluid being used for spraying and to require the owner of any cattle to produce all cattle in his possession, custody or control for the purpose of inspection and/or enumeration.
(e) The Director of Veterinary Services or any person authorised by him in that behalf may, by notice in writing, exempt any owner of any cattle from any of the provisions of this regulation.
(f) Every owner of cattle who is in occupation of land within a compulsory dipping area shall construct and maintain thereon the number of cattle dipping tanks or shall install and maintain such spraying apparatus as the Veterinary Officer in charge of the area may, by written notice, require of him for the purpose of dipping or spraying cattle kept on his land.
(g) Every such owner, having in response to a notice under paragraph (f) constructed a dipping tank or obtained spraying apparatus, shall keep a register which shall be available for inspection by an Inspector and shall contain–
(i) the names and particulars of all owners of cattle kept on such land;
(ii) the number of cattle on such land owned by each cattle owner; and
(iii) the number of cattle belonging to each cattle owner dipped on each dipping day or sprayed on each spraying day.
(h) Where in any compulsory dipping area a public dipping tank or public spraying apparatus is available, it shall be lawful for the Director of Veterinary Services or any person authorised by him in that behalf to order, by notice in writing, the owner of any cattle in, or moving into, the area to dip or spray all such cattle in such tank or with such apparatus and to charge the fees prescribed by regulation.
(i) No person purchasing cattle at a cattle market having arrangements for dipping or spraying cattle and situated within a compulsory dipping area shall remove the cattle from the market until they have been dipped or sprayed and he has received a certificate to that effect issued by the clerk of the market authorising the removal of the cattle.
(j) Every owner of cattle within a compulsory dipping area shall report as soon as possible to an Inspector the size of his herd or herds, the name of the person or persons in charge, the location of his cattle enclosures and grazing grounds, and, as soon as they occur, any changes in such information.
(k) In these Regulations–
"approved fluid" means a fluid prepared and maintained by mixing a powder, fluid or paste approved by the Director of Veterinary Services, with water in the proportion and in the manner approved by the Director of Veterinary Services;
"spray" means spray with an approved fluid in a manner approved by a Veterinary Officer;
"dip" means immersed in a cattle dipping tank containing an approved fluid in a manner approved by a Veterinary Officer.
(l) Any person contravening any of the provisions of this regulation commits an offence.
GENERAL PROVISIONS (regs 29-33)
29. Cleansing of vehicles used for conveyance of animals
The owner of any vehicle used for the conveyance of animals shall cause the vehicle to be swept, cleaned and disinfected to the satisfaction of an Inspector, other than a Veterinary Guard, immediately after such use.
30. Cleansing of stock yard
Every occupier of a private sale yard in which stock are kept for sale, and of any structures and enclosures connected therewith in which stock have been confined, shall, if so required by a Veterinary Officer or an Assistant Livestock Officer, cause the same to be cleansed and disinfected at the close of each day and this cleansing and disinfection shall be carried out to the satisfaction of any Inspector inspecting the same.
31. Power to control place and time of sale
(1) Whenever in the opinion of a Veterinary Officer there is danger that the introduction of disease into any area or the spread of disease in any area may result from the movement of any particular class of livestock, he may with the approval of the Director require that any sale or purchase of that class of livestock within that area shall take place only at such place and upon such days and within such hours as he may direct.
(2) Any person who sells or purchases that class of livestock otherwise than in accordance with such requirements of the Veterinary Officer, and not being in possession of the written permission of the Veterinary Officer to do so, commits an offence under the Act.
32. Exercise of Director's powers during temporary absence from headquarters
Whenever the Director temporarily absent from the head office of the Veterinary Department the officer in charge of the office may, subject to any general or special instructions from the Director, exercise or perform any of the powers or duties imposed on the Director by these Regulations or any other Regulations in force under the Act.
33. Penalty
(1) Any person committing an offence against any regulation not specifically provided for is liable to a fine not exceeding two thousand shillings or to a term of imprisonment not exceeding two months, or to both that fine and imprisonment.
(2) Whenever any person shall have been convicted of an offence as aforesaid, the court convicting such person may, in addition to or in lieu of composing any other punishment, order that the animals or things or any of them in respect of which such offence has been committed shall be forfeited.

2. The importation into Tanzania from the Union of South Africa of poultry, as described in the definition of "animals" contained in section 2 of the Animal Diseases Act, is prohibited except with the written permission of the Director of Veterinary Services or a person duly authorised by him in that behalf.

1. Short title
These Regulations may be cited as the Animal Diseases (Treatment of Animals at Slaughter-houses) Regulations.
2. Application
These Regulations shall apply to the places and areas set out in the Schedule to these Regulations.
3. Interpretation
In these Regulations unless the context otherwise requires–
"animal" means any animal of the bovine, ovine, caprine, porcine or equine species;
"Director" means the Director of Veterinary Services;
"local authority" means a municipal council established under the Municipalities Act *, a town council or a district council established under the Local Government Ordinance *, a township authority appointed under the Townships Ordinance * and the authority for a minor settlement declared to be a minor settlement under the Minor Settlements Act *;
"mechanically operated instrument" means an instrument for stunning or of slaughter, mechanically operated, and includes an instrument for stunning by means of electricity;
"slaughter-house" means any building, premises or place, used for the slaughter of animals for food.
4. Method of slaughter
Every animal to be slaughtered in a slaughter-house shall be either instantaneously slaughtered or stunned or rendered insensible to pain until death supervenes, and the slaughtering or stunning shall be effected by means of a mechanically operated instrument in proper repair or by such other method as may be approved by the Director:
Provided that the use of a mechanically operated instrument shall not be required in respect of–
(a) the slaughter of any ovine, caprine or porcine animals in a slaughter-house situated in an area which is not supplied with electricity;
(b) the Mohammedan method of slaughter by a Mohammedan duly authorised for the purpose by the local authority for the area in which the slaughter-house is situated or if there is no such local authority by the Director.
5. Driving animals to slaughter
Every person engaged in driving or bringing any animal to a slaughter-house shall–
(a) avoid, so far as is practicable, driving or bringing the animal over any ground which is likely to cause the animal to slip or fall; and
(b) take all reasonable precautions to prevent the infliction upon the animal of unnecessary pain and suffering.
6. Watering and feeding of animals prior to slaughter
When it is necessary to confine any animal at a slaughter-house prior to slaughter the owner of that animal shall ensure that that animal is provided with a sufficient quantity of wholesome food and water:
Provided that animals may be starved of food for a period of twenty-four hours immediately before slaughter.
7. No slaughter of animal in the sight of another
No person shall slaughter or cause or suffer to be slaughtered in a slaughter-house any animal in the sight of another animal.
8. Authorisation of slaughtermen
(1) No person shall slaughter any animal in a slaughter-house unless he has been so authorised in writing in that respect for the calendar year in question by the local authority for the area in which the slaughter-house is situated or if there is no such local authority by the Director.
(2) No person shall be authorised under subregulation (1) of this regulation to slaughter any animal in a slaughter-house unless his ability and physical condition qualify him to slaughter without inflicting unnecessary pain on the animal.
9. Disposal of blood and refuse
The proprietor of a slaughter-house shall take all reasonable precautions to prevent the flow of blood or other refuse from the slaughter-house to any place where it is within the sight or the smell of any animal in the slaughter-house or waiting pens.
10. Restraint of animals
Every person slaughtering animals in a slaughter-house shall, before proceeding to stun any animal, cause the head of the animal to be securely fastened in such a position as to enable the animal to be stunned with as little pain or suffering as possible, and shall in the process of slaughtering any animal use such instruments and appliances and adopt such methods of slaughter and otherwise take such precautions as may be requisite to secure the infliction of as little pain and suffering as possible:
Provided that where stunning is carried out in a recognised stunning box and is by means of electricity or captive bolt pistol, it shall not be necessary to secure the head of the animal.
11. Offence and penalties
Any person who contravenes or fails to comply with any of the provisions of these Regulations commits an offence and is liable on conviction to a fine not exceeding one thousand shillings or to imprisonment for a term not exceeding two months or to both that fine and imprisonment.

1. These Regulations may be cited as the Animal Diseases (Artificial Insemination) Regulations.
2. In these Regulations, unless the context otherwise requires–
"animal" means any member of the bovine, ovine, caprine, porcine, equine species and poultry comprising domestic fowls, turkeys, geese and ducks;
"artificial insemination centre" means any premises used for the purpose of providing a service for the artificial insemination of female animals with semen collected from male animals;
"Director" means the Director Veterinary Division.
3.(1) No person shall distribute or sell animal semen except under the authority of a licence issued by the Director and in accordance with such conditions, if any, as may be attached thereto.
(2) Nothing in these Regulations shall be deemed to prohibit or restrict the artificial insemination of a female animal in the same ownership as the male animal from which the semen is collected.
(3) Any person who distributes or sells animal semen without having first obtained a licence so to do or who distributes or sells animal semen in breach of any condition attached to his licence commits an offence.
4. A licence authorising the sale and distribution of animal semen from an artificial insemination centre shall be subject to the following conditions, and to such other conditions, if any, as may be specified in the licence–
(a) all operations conducted from the centre shall be under the effective supervision and control of a veterinary surgeon approved by the Director for this purpose;
(b) no person shall be employed in the collection or storage of semen or in the performance of the operation of artificial insemination unless approved by the Director for this purpose;
(c) the premises on which the semen is collected or stored and the equipment used for and the methods employed in the collection and storage of semen shall be approved by the Director;
(d) no semen shall be collected from any male animal unless that animal has been approved for the time being by the Director for that purpose;
(e) the licence shall keep a record showing in respect of each male animal approved by the Director, the date and place of each artificial insemination of a female animal and the name and address of the owner of that female animal, such records shall be open to inspection at all reasonable times by any officer duly authorised in writing by the Director, on producing his authority.
5.(1) No person shall import or bring into Tanzania the semen of any animal to which these regulations for the time being apply, except under the authority of a licence issued by the Director and for the time being in force.
(2) A licence issued under this section may at any time be revoked by the Director, and may be issued subject to such conditions as may be specified therein.
6. Any Customs Officer may seize any semen with respect to which he has reason to believe that an offence under regulation 5 of these Regulations has been committed and may detain it pending the determination of any proceedings instituted under these Regulations in respect of the offence or until the Director is satisfied that no such proceedings are likely to be instituted and any semen so detained shall be detained at the owners risk in such place and manner as the Director may direct, and, if such proceedings result in conviction, shall be destroyed or otherwise disposed of as the Director may direct.
7. The Director may at his discretion grant a licence authorising the distribution or sale of animal semen other than from an artificial insemination centre, subject to such conditions, if any, as may be specified in the licence.

1. These Regulations may be cited as the Animal Diseases (Dipping Fluids) Regulations.
2. In these Regulations, unless the context otherwise requires–
"analyst" means any person approved by the Director as qualified to carry out the testing of dipping fluids for insecticidal content, and shall include officers in charge of Veterinary Dip-testing Units;
"dipping tank" means any contrivance for the immersion of cattle in a dipping fluid;
"dipping fluid" means an insecticidal solution, suspension or emulsion of a type described in the Schedule hereto;
"owner of a dipping tank" includes any person actually operating or entitled as owner, lessee or licensee to operate the dipping tank, or the representation of such person.
3. (1) No owner of a dipping tank shall permit any cattle to be immersed in that dipping tank which contains dipping fluid unless that dipping fluid has an insecticidal content not less than the approved minimum as prescribed in the Schedule.
(2) Any owner of a dipping tank who acts in contravention of this regulation commits an offence and is liable to a fine not exceeding five hundred shillings.
4.(1) Where the Director is satisfied by a report in writing from an Inspector that in a dipping tank there is being used a dipping fluid and is satisfied by a Certificate of an Analyst that the insecticidal content of that dipping fluid is less than the minimum prescribed in the Schedule, he may in writing, order the closure of the dipping tank.
(2) Where a closure order made under subregulation (1) has been served on the owner of a dipping tank, then the owner shall not permit any cattle to be immersed in that dipping tank until such time as the closure order has been rescinded.
(3) The owner of a dipping tank in respect of which a closure order has been made, may, after having taken such steps as are required to restore the dipping fluid contained therein to the prescribed minimum insecticidal content, apply to the Director in writing for the dipping fluid to be re-tested.
(4) On receipt of such application the Director shall, without undue delay, procure the re-testing of the dipping fluid and unless satisfied by a further report and certificate as prescribed in subregulation (1) of this regulation that the dipping fluid contained therein is not of the prescribed minimum insecticidal content he shall forthwith rescind the closure order.
(5) Any person who acts in contravention of subregulation (2) of this regulation commits an offence and is liable on conviction to a fine not exceeding two thousand shillings or to imprisonment for a period not exceeding two months, or to both that fine and imprisonment.

2. Application
These Regulations shall apply throughout Mainland Tanzania.
3. Interpretation
In these Regulations–
"animals" means all kinds of livestock moved to the market for the purposes of offering them for sale;
"Border Market" means a place declared to be an animal market and which is situate along the borders of Tanzania;
"disposition" means the exchange of animal at the market for value;
"Market Master" means a person appointed to be the supervisor and overall controller of the market in which animals are disposed of;
"Secondary Market" means a place declared to be an animal market and which is situated on Mainland Tanzania and the power for control of which vest in the Central Government.
4. Declara>tion of Primary, Secondary and Border Markets>
(1) All places designated to be livestock markets and which are under the control of the local government authorities approved by the District Veterinary Officer or such other officer as may be designated for such purposes are hereby declared to be Primary Markets.
(2) The places specified in the First Schedule to these Regulations are hereby declared to be Secondary and Border Markets respectively.
5. Disposition of livestock >at >Markets>
(1) Any person being the owner, in charge or is otherwise in custody of an animal and moved such animal under a permit to the market shall dispose of any animal at the markets specified in the First Schedule >to these Regulations.
(2) Any person who disposes of an animal contrary to these Regulations commits an offence and is liable upon conviction to a fine of fifty thousand shillings or to imprisonment for a term of twelve months or to both.
6. Prohibition of purchase of livestock elsewhere
No person shall purchase livestock at a place other than at the >market specified in the First Schedule to these Regulations.
7. Opening of markets
All markets shall be open to the public and no person shall trade in the market or at any place whatsoever except during such days, at such places and times as shall have been so prescribed by the Market Master.
8. Observance of hygiene in the markets
(1) Every person using or present at a market shall obey all >reasonable directions given by the Market Master for the purposes of >preserving cleanliness, order and regularity in the market and for >facilitating the transaction of business at the market.
(2) The Market Master may order the removal from the market of any person who fails to obey and such directions including directions not to >loiter, cause any disturbance or commit any nuisance or doing any act >which in the opinion of the Market Master interferes or is likely to interfere with smooth operations of the market.>
9. Fees payable for disposition of livestock
(1) The fees specified in the Second Schedule to the Regulations shall become due and payable upon disposition of an animal at the market >as well as for the movement of such animal from one place to another >place.>
(2) The fees payable pursuant to subregulation (1) shall include fees payable in respect of itinerant and trade stock grazing, movement permit fees and stock route fees.
(3) Any person who contravenes these Regulations commits an offence >and is liable on conviction to a fine of fifteen thousand shillings.
10. Amendments of the Schedules
The Minister may amend the Schedules to these Regulations.
